Hung Yen focuses on speeding up progress of key infrastructure projects

The investment project to build Ring Road 4 - Hanoi Capital Region, section passing through Hung Yen province, has now reached 97% of the area of land clearance. The remaining area is mainly residential land.

Up to now, the localities where the project passes through have completed the work of counting and determining the origin of the land, and basically completed the compensation and support plan for residential land. Currently, the compensation and support plan for residential land and the resettlement plan are being publicized and completed, some localities have approved the plan and issued decisions to reclaim residential land.

At the project inspection yesterday afternoon (November 23) with Hanoi Party Secretary Nguyen Duy Ngoc, Mr. Nguyen Huu Nghia, Hung Yen Provincial Party Secretary, requested Hanoi City to report to the Government on a mechanism to flexibly regulate project funding between localities, creating favorable conditions to ensure the overall progress of the entire project. At the same time, it is necessary to maintain regular activities of the Steering Committee for the implementation of the Ring Road 4 project so that localities can update and grasp the situation, promptly direct and handle problems during the implementation process.

Previously, on November 18, Mr. Pham Quang Ngoc, Chairman of the People's Committee of Hung Yen province, also inspected key projects, including the investment project to build Ring Road 4 - Hanoi Capital Region, the section passing through the province. Mr. Pham Quang Ngoc emphasized the role and significance of the project for the development of the province; sectors and localities clearly identified the site clearance work for projects as a key task, needing to focus on directing and removing difficulties and obstacles.

The Chairman of the People's Committee of Hung Yen province requested departments and branches to arrange human resources and professional staff to support and guide wards and communes in developing compensation plans for site clearance. Actively coordinate with departments, branches and localities to remove difficulties and obstacles that arise during the process; ensure that projects are implemented in accordance with regulations.

Regarding the Ninh Binh - Hai Phong expressway project, the section passing through Hung Yen province, the Provincial People's Committee recently held a meeting to discuss solutions to remove difficulties and speed up the project's implementation progress.

The Ninh Binh - Hai Phong Expressway project, the section passing through Hung Yen province, is 33.3 km long. The scale of the expressway is a complete 4-lane highway with a design speed of 120 km/h. This project was started by the locality in May 2025.

Currently, the localities where the project passes through have basically completed the land clearance of agricultural land with about more than 206 hectares; handed over to investors 31.2 km/33.3 km. For residential land, the localities are carrying out the inventory, publicizing the plan and submitting it for appraisal and approval; at the same time, implementing the construction of resettlement areas in 7/10 communes where the project passes through, and building 2 cemeteries to relocate graves in the project area...

The construction unit is also currently organizing the construction of packages B.01 - Ninh Co River Overpass, B.02 - Red River Overpass, B.03 - Tra Ly River Overpass. The output value up to now has reached about 288 billion VND.

After listening to the relevant units report on the implementation results, Mr. Lai Van Hoan, Vice Chairman of the People's Committee of Hung Yen province, requested the units to focus on removing difficulties and obstacles in site clearance work, ensuring progress, quality and safety of the project. The relevant departments should strengthen coordination, promptly advise and guide so that the project can be implemented according to plan; resolutely carry out related tasks; in November, complete the handover of the remaining agricultural land area to the construction contractor. The construction unit should concentrate on means and human resources to speed up the project implementation progress.

Started on August 19, 2025, the route connecting cultural heritage, tourism and economic development along the Red River is one of the key traffic projects of Hung Yen. The project has the significance of expanding development space, linking heritages, creating momentum to promote socio-economic growth in the Red River area.

The entire route has reclaimed more than 107 hectares of land, reaching about 40% of the area that needs to be cleared. The Project Management Board has handed over the boundary marking dossier to the localities for land inventory, land extraction, compensation, support and resettlement plans. Some localities have approved compensation plans for public land and agricultural land and organized payments to the people.

Currently, localities, investors and contractors are focusing resources to speed up site clearance and infrastructure construction, striving to complete the project on schedule.

The fact that local leaders regularly inspect projects on the field shows their determination in management, direction and responsibility to promptly detect and resolve difficulties and problems in the project implementation process. Timely removal of bottlenecks will help the project to be implemented faster, ensuring that investment capital is used effectively.
