Starting from the 2022-2023 school year, the two subjects English and Information Technology have become compulsory subjects from grade 3. However, after more than 2 years of implementation, schools, especially in remote areas, still lack teachers for these two subjects. Instead of being a meeting room for school staff, the council room is now being used as a temporary English classroom for third graders. Near the 70 students, study in the same room and also have the same teacher.
Teacher Luong Van Luan, Muong Va Primary and Secondary School, Sop Cop, Son La : “With nearly 70 students in a class, teachers’ supervision of each student’s practice is not timely and regular. For ethnic minority students, knowledge acquisition is still at an average level, which leads to many difficulties in learning a new language such as English.”
This school year, Muong Va Primary and Secondary School has 17 classes, but there is only one English teacher. Therefore, the solution of concentrating students from the school to the main school and combining 2 classes into 1 is being implemented by Muong Va Primary and Secondary School to help students access English according to the 2018 General Education Program and also to reduce the pressure on the number of classes for teachers.
Teacher Vu Thi Thanh Xuan, Principal of Muong Va Primary and Secondary School, Sop Cop, Son La: “I personally think there will be some impact because English is a new subject for the students. With such a large number of students, it is very difficult for teachers to control and guide each student compared to having a small number of students. The unit also proposed that the competent authorities recruit and supplement teachers according to the school's needs.”
For foreign languages, there are teachers to arrange. But for Information Technology, many primary schools do not even have teachers. To overcome the difficulties in this subject, schools have sent cultural teachers to attend training courses, along with that, each subject teacher regularly improves their knowledge, learns from colleagues, and through the internet to gradually consolidate knowledge to convey to students to achieve the best results.
Teacher Lo Van Tuyet, Primary and Secondary School for Ethnic Minorities in Nam Lanh Commune, Sop Cop, Son La: “I was also trained for 2-3 months in teaching methods. Through the process of teaching this very new subject, I encountered many difficulties and problems. However, we tried our best to learn from our colleagues, friends, and the internet about things we did not understand, in order to teach better.”
Teacher Doan Thi Thu Hang, Principal Nam Lanh Primary and Secondary School for Ethnic Minorities, Sop Cop, Son La: “Regarding the staffing assigned by the Provincial People's Committee, the school has basically been assigned enough staff, however, the subject structure is not uniform like the IT and technology subjects. There are no separate regulations for these two subjects. Due to the difficulty of teaching IT, the school is currently arranging a cultural teacher to teach IT.”
After 2 years of implementing the new general education program, the lack of English and IT teachers in schools is still a difficult problem. Currently, the whole district is short of about 200 teachers to teach at different levels and subjects. Many temporary solutions have been proposed to ensure that despite the "lack", students still learn "enough" according to the new program.
Mr. Pham Ngoc Son, Deputy Head of the Department of Education and Training of Sop Cop district, Son La: "The lack of teachers is not only a lack of English teachers, but also a lack of cultural teachers. To carry out the tasks of the school year, we have arranged for English subjects, we will combine them with rooms with enough space, for IT subjects, we will send teachers to participate in training to return to implement IT subjects."
Giving students access to English and Information Technology is completely suitable for the requirementsof educational innovation, to comprehensively develop students' capacity and build a generation of global citizens. However, the current situation of lack of human resources and facilities in schools in remote areas of the province makes the implementation of the new general education program still difficult./.
