Conference to deploy key directions and tasks of administrative reform for the period 2026 - 2030

(binhdinh.gov.vn) - On the afternoon of May 13, at the Provincial Conference Center, Chairman of the Provincial People's Committee Pham Anh Tuan chaired the Conference to review administrative reform (AR) work in the period of 2020 - 2025 and identify key directions and tasks for the period of 2026 - 2030. The conference was connected online to departments, branches, People's Committees of districts, towns, cities, People's Committees of communes, wards and towns in the province. In the period of 2020 - 2025, the administrative reform work has been directed and implemented resolutely by the Party Committees and authorities at all levels of the province, completing 36/38 assigned tasks, 10/16 targets achieved/exceeded the set plan, creating synchronous changes in all fields; contributing to improving the quality, effectiveness and efficiency of state management, creating a favorable business environment to attract investment, contributing to the successful implementation of the province's socio-economic development targets and plans.

The Provincial Party Committee has issued Action Program No. 09-CTr/TU on "Administrative reform, focusing on continuing to promote administrative procedure reform in the period of 2020 - 2025"; at the same time, established a Steering Committee to implement this Action Program. Along with that, the Provincial People's Committee issued a Plan to implement administrative reform in the period of 2021 - 2025 and an annual plan; established and consolidated the Provincial Steering Committee for Administrative Reform (now the Steering Committee of the Provincial People's Committee on science and technology development, innovation, administrative reform, digital transformation and Project 06). The Provincial People's Council issued nearly 500 policies, the Provincial People's Committee issued more than 600 documents directing the promotion of administrative reform, focusing on administrative procedure reform, promptly resolving bottlenecks and bottlenecks, continuing to improve the investment and business environment, enhancing competitiveness, recovering and developing the province's socio-economy.

The work of perfecting mechanisms and policies related to administrative reform has been focused on. The process of promulgating legal documents has been standardized, ensuring compliance with current legal regulations. From 2021 to April 2025, People's Councils and People's Committees at all levels have promulgated over 1,450 legal documents; at the same time, the work of inspecting and reviewing documents has been regularly carried out.

In particular, administrative procedure reform is a highlight in the administrative reform work in recent times. The Provincial People's Committee has issued 08 state regulations, 04 Projects, 06 Thematic Plans, 01 Directive and more than 900 directive and operating documents to improve the effectiveness of administrative procedure reform, strongly innovate the one-stop-shop and inter-connected one-stop-shop mechanisms, enhance digital transformation in the handling of administrative procedure records associated with the effective implementation of Project 06 in the direction of proactively serving people and businesses.

Up to now, 100% of administrative procedures have been approved for internal procedures, and electronic procedures have been established on the Administrative Procedures Handling Information System to monitor, inspect, supervise and widely publicize agencies, units and individuals who are late in handling administrative procedure records; accordingly, the rate of administrative procedure records resolved before and on time in the whole province has gradually improved over the years.

The Provincial People's Committee and the Chairman of the Provincial People's Committee have authorized the settlement of 41 administrative procedures and decentralized the settlement of 15 administrative procedures; issued 05 regulations on interconnecting administrative procedures in the direction of simultaneously receiving and parallelly handling related administrative procedure records to help people and businesses minimize travel, save costs and time for processing records.

The province has provided 1,909 online public services out of a total of 2,092 administrative procedures of the province, reaching a rate of 91.5%; 100% of administrative procedures with regulations on fees and charges are provided with online payment services; the rate of online records and online payments of the province is always higher than the national average, among the leading groups nationwide.

In the past 5 years, the arrangement and consolidation of the organizational structure of state agencies have basically been ensured according to the regulations of the Central Government. The Provincial People's Committee has arranged and issued regulations, functions, tasks, and organizational structure of 14 specialized agencies under the Provincial People's Committee, reducing 6/20 agencies, reaching a rate of 30%; submitted to competent authorities for consideration and arrangement of the remaining 58 commune-level administrative units, reaching a rate of 62.68%. Compared to 2021, the province has reduced 78 civil servant positions, reaching a rate of 3.54%; reduced 2,164 people working on salaries from the state budget in public service units, reaching a rate of 8%; completed the approval of the Project on job positions and civil servant rank structure of 100% of agencies, units, and localities in the province...

The Provincial Party Committee and Provincial People's Committee have issued full regulations on the management of civil servants and public employees according to the regulations of the Central Government. The work of rotating and mobilizing civil servants and public employees has been focused on and implemented, in conjunction with the work of planning, training, fostering and arranging the use of cadres... Along with that, civil service inspection activities are carried out regularly, contributing to rectifying and tightening discipline, administrative discipline, and civil service ethics among civil servants and public employees.

