Online meeting of the Central Steering Committee for national target programs for the period 2021 - 2025

Deputy Prime Minister Tran Hong Ha - Head of the Central Steering Committee chaired the meeting. Deputy Prime Minister Mai Van Chinh attended at the Khanh Hoa bridge. At the Ben Tre province bridge, Vice Chairman of the Provincial People's Committee Nguyen Minh Canh attended.

According to the report of the Ministry of Agriculture and Environment, the National Target Program for New Rural Areas (NTM), by March 2025, 77.9% of communes nationwide met NTM standards (an increase of 9.8% compared to the end of 2021); 39.2% of communes met advanced NTM standards (an increase of more than 2 times compared to the end of 2021); 9.95% of communes met model NTM standards (an increase of more than 10 times compared to the end of 2021).

The rate of district-level units recognized for completing the task of meeting the new rural standards is 47.6% compared to the assigned target of 50%; the rate of advanced new rural districts is 9.1% compared to the target of 20%. There are 6 provinces recognized by the Prime Minister for completing the task of building new rural areas compared to the assigned target of 15 provinces (an increase of 1 province compared to the end of 2021).

Regarding the National Target Program on Sustainable Poverty Reduction, up to now, the poverty rate is 1.93%. The Ministry of Finance has outlined the situation of balancing, allocating, assigning estimates, plans and disbursing central budget capital to implement the 3 National Target Programs.

According to the assessment of the Central Steering Committee, besides the achieved results, there are also some difficulties, in which, some mechanisms, policies, and guiding documents are slow to be issued or are difficult to implement in practice.

Some localities still have difficulties in balancing resources, and investment projects are still scattered. The results of achieving NTM commune standards in some regions still have large gaps; there are still 4 provinces in the Northern midland and mountainous region with the rate of communes achieving NTM standards below 30%. Poverty reduction is not sustainable, and the gap between regions is still large. Many localities have to adjust capital plans due to changes in poverty reduction areas...

Speaking at the conclusion of the meeting, Deputy Prime Minister Tran Hong Ha - Head of the Central Steering Committee emphasized the goals and significance of implementing the National Target Programs.

The Deputy Prime Minister emphasized a number of solutions and assigned specific tasks to each ministry, sector, and locality to thoroughly resolve difficulties related to the institutional implementation of the National Target Programs.

In particular, the Ministry of Ethnic Minorities and Religions urgently clarifies the contents of the proposed amendments and supplements to Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister. The Ministry of Finance summarizes and evaluates the resolutions of the National Assembly related to mechanisms, policies, and approval of National Target Programs; reviews, studies, and proposes amendments and supplements to regulations on management and organization of program implementation in the direction of simplifying procedures, enhancing decentralization, promoting the initiative and self-responsibility of program owners and program management agencies.

The Ministry of Agriculture and Environment and the Ministry of Ethnic Minorities and Religions are assigned to focus on urging, inspecting, promptly guiding, and removing difficulties, especially in the context of merging and consolidating government organizations at all levels, ensuring the continuous implementation of the National Target Programs.

Ministries, branches and localities are requested to continue to focus on directing, operating and implementing solutions to accelerate the progress of implementing programs to ensure the completion of each program's objectives assigned by the Prime Minister; organize the assessment and summary of the implementation of the National Target Programs for the period of 2021 - 2025, propose solutions for the period of 2026 - 2030 in accordance with the new situation.
