- On the morning of October 29, the Provincial People's Committee held a meeting to evaluate the implementation of administrative procedure reform , control of administrative procedures, and implementation of administrative procedures. under the one-stop, one-stop mechanism after implementing the two-level local government . Comrade Tran Thanh Nhan, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee chaired the meeting. 

The meeting was held in a combination of in-person and online sessions at 65 People's Committees of communes and wards.
Immediately after the two-level local government officially operated, the Provincial People's Committee and the Chairman of the Provincial People's Committee promptly directed and implemented all contents of administrative procedure control, implemented the one-stop mechanism, the inter-connected one-stop mechanism and implemented administrative procedures in the electronic environment. Agencies and units have also proactively followed the goals and tasks in the Provincial People's Committee's plan to organize implementation in accordance with the practical situation of the unit.
Accordingly, the Chairman of the Provincial People's Committee has issued 101 decisions announcing the list of administrative procedures under the authority of local authorities, with a total of 1,659 administrative procedures (1,362 provincial-level administrative procedures, 297 commune-level administrative procedures). The Provincial People's Committee has directed the organization to update and publicize 100% of administrative procedures announced by the Chairman of the Provincial People's Committee on the National Database on Administrative Procedures at the National Public Service Portal and promptly post them on the Provincial Electronic Information Portal as prescribed. The Chairman of the Provincial People's Committee has issued 6 decisions approving the plan to simplify administrative procedures for 17 administrative procedures, reaching 24.32% (exceeding 4.32% compared to the proposed Plan); issued 10 decisions to reduce the processing time for 123 administrative procedures, reducing 930/3,099 days, reaching 30%, meeting the requirements of the proposed plan.

From July 1 to October 20, 2025, the whole province received 105,455 records, of which 63,555 records were received online, accounting for 60.27%; 99,557 records were resolved, of which 97,476 records were resolved before and on time, reaching 97.9%, 2,081 records were resolved late, accounting for 2.1%; 9,443 records are being resolved. As of October 20, 2025, the whole province's rate of digitized records and results of handling administrative procedures reached 78.89%; the rate of administrative procedures with online payment transactions reached 53.49%, the rate of online payment records reached 48.87%; the rate of electronic authentication reached 49.21%...

At the meeting, delegates discussed and clarified the achieved results, analyzed the difficulties and limitations in reforming and controlling administrative procedures, implementing administrative procedures under the one-stop shop and one-stop shop mechanism since the implementation of the two-level local government system up to now; at the same time, proposed solutions to overcome them in the coming time.

Concluding the meeting, Mr. Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee, requested that in the coming time, departments, branches, People's Committees of communes and wards continue to strengthen leadership, direction, promote the role of leaders, seriously implement the work of controlling and reforming administrative procedures, implementing administrative procedures according to the one-stop and one-stop mechanism; enhance the sense of responsibility, discipline, and administrative discipline in performing public duties, strengthen coordination between agencies and units in reforming administrative procedures, handling administrative procedures; effectively guide organizations and individuals to perform administrative procedures, receive dossiers, and handle administrative procedures in accordance with regulations; promote the implementation of administrative procedures in the electronic environment, provide online public services, make online payments in handling administrative procedures, and electronic authentication to ensure the targets assigned by the Provincial People's Committee.
He also requested that departments and branches need to properly implement the work of announcing and publicizing administrative procedures under the authority of all levels in the province in accordance with regulations; proactively have a plan to self-inspect the work of controlling administrative procedures, guide and support the settlement of administrative procedures at the commune level according to the scope of management of the sector and field. For communes and wards, it is necessary to continue to arrange adequate equipment at the public administrative service center to meet the requirements according to regulations, and at the same time, thoroughly handle the situation of late documents at some commune-level units.
