Member of the Politburo, Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 755/QD-TTg promulgating the Plan to implement the Conclusion of the Politburo and the Secretariat on the Project to streamline the inspection agency system to be streamlined, strong, efficient, effective, and efficient (the Project).

According to the decision, it defines the tasks and responsibilities of the Government Inspectorate, ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities and relevant agencies and organizations in implementing the project.

At the same time, review, amend, supplement and perfect the laws related to the organization and operation of inspection. In particular, develop and submit to competent authorities for promulgation documents on the organization and operation of inspection:

Submit to the Government for promulgation a Decree regulating the functions, tasks, powers and organizational structure of the Government Inspectorate according to simplified procedures; advise the Government to submit to the National Assembly the draft Law on Inspection (amended) according to simplified procedures.

Issue regulations on the functions, tasks, powers and organizational structure of the Inspectorate of provinces and centrally-run cities. Complete synchronously with the implementation of the policy of rearranging provincial-level administrative units.

Review, amend, supplement and perfect legal documents related to organization, inspection activities and examination activities in sectors and fields.

According to the plan, the organization and personnel of the Government Inspectorate will be reorganized based on the termination of the operations of 12 Ministry Inspectorates and 5 department-level units of the Government Inspectorate; the Inspectorate Cadre School and the Institute of Inspection Strategy and Science will be merged.

Receive and transfer civil servants to do inspection work of 12 Ministry Inspectorates in accordance with the task requirements of departments, bureaus and units of the Government Inspectorate.

At the same time, arrange and organize civil servants of departments, bureaus and units under the Government Inspectorate according to the new organizational model; carry out the handover and reception of party member and civil servant records and other related contents; implement regimes and policies for civil servants during the arrangement process according to regulations.

Arrange the organization and personnel of the Provincial Inspectorate and centrally-run cities (Provincial Inspectorate) on the basis of ending the activities of the District Inspectorate and the Department Inspectorate to reorganize into organizations under the Provincial Inspectorate.

According to the plan, arrange and allocate headquarters and facilities for the Government Inspectorate according to the principle of maximizing the use of existing headquarters and facilities of the Government Inspectorate, and at the same time arrange the headquarters of surplus state agencies after the arrangement according to Resolution No. 18-NQ/TW of the 6th Conference of the 12th Party Central Committee to ensure savings, efficiency and avoid waste.

In case it is not possible to immediately arrange and allocate the headquarters of redundant state agencies after the arrangement according to Resolution No. 18-NQ/TW, it is allowed to rent the headquarters to ensure the continuous and uninterrupted performance of tasks. The rental of headquarters must be carried out in accordance with the provisions of law.

For the Provincial Inspectorate: Arrange and allocate headquarters and facilities for the Provincial Inspectorate to ensure continuous and uninterrupted performance of tasks.
