Hua Bum: Ethnic policy comes into life

In order to effectively implement ethnic policies, the Commune People's Committee proactively develops implementation plans, effectively integrating capital sources from the National Target Program for Ethnic Minority Area Development, the New Rural Development Program and Sustainable Poverty Reduction. Capital sources are allocated publicly and transparently; at the same time, people are encouraged to promote their internal resources and proactively participate in production models.

In addition, propaganda work is focused. Commune officials coordinate with village elders and prestigious people to organize village activities and meetings to disseminate policies; provide guidance on farming and livestock techniques; and encourage people to gradually abandon backward customs, preserve the environment and security and order. Thanks to that, people increasingly understand the role and significance of ethnic policies, actively participate, and proactively strive to escape poverty.

Implementing the Party and State's policies and guidelines on ethnic affairs, Hua Bum has concretized many key programs, notably the National Target Program on socio -economic development in ethnic minority and mountainous areas for the 2021-2030 period.

In the commune, production development support projects are being implemented synchronously. Many households are supported with crop and livestock varieties suitable for natural conditions such as fruit tree planting models, breeding cows, goats, sturgeon... This is a new direction to help people gradually shift from self-sufficient production to small-scale commodity production, gradually increasing income.

Thanks to appropriate support policies, the commune has formed concentrated rice production areas bringing high income to the people.

With appropriate support policies, the commune has been able to form a concentrated rice production area in Vang San and Pac Pa villages with a total area of 40 hectares, with revenue reaching 65 million VND/ha. The total output of grain is expected to reach more than 3,000 tons by the end of 2025, an increase of more than 108 tons compared to 2020, reaching 109.42% of the Resolution.

Along with that, essential infrastructure has also been invested heavily. Inter-village and intra-field roads have been hardened, national grid electricity has reached 10/12 villages, 95% of households have access to clean water. Schools, health stations, and community cultural houses have been built spaciously, creating favorable conditions for people to study, take care of their health and participate in cultural activities.

Mr. Lo Van Lon - Head of Nam Suong village (Hua Bum commune) shared: "In the past, the road was difficult to travel, there was no electricity; people mainly grew corn and cassava. Since the State supported production development and road construction, life has become much less difficult. Many households have raised buffaloes, cows, grown bananas, raised fish, and have a stable income."

Hua Bum’s success today is due to the strong leadership of the Party Committee and the commune government. The Party Committee has issued specialized resolutions on ethnic affairs and sustainable poverty reduction, and assigned Party Committee members to be in charge of each village to grasp the actual situation and solve difficulties right at the grassroots level.

Thanks to that, the commune's poverty rate has decreased by an average of 3-4% per year, estimated to be only about 34.47% by the end of 2025; average income per capita reached over 30 million VND, an increase of 1.3 million VND compared to 2020, reaching 97% of the Resolution. People's spiritual life has been constantly improved, children go to school regularly, the rate of school-age students in primary school reached 100%, and in secondary school reached 97%.

Comrade Nguyen Duc Hien - Chairman of Hua Bum Commune People's Committee said: We clearly identify that for ethnic policies to be effective, the most important thing is to be linked to the practical needs of the people. Each village and each ethnic group has its own characteristics, so commune officials must go to the place, discuss with the people, and agree on appropriate methods.

Not stopping at the initial results, Hua Bum commune is continuing to implement phase II of the National Target Program for the development of ethnic minority and mountainous areas, with the orientation of taking people as the center, focusing on sustainable poverty reduction. Comrade Nguyen Duc Hien added: According to the plan, in the next phase, the commune will focus on investing in key infrastructure such as irrigation systems, expanding the power grid, renovating schools, and at the same time, promoting the application of science and technology in agricultural production. In addition, implementing models such as: growing medicinal plants, raising fish in cages on the Nam Mu river, developing community tourism in Hua Bum village is being surveyed, initially showing positive signs.

Hua Bum is showing that when the State cares and the people are united, all difficulties can be overcome. On the development journey, Hua Bum still faces many challenges due to its fragmented terrain and limited resources. However, the changes that are taking place every day are clear evidence of the new vitality of this borderland.
