By issuing reasonable policies, publicizing and making procedures transparent, and actively guiding organizations and individuals to complete their dossiers, Hai Ha district is gradually realizing the goal of planning marine space associated with sustainable livelihoods and attracting strategic investment; granting people the right to use water surfaces associated with social security and sustainable development.
On December 25, 2024, the People's Committee of Hai Ha district organized a ceremony to hand over the decision to allocate marine farming areas to 8 households in Quang Minh commune. These are the first households in the district to be officially granted the right to use the water surface for aquaculture, among hundreds of households currently living on the sea in the locality.
According to the decision, the licensed water surface area for each household ranges from 9,000m² to less than 1ha, with a 10-year term. In particular, households whose main livelihood is aquaculture are exempted from water surface use fees, in accordance with the provisions of Point a, Clause 2, Article 44, Law on Fisheries 2017.
Immediately after the decision-making ceremony, the district directed the Department of Agriculture and Natural Resources to coordinate with the People's Committee of Cai Chien commune to conduct field marking in Zone 4, Cai Chien commune - one of the 6 areas included in the district's aquaculture planning until 2023, with a vision to 2045. This entire planning has been integrated into the Provincial Planning according to Decision No. 80/QD-TTg dated February 11, 2023 of the Prime Minister.
Hai Ha district currently has a total planned area of 2,570 hectares for marine aquaculture, divided into 6 areas, located in the two communes of Quang Minh and Cai Chien. Of which, area 3 has an area of about 743 hectares, located 3-6 nautical miles from the shore, which is identified by the district as a strategic area to attract large-scale investment enterprises. The remaining 5 areas are all within 3 nautical miles and are under the authority of the district People's Committee to assign and lease.
In parallel with the allocation of sea areas to households for livelihood, the district is also urgently processing documents for allocation and leasing of water surfaces to organizations, cooperatives and enterprises. As of May 2025, 3 units, including Tan An Seafood Joint Stock Company, Quang Vinh Quang Ninh One Member Co., Ltd., and Cuong Truong Agricultural, Forestry and Fishery Service Cooperative, have completed their application for appraisal and are in the process of completing licensing procedures.
In addition, some other cooperatives such as 1989 Aquaculture Cooperative, Bien Xanh Aquaculture Cooperative, Thuong Phuong Cooperative, Hung Phat Cooperative, Dai Duong Cooperative, Hung Thinh Cooperative... are also being guided by the district to edit and supplement project documents according to comments from the Department of Agriculture and Environment. Some projects that overlap with national inland waterways are also having their boundaries and areas adjusted to ensure harmonious development space between the economy and waterway transport infrastructure.
For the group of households that are in need of applying for water surface allocation for aquaculture, especially households residing permanently in Quang Ha town but currently operating in communes such as Quang Minh, Cai Chien, Quang Phong, the People's Committee of Quang Ha town organized a meeting on February 17, 2025 to guide the measurement and documentation process. However, due to administrative characteristics, the determination of the main source of income from aquaculture for households is still being carefully coordinated and verified between the People's Committee of the town and related communes, to ensure that the right subjects are exempted from water surface fees according to the provisions of the Law on Fisheries.
Along with that, the district continues to closely follow the direction of the Provincial People's Committee, closely coordinate with specialized departments and branches to speed up the appraisal of environmental impact assessment reports and project explanations. This is a prerequisite for cooperatives and enterprises to be licensed to legally assign or lease water surfaces, and implement environmentally friendly marine farming models.
The consistent viewpoint of Hai Ha district is that the allocation of sea areas must be to the right people, for the right purposes, linked to livelihoods and respecting long-term planning. Actively granting licenses to households and cooperatives will not only contribute to ensuring social security and creating stable livelihoods, but also help gradually realize the strategy of developing the fisheries industry towards high technology, value chains and associated with marine ecotourism. The functional sector will strengthen inspection and supervision of the use of sea areas after being allocated and leased, ensuring compliance with regulations, not causing negative impacts on the environment and surrounding fishing communities.
With a systematic, proactive and transparent orientation, the assignment and leasing of water surfaces and tidal flats for aquaculture in Hai Ha district is gradually affirming its important role in the local sustainable marine economic development strategy, actively contributing to the province's green economic development goal in the coming period.
