Pneumococcal and HPV vaccination plan in expanded immunization

(Chinhphu.vn) – According to this plan, from 2026, there will be 13 infectious diseases with vaccines that will be vaccinated free of charge in the Expanded Immunization Program for children and pregnant women.

The Ministry of Health issued Decision 2780/QD-BYT on the expanded immunization plan for the next 3 years (2026-2028). This plan specifies 13 infectious diseases with vaccines that will be vaccinated free of charge in the expanded immunization program for children and pregnant women.

These diseases include: hepatitis B, tuberculosis, diphtheria, whooping cough, tetanus, polio, Haemophilus influenzae type B disease, measles, rubella, Japanese encephalitis B, rotavirus diarrhea, pneumococcal pneumonia/meningitis, and HPV-related cervical cancer.

According to the Ministry of Health , this plan aims to continue maintaining the achievements of vaccination work, continue to implement the roadmap to increase the number of vaccines in the Expanded Immunization Program approved by the Government, and at the same time improve the effectiveness of expanded immunization work with the goal of ensuring that by 2030 the expanded immunization rate reaches 95% with 14 types of vaccines.

According to the plan, for the two new vaccines, pneumococcal vaccine and HPV vaccine, the Ministry of Health expects the vaccine demand in the National Expanded Immunization Program in the next 3 years to be estimated based on the registered demand of 34 provinces/cities.

In particular, the annual vaccine demand includes the number of vaccines used for subjects under the Expanded Immunization Program of the year and the number of vaccines to compensate for subjects who have not been vaccinated or have not received enough vaccinations in previous years.

Particularly for the two types of vaccines, pneumococcal and HPV, the annual demand will be determined according to the roadmap reported to the Government in Report No. 459/BC-BYT dated April 11, 2025 on the number of vaccine doses and the annual funding needs to be ensured to implement the roadmap to increase the number of vaccines in the Expanded Immunization Program for the period 2021-2030 according to Resolution No. 104/NQ-CP dated August 15, 2022.

Based on this number of vaccines, the Ministry of Health will allocate vaccines and provide detailed instructions for localities to implement in 2026, 2027 and 2028, with the selection criteria being to prioritize localities in difficult mountainous areas and ethnic minority areas.

Priority roadmap for implementation of bronchial and HPV vaccines in disadvantaged areas

To implement the roadmap to increase the number of vaccines in the National Expanded Immunization Program, the National Institute of Hygiene and Epidemiology issued Document 1580/VSDTTU-TCQG dated July 30, 2025, proposing the scope of small-scale pneumococcal vaccine implementation in 2025 in 5 provinces and expanding the implementation to 10 provinces and cities in 2026.

Specifically, in 2025, this vaccine will be deployed on a small scale in 5 pre-merged provinces: Bac Kan, Lang Son, Quang Nam, Dak Nong, and Soc Trang.

In the first 6 months of 2026, vaccination will be implemented in 10 provinces and cities, expanding the implementation area to 5 provinces that were implemented in 2025 and expanding to 5 more provinces: Tuyen Quang, Lao Cai, Cao Bang, Son La, Quang Ngai.

By 2027, it is expected to be deployed in 13 provinces and cities, including expansion in 3 provinces: Dien Bien, Phu Tho and Nghe An. In 2018, it is expected to be deployed in 16 provinces, including expansion in 3 provinces: Dak Lak, Gia Lai and Lai Chau.

The National Institute of Hygiene and Epidemiology is planning the target group for this vaccine and its demand based on the number of children under 1 year old in the whole province in 2025. The National Institute of Hygiene and Epidemiology and Pasteur Institutes will compile and report to the Ministry of Health on vaccine supply in accordance with the actual situation after the People's Committees of provinces and cities approve and send a list of disadvantaged communes according to regulations.

Regarding the HPV vaccine, the National Institute of Hygiene and Epidemiology has also requested that the institutes of hygiene and epidemiology/pasteurs select 1 province/region to implement HPV vaccination in the Expanded Immunization Program from 2026, prioritizing implementation in difficult areas.

Accordingly, the institutes/pasteurs have selected 4 provinces including: Tuyen Quang, Quang Ngai, Dak Lak, Tra Vinh (now Vinh Long) to deploy free HPV vaccine for 11-year-old girls in the Expanded Immunization Program from 2026.

The institutes of hygiene and epidemiology/pasteur have also agreed to choose the proposed plan to deploy HPV vaccine in the above 4 provinces in the next 3 years according to the criteria, at the same time being representative of the 4 regions and convenient for small-scale deployment.

Currently, the National Institute of Hygiene and Epidemiology estimates the demand for HPV vaccines in provinces and cities based on the number of vaccines supplied annually. According to the plan of the Ministry of Health, each year in the period of 2026-2028, an estimated 18,000 children will be vaccinated against HPV virus in the deployment area.

The expanded immunization program is providing free 12 vaccines against 11 common infectious diseases for children and pregnant women.
