Overcoming the situation of "devices coming to school but not going to class"

Creating conditions for students in border communes to enjoy appropriate policies; ensuring fairness in access to education... these are the contents mentioned by the Ministry of Education and Training in the guidelines for implementing general education tasks for the 2025-2026 school year that have just been sent to the Departments of Education and Training.

Create conditions for students in border communes to enjoy appropriate policies.

Regarding the development of the school and class network, the Ministry of Education and Training requested the Departments of Education and Training to advise on the effective implementation of the organization of reviewing, arranging, and planning the network of general education facilities according to the guidance of the Ministry of Education and Training, ensuring that primary education is compulsory according to the 2019 Education Law, and effectively implementing solutions to ensure fairness in access to education.

The reorganization of schools and classes needs to inherit stable factors, be suitable to local conditions, ensure convenience for students' learning, and be associated with conditions for improving quality, meeting the requirements of innovation according to the General Education Program (CTGDPT).

In border areas, islands, ethnic minority and mountainous areas, and areas with particularly difficult socio -economic conditions, focus on effectively using resources to build and consolidate ethnic boarding schools, semi-boarding schools, and inter-level boarding schools, creating conditions for students in border communes to enjoy appropriate policies.

The school must be built in a synchronous manner, with enough classrooms, dormitories, kitchens, toilets, playgrounds, domestic water, accommodation for teachers and other necessary conditions for students' learning, living and safety.

Direct educational institutions to have drastic solutions, persistently advise all levels to effectively arrange and ensure resources for investment in facilities, teaching equipment, and learning materials to effectively implement the General Education Program according to regulations; effectively use existing facilities, equipment, and teaching aids, and overcome the situation of "equipment coming to school but not going to class".

Direct general education institutions to fully and promptly register textbook needs for each grade level, coordinate with publishers and distribution units to organize the supply of textbooks on schedule, ensuring that students have textbooks right from the beginning of the school year.

Ensuring equity in access to education

Regarding strengthening and improving the quality of universal education and compulsory education, the Ministry of Education and Training recommends that localities continue to advise on the effective implementation of universal education, compulsory education, and illiteracy eradication according to the provisions of the Law on Education and guiding documents of the Ministry of Education and Training.

Regarding education for children with disabilities and children in difficult circumstances, direct general education institutions to effectively implement inclusive education for students with disabilities, and educational institutions for people with disabilities to implement specialized education methods according to regulations; develop and implement individual education plans for students with disabilities by adjusting the curriculum to suit the needs and abilities of each student.

Regarding ethnic education, the Ministry of Education and Training recommends continuing to effectively direct the implementation of solutions to enhance Vietnamese language for primary school students in ethnic minority areas, in accordance with the practical conditions of each locality.

Organize Vietnamese language teaching for ethnic minority children before entering grade 1; pilot the enhancement of listening and speaking skills for ethnic minority students at the beginning of grade 1 based on their mother tongue at a number of educational institutions.
