Consider and decide on 4 groups of issues

Speaking at the opening of the session, Chairman of the City People's Council Nguyen Ngoc Tuan emphasized that the thematic session of the City People's Council is to promptly consider a number of major, important, and urgent issues under the decision-making authority of the City People's Council. This is a thematic session with a large volume of work, expected to take place in 1 day, with 4 very important groups of issues:

Firstly, the City People's Council will consider and decide on the policy of rearranging commune-level administrative units in the city. In the past time, implementing the resolutions and conclusions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly Standing Committee, the Government and the Central Steering Committee, the City Party Committee, the People's Council, the People's Committee, and the Vietnam Fatherland Front Committee of the city have focused on, urgently led, and resolutely directed the work of innovating and rearranging the apparatus of the political system to be streamlined, effective, and efficient, in line with the reality and development requirements of the Capital in the new situation.

At this session, the City People's Council continued to review the Project on rearranging commune-level administrative units in the city to send to the Ministry of Home Affairs to submit to competent authorities for consideration and decision. The Project has been prepared seriously and urgently; closely following the viewpoints, goals, requirements, principles, and orientations of the Central Government and the City and ensuring the prescribed procedural steps.

The arrangement of 526 communes, wards and towns expected to become 126 new communes and wards of the city and the upcoming implementation of the 2-level local government model will continue to concretize the major policies and orientations of the Central Government and the city on building a grassroots administrative apparatus close to the people, serving the people best; at the same time, creating the best motivation and conditions for the capital to continue to develop, together with the whole country, firmly entering the new era of the nation.

Second, on resolutions to implement the Capital Law in 2024:

At the 19th thematic session and the 20th regular session, the City People's Council considered issuing 18 resolutions to implement the Law on the Capital in the fields of organizational structure; decentralization, authorization; mechanisms, policies and regulations on protection and development of the Capital.

To promptly concretize the provisions of the Law, at this session, the City People's Council continues to consider resolutions, including: Regulations on administrative penalties for violations in the fields of land and environment; list of conservation and promotion of the value of relics, heritages, architectural works; regulations related to the organization and operation of high-tech zones and industrial zones in the city.

These are new and important policy groups that are of great interest to voters and the people. During the preparation process, the Standing Committee of the City People's Council directed the Committees of the City People's Council to closely coordinate with relevant agencies to prepare content and implement verification steps to ensure consistency, rigor, quality, efficiency and compliance with regulations. The City Vietnam Fatherland Front Committee also organized social criticism on a number of important contents with far-reaching impacts, serving as a basis for the City People's Council to discuss and resolve to ensure that the promulgated policies achieve practical results.

Third, the City People's Council reviewed and resolved on the topics of finance, budget, public investment, land, and planning, including important contents such as: Updating and adjusting the Public Investment Plan; deciding on the investment policy for two very important traffic projects: Ngoc Hoi Bridge Project and the road connecting Tu Lien Bridge with Hanoi - Thai Nguyen Expressway; approving the list of land plots expected to implement pilot projects according to Resolution No. 171 of the National Assembly; adjusting and supplementing the list of land acquisition and land use purpose conversion; reviewing the Hanoi High-Tech Biotechnology Park Construction Planning Project.

These are resolutions to promptly remove difficulties, maximize resources, promote socio-economic development, ensure the GRDP growth target of 8% or more in 2025, creating an important premise for the capital to develop rapidly, achieving double-digit growth in the period 2026 - 2030.

Fourth, the City People's Council considers and decides on specific mechanisms and policies to support policy beneficiaries and meritorious people; support forces working in drug management, prevention and control; and support levels to improve the quality of service for people and businesses when carrying out administrative procedures and public services in the city.

Creating a legal basis for mechanisms and policies to soon come into life and achieve practical results.

"With the above contents, we request that the City People's Council delegates focus on researching, participating in discussions, contributing many opinions and resolutions on the contents of mechanisms and policies to have a basis for early implementation, achieving practical results," Comrade Nguyen Ngoc Tuan requested.

With a spirit of urgency and responsibility, in the morning, the City People's Council reviewed and passed resolutions.

Accordingly, the City People's Council has passed a Resolution on the policy of arranging commune-level administrative units in Hanoi; passed resolutions stipulating fines for: Administrative violations in the field of environmental protection in Hanoi (implementing Clause 1, Article 33 of the Capital Law ); Administrative violations in the field of land in Hanoi (implementing Clause 1, Article 33 of the Capital Law).

The City People's Council also unanimously approved the task of the zoning plan for the construction of the Hanoi High-Tech Biotechnology Park, scale 1/2000 in the wards: Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong and Co Nhue 2, Bac Tu Liem district; approved the zoning plan for the construction of the Hanoi High-Tech Biotechnology Park, scale 1/2000...; promulgated the List of areas, relics, heritages, and works that need to focus resources to protect and promote cultural values; the list of typical blocks and streets with cultural and historical values, the list of valuable architectural works to restore, protect, and promote values ​​in the area of ​​Hanoi city (implementing Clause 3 and Clause 4, Article 21 of the 2024 Capital Law).

The City People's Council also adjusted the 2023 budget settlement; issued a list of public service projects using the state budget in the financial sector of Hanoi city; approved the investment policy: Investment project to build Ngoc Hoi bridge and the road leading to both ends of the bridge; Investment project to build the road connecting Tu Lien bridge (from the intersection of the road leading to Tu Lien bridge with Truong Sa road) to Hanoi - Thai Nguyen expressway.

In addition, the City People's Council also passed a Resolution to update and adjust the 5-year medium-term public investment capital plan 2021-2025 and the city-level public investment plan 2025.

Also in the morning, the City People's Council considered the submissions regulating the content of the expenditure levels under the authority of the City People's Council: Resolution regulating the gift-giving regime for beneficiaries of the policy for people with meritorious services on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025) and the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) of Hanoi city.

The City People's Council has passed a Resolution regulating special support policies for people with meritorious services to the revolution and their relatives who are receiving monthly allowances from Hanoi City; a Resolution regulating expenditure contents, expenditure levels, and special support levels to improve the quality of service for people and businesses when performing administrative procedures and public services in Hanoi City; a Resolution replacing Appendix No. 04, Resolution No. 03/2020/NQ-HDND dated July 7, 2020 of the City People's Council regulating special expenditure levels under the authority of the City People's Council.

The City People's Council unanimously issued a Resolution on amending and supplementing a number of contents and expenditure levels in Appendix 03 of Resolution No. 09/2017/NQ-HDND dated December 5, 2017 of the City People's Council regulating the levels of business travel expenses and conference expenses for agencies and units of Hanoi city and the Resolution regulating the contents and specific expenditure levels in the management of illegal drug users; drug addiction treatment; post-rehabilitation management of drug addiction at the place of residence; supporting people assigned to help people being educated in communes, wards and towns and supporting specialized forces performing drug prevention and control tasks under specialized agencies performing drug prevention and control tasks in Hanoi city.

This afternoon, the City People's Council continues to work.
