The Government Office has just issued a document conveying the conclusion of Deputy Prime Minister Tran Hong Ha at a meeting on the draft plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan 8).
The conclusion stated: the draft plan to implement Power Plan 8 submitted by the Ministry of Industry and Trade to the Prime Minister still does not fully meet the detailed requirements for feasible and effective implementation, and the procedures and order are not yet complete according to regulations.
From there, the Deputy Prime Minister assigned the Ministry of Industry and Trade to study and fully absorb the valid opinions of ministries and agencies at the meeting to complete the plan. In particular, it is important to closely follow the approved targets of the 8th Power Plan, especially the development of power sources, grids, solutions and resources for implementation.
The draft plan to implement Power Plan 8 submitted by the Ministry of Industry and Trade to the Prime Minister still does not fully meet the detailed requirements for feasible implementation.
" The Ministry of Industry and Trade and localities will review and compile statistics on renewable energy projects that have been approved for investment policies, assigned to investors and are being implemented; as well as review the progress of projects that are eligible to be included in the plan," the Deputy Prime Minister's conclusion stated.
At the same time, review legal regulations on planning, electricity, land, electricity supply management, and ensure national energy security. This is to determine the necessity of calculating the balance of supply and demand of the power system (national, regional) and determine the list of power source projects to be put into operation annually until 2030.
Regarding the slow-progressing coal power projects, the Government noted that the draft plan needs to clarify feasibility and progress; supplement the pilot assignment of Vietnam Electricity Group and qualified domestic enterprises to implement offshore wind power projects...
Regarding the proposal to maintain the development of renewable energy sources in the direction of allocating capacity to regions or provinces, the Deputy Prime Minister suggested that it is necessary to supplement a clear report on the implementation organization to ensure feasibility.
The Ministry of Industry and Trade is fully responsible to the Government and the Prime Minister for ensuring electricity supply, energy security and the content of the proposal is in accordance with legal regulations. The draft plan for implementing the Power Plan 8 must be submitted to the Government this September.
Previously, in the report on the implementation plan of Power Plan 9, the Ministry of Industry and Trade said that from now until 2030, Vietnam will need about 11.3-13.5 billion USD each year to invest in power source and grid projects. The capital alone by 2025 is over 57 billion USD, of which power source accounts for more than 84%, and transmission grid 16%. By 2030, power source projects will need nearly 72 billion USD for investment and construction, while transmission will need approximately 6 billion USD. Investment capital for power source and grid projects will come from public investment and other capital sources.
