On September 19, Standing member of the Secretariat Tran Cam Tu, on behalf of the Politburo and the Secretariat, signed and issued Conclusion No. 192 on the implementation of the law on decentralization, delegation of power, and determination of authority when operating two-level local governments.
At the meeting on the same day, the Politburo and Secretariat reviewed the Government Party Committee's report assessing the implementation of the law on decentralization, delegation of power, and division of authority when operating two-level local governments.
The Politburo and the Secretariat basically agreed with the report of the Government Party Committee, acknowledged and commended the Government Party Committee, the National Assembly Party Committee, the Ministry of Home Affairs Party Committee, the Ministry of Justice Party Committee and ministries and branches for being very active, proactive, making efforts, trying, and promoting a sense of responsibility in advising and proposing tasks on decentralization, delegation of power, and determination of authority.

The Politburo and the Secretariat assigned the National Assembly Party Committee to direct the promulgation of legal documents to ensure unity and synchronization of the legal system on decentralization and delegation of power.
At the same time, the Politburo and the Secretariat proposed that the National Assembly, through supervision, detect local shortcomings and propose amendments to regulations to suit reality.
The Government Party Committee is assigned to direct ministries and branches to carefully review and evaluate the feasibility of implementing the tasks of decentralization, delegation of authority, and division of management authority and propose appropriate solutions.
The Politburo and Secretariat requested to continue reviewing the specialized legal system to supplement and perfect decentralization and delegation of power in accordance with the motto "locality decides, locality acts, locality takes responsibility".
Along with that, according to the Politburo and Secretariat, ministries and branches need to strengthen guidance and support for localities to effectively carry out decentralized tasks, especially improving organizational capacity.
Ministers, provincial and municipal Party Secretaries, and Chairmen of People's Committees of provinces and cities need to directly inspect and evaluate the tasks of ministries and localities being implemented at the commune and ward levels to provide timely guidance and direction.
According to the conclusion of the Politburo and the Secretariat, provincial and municipal Party Committees need to continue to assess the ability to implement laws on decentralization, delegation of power, and division of authority at the local level to promptly adjust, guide, amend or propose competent authorities to amend and issue new documents in accordance with the roadmap and requirements of the Law on Organization of the Government, the Law on Organization of Local Government, and in accordance with the practical situation.
In addition, the Politburo and the Secretariat instructed units to focus on leading and directing the close, complete, and effective implementation of decentralized tasks, promptly overcome difficulties and shortcomings, comprehensively strengthen the commune level, and ensure that the two-level local government operates smoothly and effectively.
