Receiving and working with the delegation, on the side of Lai Chau province, there was comrade Ha Trong Hai - Vice Chairman of the Provincial People's Committee and leaders of a number of relevant departments and branches.
Implementing Decision No. 1660/QD-TTg dated December 26, 2024 of the Prime Minister , the province has actively implemented projects to stabilize residents in urgent natural disaster areas. The total capital allocated to Lai Chau is 100 billion VND, of which 30 billion VND is for the project to resettle residents in Muong 1 and Chieng Ban 1 villages (Muong Kim commune) and 70 billion VND for the project to urgently overcome stream bank landslides to protect residents and infrastructure in Muong Mo and Pa Tan communes.
As of October 25, 2025, the projects have disbursed 54 billion VND. The works are being urgently constructed and are expected to be completed in December 2025. In addition, the province has approved 2 residential resettlement projects with a total cost of 66 billion VND and proposed an additional project in Pa Cheo village (Hua Bum commune) worth 24 billion VND. At the same time, arrangements have been made for 63 households affected by storm No. 10 and floods to be evacuated, ensuring the safety of life and property.

Implementing the conclusion of the Deputy Prime Minister in Notice No. 206/TB-VPCP dated April 28, 2025 on adjusting Project 666 to stabilize the population and develop the socio -economy of the resettlement area of Son La Hydropower Plant. Up to now, the province has completed the organization of the summary of the Project and has Report No. 347/BC-UBND dated June 26, 2025, in which it proposed that the Central Government allocate the remaining capital of Project 666 to implement in the period 2026 - 2030 of 312 billion VND (including: the item of production development support of 5 billion VND and implementation of 1 public investment project "Investment and upgrading of infrastructure works in the resettlement area of Son La Hydropower Plant in Lai Chau province" of 307 billion VND).
At the same time, the implementation of the National Target Program on New Rural Development (NTM) for the 2021-2025 period has achieved many important results. Before merging communes, the whole province achieved an average of 14.4 criteria/commune; 44 communes achieved 19 criteria, 39 communes were recognized as meeting NTM standards (41.5%). After the merger, through review, it is estimated that by the end of 2025, the average criteria of the whole province will reach 11.47 criteria/commune.
The province currently has 280 OCOP products with 3 stars or more. The province's OCOP-certified products are rich and diverse, including many local specialties. Implementing the national target program for sustainable poverty reduction, it is estimated that by the end of 2025, the province's poverty rate will decrease to 15.78%.

In the process of implementing the two-level local government model, the province encountered a number of difficulties, especially in the fields of agriculture and environment such as: decentralization of authority to appraise environmental impact assessment reports; calculation of environmental protection fees for industrial wastewater for facilities not subject to environmental monitoring or licensing still lacks legal basis...
At the meeting, Lai Chau province proposed and recommended that the Ministry of Agriculture and Environment coordinate with relevant ministries and branches to report to competent authorities to allocate the remaining 312 billion VND of Project 666 capital, not counting it in the general capital allocation criteria for the period 2026 - 2030. Pay attention and support 115 billion VND in 2025 to implement 3 projects to stabilize residential areas with a scale of 188 households, striving to complete in 2026. Continue to support the province in developing medicinal herbs and high-value crops, including Lai Chau ginseng in the list of Vietnamese pharmacopoeia; at the same time, help the province perfect the decentralization and delegation model in the agricultural sector.

Speaking at the working session, members of the Ministry's working delegation highly appreciated Lai Chau province's efforts in mobilizing and effectively using resources to implement key programs and projects, especially in complex terrain and harsh weather conditions.
At the same time, it is recommended that the province accelerate disbursement progress, complete infrastructure of residential areas, and link livelihood development with the construction of new, advanced rural areas. Strengthen environmental protection, especially the treatment of waste and wastewater in rural areas; change the structure of crops and livestock to adapt to climate change, and increase income for people in resettlement areas and disadvantaged areas.

He emphasized: In the coming time, the development of natural disasters will be complicated, so Lai Chau province is requested to take advantage of its potential and advantages, focus on developing medicinal herbs, building the Lai Chau ginseng brand, aiming to become a "national treasure" of Vietnam. Along with that, focus on developing agricultural tourism, homestay experiences, proactively responding and promptly overcoming the consequences of natural disasters, coordinating with specialized units of the Ministry to ensure progress and investment efficiency. The recommendations of the province, the working group will synthesize and report to competent authorities for consideration and resolution in the coming time.
