Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang has just signed an official dispatch on focusing on responding to storm No. 12 and heavy rain causing risks of flooding, landslides, and flash floods in Quang Ngai province.

In particular, the Provincial Border Guard Command is required to synthesize and make a complete list of information on ships and boats in dangerous areas (if any), report to the Provincial People's Committee (through the Irrigation Sub-Department) and the Staff Office under the Provincial Military Command in the daily quick report for monitoring, direction; and guide ships, boats, and rafts to anchor at ports to ensure safety.

Continue to ban all types of boats from operating at sea (including passenger transport vehicles on the Sa Ky - Ly Son route, the Dao Lon - Dao Be route and vice versa) until the weather stabilizes (according to the bulletin of the Quang Ngai Hydrometeorological Station).

Inform, guide and call on owners of aquaculture cages and rafts on rivers and seas to urgently move to safe places (especially cages and rafts being raised and planted in Ly Son). Complete calling cages and rafts to anchorage before 4:00 p.m. on October 21.

Localities should strengthen inspection, review, and develop detailed scenarios for situations such as floods on rivers: Tra Cau, Ve, Phuoc Giang, Tra Bong reaching levels above alert 3 to alert 3+1m; heavy rain causing risks of landslides and flash floods in hilly and mountainous areas to respond, and send them to the Department of Agriculture and Environment of the province before October 23 for monitoring and direction.

Pay special attention to areas where landslides have occurred such as: Róok Met village, Dak Plô commune; Xo Thac village school (Dak Nen Kindergarten, Mang But commune); Go Khôn village residential group, Ba Dinh commune; Group 4 residential area, Tra Linh village, Tay Tra Bong commune, Go Oát mountain, Ba Lang village, Ba Vinh commune... and residential areas along Tra Cau, Ve, Phuoc Giang, Tra Bong rivers.

To respond to storm No. 12, the Provincial Border Guard Command has mobilized more than 300 officers and soldiers, 8 ships, canoes and dozens of military vehicles ready to search and rescue, evacuate people in low-lying areas and areas at risk of landslides in case of complex natural disasters.

The Quang Ngai Provincial Military Command also organized inspections and warnings on storm prevention and control work at its affiliated agencies and units. Through inspections, the agencies and units strictly followed the orders, directives and telegrams from superiors in preventing and responding to storm No. 12.

Party committees and commanders at all levels have proactively and urgently deployed documents and plans for flood and storm prevention and search and rescue according to the unit's motto "3 ready, 4 on-site".

The leaders of the Provincial Military Command requested agencies and units to strictly maintain the regime of command duty, on-duty duty, and combat readiness. Synchronously organize solutions, fully prepare human resources and means, and be ready to mobilize when ordered. Deploy measures to ensure the safety of warehouses and barracks, and promptly mobilize forces and means to respond to storm No. 12 when ordered.

Deploying response work to each village

According to the report from the Quang Ngai Province Hydrometeorological Station at 8:00 a.m., currently, the sea area of ​​Quang Ngai (including Ly Son special zone) has strong North to Northwest winds at level 6, level 7, gusting to level 8, wave height 2.5 - 4.5m, rough seas.

From early morning on October 22, the wind is likely to gradually increase to level 7, sometimes level 8; the area near the storm center will have strong winds of level 8 - 9, gusting to level 10; very rough seas; waves from 3.0 - 5.0m high.

All ships, boats and aquaculture cages operating in the above-mentioned dangerous areas are susceptible to storms, whirlwinds, strong winds and large waves. Beware of coastal erosion in coastal areas.

Due to the influence of storm circulation and cold air combined with East wind disturbances, there is a possibility of heavy rain in Quang Ngai province from October 23 to 29.

It is necessary to prepare a response plan in case floods on rivers in the province can reach warning level 2-3 and exceed warning level 3. The risk level of natural disasters due to strong winds at sea is level 3; the risk level of natural disasters due to floods and inundation is level 3.
