(QBĐT) - On the afternoon of May 21, comrade Tran Thang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, had a working session with the leaders of Le Thuy district on compensation and site clearance (GPMB) for the project (DA) to build the North-South expressway in the East, phase 2021-2025. Attending were representatives of leaders of relevant departments, branches, units and localities.

The North-South Eastern Expressway Project, phase 2021-2025, through Le Thuy district, has a total length of nearly 32km. The project's occupied area is more than 265.24ha. There are 908 households, individuals and 8 organizations affected, 691 graves must be relocated. In addition, many technical infrastructure and social infrastructure works are affected and must be relocated.
Regarding compensation and site clearance, up to now, the district has issued decisions on land recovery and decisions approving compensation, support and resettlement plans for 882 households out of a total of 908 households, with an amount of nearly 694 billion VND, equivalent to about 222 hectares with a length of nearly 31km out of a total of nearly 32km, reaching 96.7%; has handed over to the Ho Chi Minh Road Project Management Board nearly 28.7km of site, reaching 89.81%.

Currently, Le Thuy district still has 94 households and individuals with a length of 3.257km that have not completed compensation and site clearance procedures. Of these, 17 cases are undergoing land valuation; 20 cases have been approved and are being paid; 19 cases are being submitted for approval; 2 cases are adjusting measurements; 16 cases have completed public disclosure of plans and completed documents for appraisal; 14 cases are publicizing plans; 6 cases are hiring a construction quality inspection center to check connectivity.
At the meeting, representatives of Le Thuy district leaders, departments, branches and communes and towns with outstanding issues in compensation and site clearance discussed and clarified the causes; at the same time proposed solutions to complete the handover of the site for project construction.

Speaking at the conclusion of the meeting, Chairman of the Provincial People's Committee Tran Thang emphasized: The Prime Minister has directed that the North-South Expressway Project in the East will be open to traffic by April 30, 2025. In recent times, the implementation of key projects, including the North-South Expressway Project, has always been identified by the province as a top priority and urgent task.
To speed up the progress and complete the handover of the site to ensure the construction of the North-South Expressway Project in the East through Quang Binh province in general, including Le Thuy district, the Chairman of the Provincial People's Committee requested the comrades in the Standing Committee, the Standing Committee of the District Party Committee, and the City Party Committee to focus on leading and directing the work of compensation and site clearance; assign specific tasks to the members of the Standing Committee, the District Party Committee members in charge of the area to closely follow the grassroots to direct, determined to basically hand over the site to the Project by May 30.

Urgently implement and complete the resettlement work for people, pay off the costs for people to build houses; implement temporary housing plans while people are building houses, create conditions for people to hand over the site to the project; at the same time continue to speed up the relocation of technical infrastructure.
The Chairman of the Provincial People's Committee requested Le Thuy district to direct the final approval of compensation and support plans but did not receive compensation and support money and still made recommendations and proposals.

Specifically, the District People's Committee needs to direct communes, towns, and the District Site Clearance Board to review the regime, policies, land prices, and assets on the land one last time, thoroughly in accordance with the provisions of the law, ensuring maximum benefits for the people. In cases where the policies and site clearance plans have been properly implemented but households still do not agree and deliberately obstruct, then a construction protection plan must be implemented in accordance with the provisions of the law.
For cases where compensation plans have been assessed, they must be approved before May 25. For households with errors in information about land types, areas of compensation and support assets, etc., they must be urgently reviewed and adjusted before May 26.

The Chairman of the Provincial People's Committee directed that before May 25, Le Thuy district must take measures to handle cases that have received compensation and support but have not harvested assets or handed over land to investors in Le Ninh Farm town, Phu Thuy and Truong Thuy communes; direct contractors to promptly construct technical infrastructure works and infrastructure of resettlement areas.
Regarding the proposal of Le Thuy district, the Chairman of the Provincial People's Committee assigned the departments to establish a working group headed by the department leader to support the locality in resolving legal and technical procedures under its authority, including guidance on recovering remaining materials of technical infrastructure works; inspecting the quality of works; land valuation, adjusting measurement extracts, etc.

Regarding cases of people living close to highway landmarks, the Department of Transport shall compile a general list of localities for the province to report to the Ministry of Transport for comments and solutions. Communes that still have outstanding issues should proactively resolve them immediately, and issues beyond their authority should promptly report to competent authorities for resolution.
The Chairman of the Provincial People's Committee requested that project management boards and contractors continue to strengthen coordination with localities to focus on removing difficulties and obstacles; coordinate with the level under the authority of which level.
