Go Cong Tay District: Effectiveness from policies supporting agricultural production linkage

INITIAL RESULTS

Based on the guidance of the Provincial People's Committee and the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment), every year, the District People's Committee issues many plans to implement Resolution 07... At the same time, organize propaganda and dissemination of policies on linkage and consumption of agricultural products integrated into training sessions and seminars in 12 communes and towns.

The District People's Committee has also established an Appraisal Council, decided to approve projects and plans for linking production and consumption of agricultural products; established an Inspection Team to monitor support policies in the district.

In particular, with the active support of provincial agencies and close direction of Party committees and authorities at all levels, the district has formed a chain linking production and consumption of agricultural products in the area and initially achieved certain results.

Specifically, the People's Committee of Go Cong Tay district registered 24 projects/plans approved by the Provincial People's Committee, including 13 projects and 11 plans (10 rice, 8 vegetables, 5 fruit trees, 1 livestock). Up to now, the district has implemented 20 projects/plans approved by the list, including 5 projects and 15 plans (10 rice, 6 vegetables, 4 fruit trees) with an implementation scale of over 491 hectares/838 participating households; of which, there are 305.9 hectares of rice, 329.406 hectares of vegetables, 144.86 hectares of fruit trees; with a total implementation cost of over 45.9 billion VND (of which the total state budget capital is over 9.5 billion VND, the rest is the counterpart fund of cooperatives/enterprises and farmers).

To date, 7 plans for linking production and consumption of agricultural products have been completed, and 13 projects/plans are being implemented in 2025.

Some typical effective linkage models include: Linking vegetable consumption of Hoa Thanh General Agricultural Cooperative (Binh Tan commune), with a scale of 14.65 ha/60 households; supporting 50% of organic fertilizers and biological products for farmers in 3 years 2022 - 2024. After 3 years of implementing the linkage, the Cooperative has provided input supply services for members, adding linkages for vegetable seeds, fertilizers, biological products, especially vegetable seed prices lower than the market by 30,000 - 50,000 VND/kg depending on the type of vegetable seeds; implementing 100% consumption of vegetable products according to the Cooperative's consumption price (with price adjustment when market prices increase); creating jobs for more than 50 local workers.

Thanks to participating in association models, cooperative members can stabilize production and consumption, reduce production costs and increase income.

Or the plan to link production and consumption of vegetables at Phu Quoi Agricultural Trade Service Cooperative (Yen Luong commune) with a linkage scale of 7.11 ha/27 households; provide technical training and vegetable varieties for farmers participating in the linkage in 2020 and support packaging for the cooperative in 3 production cycles in 3 years.

The cooperative supports according to the approved plan and is flexible in connecting with fertilizer companies to support farmers with organic fertilizers and guide households to produce vegetables in an organic direction. After the end of the association, the cooperative expanded the association area to 12.36 hectares/44 households, of which 80% of the old households participating in the association were maintained and 20% of the new households participated.

Similarly, the rice consumption linkage plan of Hung Hoa Agricultural Cooperative (Long Vinh commune) with a scale of 34.97 hectares has 56 households participating in the value chain from supplying seeds, input materials, organizing production and linking rice consumption for members.

Accordingly, the Cooperative has linked with the Provincial Agricultural Extension and Agricultural Services Center to supply seeds, linked with business households to supply materials for production; at the output, the Cooperative has linked with Vinh Hien Company Limited to stably consume rice for members.

According to the assessment of the People's Committee of Go Cong Tay district, the association helps cooperative members to stabilize production and consumption, reduce production costs and increase income. Participating in the association model limits the situation of price pressure in consumption, agricultural products are purchased by enterprises, increasing income for farmers participating in the association (rice from 2.4 - 3.4 million VND/ha, vegetables from 30 - 45 million/ha and grapefruit 25 - 40 million VND/ha/year from joint purchase and sale, reducing input costs such as seeds 500 - 1,000 VND/kg, fertilizers from 1,000 - 1,500 VND/kg, product prices are higher than the market from 200 - 300 VND/kg of rice, vegetables 500 - 2,000 VND/kg, grapefruit 3,000 VND/kg depending on the time). From there, cooperatives create clean, safe products with clear origins for consumers, create jobs for workers, and contribute to local socio -economic development.

STRENGTHENING CONNECTIONS BETWEEN FARMERS AND BUSINESSES

According to the District People's Committee, besides the achieved results, the linkage in production and consumption of agricultural products still has some difficulties such as: Inadequacy and inconsistency in regulations from the Central Government causing difficulties in implementing policies.

The policy of supporting infrastructure for linkage has a high matching rate (70%), so many enterprises/cooperatives are not interested, are still hesitant or are not able to match. Infrastructure investment mainly uses development investment capital, but there are no specific regulations at the Central level on how to implement support...

Head of the Provincial Department of Quality and Rural Development Nguyen Minh Hieu said that in the coming time, the District People's Committee will continue to closely follow the plan and direction of the Provincial People's Committee on linking production and consumption of agricultural products in Tien Giang province in the period of 2021 - 2025.

At the same time, strengthen the propaganda of policies to support production linkage with agricultural product consumption so that grassroots cadres and people clearly understand the meaning and long-term benefits of production linkage with consumption, and raise awareness of the spirit of cooperation.

For production organizations, it is necessary to continue to effectively implement policies to support agricultural cooperatives to improve capacity in production and business activities, connecting farmers with businesses in linking the consumption of agricultural products.

Recently, in his concluding speech at the Conference summarizing the implementation of Resolution 07, Vice Chairman of the District People's Committee Le Van Ne suggested that the district's Department of Agriculture continue to advise the superiors to pay attention to investing in infrastructure, transferring scientific and technical advances, applying high technology to production-linked fields, especially redesigning fields to facilitate mechanization, completing internal irrigation, electric pumping stations, upgrading traffic, and supporting farmers to buy machinery and equipment for production and harvesting.

In addition, the district continues to implement support policies under the One Commune One Product (OCOP) Program for products participating in the linkage such as: Displaying and promoting products, supporting participation in digitalization activities, anti-counterfeiting and promoting OCOP products...

In addition, it is necessary to regularly check, monitor and evaluate the effectiveness of the implementation of ongoing joint projects/plans to achieve the set plan goals; continue to propagate and guide the production process, pest management in a safe and biological direction, record production logs and carry out fruit packaging to ensure food hygiene and safety according to the requirements of the importing country.

At the same time, encourage expansion and production linkage in the direction of concentrated specialized cultivation to create large production areas supplying goods to meet the needs of import and processing enterprises.
