Mobilizing the entire political system of Petrovietnam to bring the Long Phu 1 Thermal Power Plant project to the finish line

In the past time, the Standing Committee of the Party Committee of the Group highly appreciated the efforts of the Board of Members, the Executive Board, the professional departments and the collective of cadres and Party members of the Group in researching to accelerate the implementation of the Project. In order to affirm the determination to overcome the difficulties and obstacles of the Project, the Standing Committee of the Party Committee of the Group unanimously issued a Resolution to lead the acceleration of the implementation and completion of the Long Phu 1 Thermal Power Plant Project to soon put the Project into safe and effective commercial operation according to the set goals.

The most important goal is to strive to complete the Long Phu 1 Thermal Power Plant Project before 2027. On January 6, Petrovietnam, the Long Phu 1 Oil and Gas Power Project Management Board (LP1PP) and member units held a launching ceremony to accelerate the completion of the Long Phu 1 Thermal Power Plant Project with the determination to bring the project to the finish line sooner than the regulations in the Power Plan VIII approved and directed by the Prime Minister .

The key task in the coming time is to mobilize the entire political system of the Group and seek the support of the Government, relevant ministries, agencies and localities to concentrate all resources to implement and achieve the Project's goals.

Pursuant to the regulations of the State and the Group; if necessary, special mechanisms may be issued to facilitate the implementation and completion of the Project. At the same time, mobilize appropriate resources (finance, capital, facilities, means, human resources), ensuring the implementation of specific and detailed plans and solutions. Timely report to competent authorities to support the handling of difficulties during the implementation of the Project.

Leaders of units in the Group signed a competition agreement to complete the Project.

In addition, the Standing Committee of the Party Committee of the Group proposed to strengthen decentralization and authorization for the Executive Board and the Long Phu 1 Power Plant Project Management Board to proactively and promptly decide on necessary tasks to complete the Project. Regularly improve the apparatus and management personnel of the Long Phu 1 Power Plant Project Management Board, ensuring sufficient qualified human resources to continue implementing the Project. Assign leaders and staff with capacity and experience to focus on leading and directing the implementation to ensure quality, progress, safety and efficiency. Develop and promulgate incentive mechanisms and policies to encourage, motivate, attract and protect qualified and experienced staff to work at the Long Phu 1 Power Plant Project Management Board and create favorable conditions for staff to continue developing their capacity at the Group after successfully participating in the Project implementation.

At the same time, organize peak emulation periods associated with progress milestones from now until the completion of the remaining items and work of the Project; Direct the Group's political and social organizations to participate and actively contribute to the process of organizing the implementation of the Project and operating the factory. Timely encourage and reward officers and employees who have made positive and important contributions to the process of organizing and implementing the Project.

In addition, a key task is to promote communication work to create positive support from public opinion, consensus within the Group and create peace of mind and trust for officers and employees directly involved in the implementation, organization, implementation and construction of the Project.

Along with the implementation of tasks to ensure successful project implementation, inspection and supervision of the project implementation process must be strengthened to ensure savings, prevent waste and comply with the laws and regulations of the State and the Group.

The Standing Committee of the Group's Party Committee requests the Standing Committee of the Group's Party Committee to lead, direct, disseminate and thoroughly grasp the Party and State's policies on the implementation and completion of the Project, creating consensus within the entire political system of the Group, with the highest political determination, striving to reach the finish line on schedule as committed.

In addition, the Board of Members of the Group has established a Steering Committee to supervise the implementation of the Resolution; focusing on proposing to the Government and ministries and branches to remove difficulties to complete the Project; Issuing a Resolution to resolve the General Director's recommendations on plans and options to continue completing the Project, a Resolution on special and specific mechanisms to create the most favorable conditions for the implementation of the Project...

The Standing Committee of the Group's Party Committee assigns the Group's General Director to direct the development of a plan to organize the implementation of the Resolution and develop a proposed plan/scheme, special policy mechanism (if necessary) to submit to the Group's Board of Members for approval, ensuring the most favorable conditions for the implementation of the Project; Direct the inspection and have sanctions against groups and individuals who do not strictly implement this Resolution and the Resolution of the Board of Members, the direction of the Group's General Director; Organize the preliminary and final review and report to the Standing Committee of the Group's Party Committee on the implementation results at quarterly meetings.

Party committees and heads of units and socio-political organizations of the Group thoroughly grasp the above-mentioned goals, tasks and solutions, and at the same time, according to the functions and tasks of each organization and unit, develop specific programs and action plans for implementation. The Party Committee Secretary and Head of the Long Phu Project Management Board closely follow the direction of the Party Committee Standing Committee, the Board of Members and the General Director of the Group to develop specific plans, programs and implementation options, regularly report on implementation results, promptly propose solutions to remove difficulties and obstacles to ensure the implementation of the Project on schedule and with quality.
