The incident occurred at around 8:00 p.m. on November 11 on Hoang Thiet Tam Street, Bac Son Ward (Kien An District, Hai Phong City), near Ben Pha Market.

Witnesses at the scene said that at the time, a man around 40 years old was wandering on Hoang Thiet Tam Street, in an abnormal mental state. Behind him were several pieces of cardboard and a machete.

This person swung the knife around wildly, scaring many passersby. When he arrived at a local restaurant, he slashed a decorative mannequin on the sidewalk several times. Seeing this, people shouted and used long sticks to control the subject.

Seeing this, the man ran to the side of the road and hid under the car to barricade himself. Only when Kien An District Police arrived was the subject subdued and taken out from under the car.

Confirming with VietNamNet reporters, the leader of Kien An District People's Committee said that the subject was arrested and taken to the police station to assist with the investigation. Before being arrested, the subject slashed two passersby, causing minor injuries. This person also showed signs of being high on drugs and was mentally unstable.

The identity of the subject and the injured person has not been announced by the police.