The task of decentralizing revenue sources and expenditure tasks among local government levels, promoting initiative in budget management at each level, associated with decentralization of socio-economic management. 100% of administrative agencies at all levels implement the mechanism of autonomy, self-responsibility for the use of staff and administrative management budget.

The work of digital transformation, administrative modernization, and the construction of "e-Government" has also been focused on by the Provincial Party Committee, the Provincial Party Standing Committee, and the Provincial People's Committee, leading, directing, and implementing. Digital platforms serving the performance of public duties have been focused on, invested in, and completed, creating favorable conditions for the performance of public duties.

The results of administrative reform in the period of 2020 - 2025 are specifically demonstrated through the results of the province's PAPI, PAR INDEX, SIPAS, PCI indexes, which have continuously improved in terms of scores and have significantly improved in terms of ranking position compared to the period of 20215-2020. Specifically: PAPI index rose from position 63 to position 19; PAR INDEX rose from position 59 to position 25; SIPAS index rose from position 61 to position 20; PCI index rose from position 20 to position 11. Notably, the results of the "People and Business Service Index" have always been in the "Excellent" group and have been among the top in the country for 2 consecutive years.

At the conference, delegates focused on analyzing the achievements and "bottlenecks" in administrative reform in the 2020-2025 period; at the same time, proposing solutions to build and operate data platforms to meet the requirements of transforming state agencies' operations in the electronic environment and serving the direction, administration, and decision-making activities based on data; solutions to reduce business conditions, improve the investment environment, enhance the province's competitiveness, contributing to attracting sustainable and effective investment in the coming time; solutions in the application of utility groups to exploit the "National Population Database" to develop digital citizens, digital society and serve the direction and administration activities of all levels in the province; solutions to improve indicators related to administrative reform...

Speaking at the conference, Chairman of the Provincial People's Committee Pham Anh Tuan acknowledged and highly appreciated the efforts of all levels and sectors in the administrative reform work in the period of 2020 - 2025. In addition, the Chairman of the Provincial People's Committee also pointed out the limitations that need to be overcome in the coming time such as: Some Party committees, authorities, heads of agencies and units lack attention to leadership and direction, are not determined and resolute in organizing and implementing administrative reform tasks; the ranking position of the province's administrative reform indexes has not been maintained stably over the years; public service implementation activities at the commune level still have many shortcomings and limitations; the rate of public service units self-sufficient in regular expenditures and partially sufficient in regular expenditures is low...

Chairman of the Provincial People's Committee Pham Anh Tuan emphasized that the directions, tasks and solutions for administrative reform in the 2026 - 2030 period are set out in the overall new context, requiring feasibility, suitability with reality and meeting local development requirements after the rearrangement of provincial administrative units.

Heads at all levels, sectors, agencies and units must be directly responsible for and comprehensively direct the administrative reform work of their agencies and units, must dare to think, dare to do, dare to make breakthroughs, dare to change for the common good. In the process of directing and operating administrative reform work, it is necessary to always thoroughly grasp the motto: Taking people and businesses as the center, as customers to serve.

All levels and sectors need to focus on reviewing institutional "barriers", supplementing and perfecting legal documents, regulations on mechanisms and policies under the authority of localities.

Focus on directing and urgently and resolutely implementing tasks, ensuring that agencies and organizations operate stably and smoothly after reorganization. Focus on implementing the Law on Grassroots Democracy during operations to ensure publicity, transparency, and the rights of individuals and organizations.

Continue to strictly implement regulations on practicing thrift and combating waste; promote the socialization of public career services. Complete the list of public services, service price framework, economic and technical norms as a basis for ordering, assigning tasks and allocating budgets, moving towards increasing the minimum level of autonomy to ensure regular expenditures for public career units.

Innovate the mechanism of evaluating and classifying cadres in association with public service efficiency; develop and apply a system of criteria for evaluating cadres, including specific KPIs to measure productivity and quality of task performance. Strengthen decentralization, delegation of authority, individualization of responsibilities along with inspection and supervision. Improve the quality and effectiveness of training and fostering cadres, civil servants and public employees.

Provide digital technology training and popularize digital education for civil servants and public employees. Speed ​​up the progress of building, updating data, and digitizing shared databases. Enhance the application of technology, big data and AI to improve labor productivity and shorten the time to handle administrative procedures...
