
From a locality with many difficulties, in recent years Dien Bien province has made efforts to mobilize resources, strengthen the school system and ensure learning conditions for ethnic children, especially in mountainous border communes.
The attendance rate at all levels increased and reached impressive figures: 5-year-old kindergarten reached 99.9%; primary school reached 99.9%; secondary school reached 98.19%; high school reached 72.12%. Many remote schools were invested in for repair and gradually solidified; policies to support ethnic minority students and students in especially difficult areas continued to be effectively implemented, helping to significantly reduce the seasonal dropout rate, which is common in remote villages.
Along with general education , the work of eliminating illiteracy and improving people's knowledge in Dien Bien province has achieved outstanding results, demonstrated by the rate of people aged 15 and over who can read and write in Mandarin reaching 96.9%, exceeding the target of 90%.
The above results were partly achieved by organizing community classes and literacy classes. We can mention the literacy classes in two localities: Chung Chai commune and Leng Su Sin commune, Muong Nhe district, phase 2, 2025 (now Sin Thau commune and Muong Nhe commune, Dien Bien province).
When the Leng Su Sin Border Guard Station developed and implemented a plan to coordinate the opening of literacy classes in the two communes above, Senior Lieutenant Vang A Di - Head of the Drug and Crime Prevention Team, Leng Su Sin Border Guard Station, Dien Bien Provincial Border Guard Command volunteered to participate in the literacy work.
Senior Lieutenant A Di shared: “The Leng Su Sin Border Guard Station has coordinated with teachers at the old Leng Su Sin Primary Boarding School (now Leng Su Sin Primary Boarding School, Sin Thau Commune, Dien Bien Province) to go to every alley, knock on every door, and mobilize illiterate and re-illiterate people to participate in literacy classes.”
The initial stage of the campaign was extremely difficult because the people were of working age, so it was not easy to encourage them to go to school. Besides, people were ashamed and reluctant to go to school because they were too old. Many people asked what the purpose of studying was? Would studying fill their stomachs?... After days of tireless campaigning, the class was finally opened. "Every time I stood in class, looking at the bright smiles of the people in the border areas, I felt an indescribable emotion. Standing on the podium, I silently thanked the people," Senior Lieutenant Vang A Di confided.
Not only stopping at literacy classes, the government and specialized agencies also regularly communicate policies through the radio system, village conferences, and cultural and social activities, helping people access easy-to-understand and familiar content. Vocational training and job counseling for ethnic minority workers are also focused on.
In the 2026-2030 period, Dien Bien continues to set the goal of developing education and training, eliminating illiteracy and improving people's knowledge as one of the pillars of the Program for developing ethnic minority and mountainous areas. The province clearly defines the goal: the average income in mountainous areas will increase 2.5-3 times compared to 2020; complete essential infrastructure for 85% of communes and villages in ethnic minority areas; ensure school facilities to teach 2 sessions/day; expand the semi-boarding education model to stabilize the number of students going to school.
