Decentralization and delegation of power to implement the 2-level local government model
In the context of great work, peak time, and sprint, the Politburo and Secretariat require Party committees and organizations to continue to make efforts, focus on leadership, and urgently direct the completion of contents and tasks according to schedule and requirements.
Agreeing on the policy of decentralization and delegation of power close to the implementation of the 2-level local government model, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct the Party Committee of the Ministry of Justice and the Party Committee of the Ministry of Home Affairs to be responsible for assessing the decentralization and delegation of power in accordance with the policies and requirements of the Politburo and the Secretariat, especially the direction of the General Secretary.
The Government Party Committee has urgently completed the draft decrees and documents implementing decentralization and delegation of power in various fields, and organized to collect opinions from central agencies and provinces and cities before June 5.
Then, collect and complete the drafts, publicly announce them, issue them and organize a training conference before June 15.
The Politburo and the Secretariat have also assigned the Government Party Committee to lead and direct the focus on building and promulgating management processes towards reducing intermediaries and administrative procedures; and comprehensively and synchronously assessing the capacity, resources, and ability to receive 1,060 tasks and authorities of the commune level to perform assigned tasks.
Pay attention to inspection, guidance and strict control during implementation.
At the request of the Politburo, the Secretariat, and the Government Party Committee, develop a roadmap for decentralization between the Central and local governments, and between the two levels of local governments to ensure consistency; at the same time, during the implementation process, there must be strict inspection, guidance, and control. The conclusion stated that the Politburo and the Secretariat agreed with the Government Party Committee's proposal to reorganize 20 regional tax offices into 34 provincial and municipal tax offices; and reorganize 63 statistical offices into 34 provincial and municipal statistics offices.
35 regional social insurance agencies were reorganized into 34 provincial and municipal social insurance agencies (according to provincial-level units). The Politburo and the Secretariat also agreed to maintain 20 regional customs offices, 20 regional state treasuries, 15 regional state reserve offices, 15 state bank branches and adjust the management area to match the arrangement of provincial-level units.
The Government Party Committee is assigned to lead and direct the Party Committees of the Ministry of Justice and the Ministry of Home Affairs to coordinate with relevant agencies to develop a project to rearrange and reorganize the civil judgment enforcement system (similar to the project of the People's Court and the People's Procuracy).
This is in line with and consistent with the arrangement of provincial-level administrative units, the organization of a two-level local government model (including the administrative organization system and the Party organization) to ensure streamlining, efficient, effective operations, and reporting to the Politburo and the Secretariat for consideration and decision in June 2025.
Before June 10, complete staff arrangement for commune-level agencies.
The Party Committee of the Vietnam Fatherland Front (VFF), Central mass organizations, the Politburo, and the Secretariat request to urgently issue guidelines for the reorganization of the apparatus of the Vietnam Fatherland Front, provincial and communal mass organizations, and specific directions on authority and termination of the activities of the Vietnam Fatherland Front Committees at provincial, district and communal levels subject to merger and consolidation, to serve as a basis and orientation for localities to implement unification. This content must be completed no later than the first week of June 2025.
The Politburo and the Secretariat assigned the Standing Committees of provincial and municipal Party Committees to urgently complete the project on establishing Party Committees and appoint Party Committees, Standing Committees, Secretaries, Deputy Secretaries of Party Committees, assign leaders of People's Councils, People's Committees and agencies of the political system. Arrange staff for commune-level agencies before June 10. The Standing Committees of provincial and municipal Party Committees must also arrange and organize the headquarters, facilities and working conditions of new commune-level agencies, to be completed before June 10.
In addition, organize trial operations of Party agencies, State agencies, the Vietnam Fatherland Front and commune-level organizations to study, learn from experience, make timely and appropriate adjustments, and ensure smooth operation when officially put into operation.
