At the working session, comrade Le Ngoc An - Chief of Office of the Provincial People's Committee reported on the implementation results of Project 06, Resolution No. 57-NQ/TW, Digital transformation project in Party agencies in the province.
In the past time, the Provincial Party Committee and the Provincial People's Committee have focused on leading and directing the implementation of Project 06, mobilizing the participation of the entire political system in the province. All levels and sectors have closely coordinated in implementing tasks under Project 06; promptly implemented many solutions to promote and improve the quality of online public services associated with the tasks of Project 06 to improve the quality of service for people and businesses in the province. In the first quarter of 2025, the rate of online records reached 85%, the rate of records resolved on time was 99.81%, 100% of administrative procedures with fees and charges were implemented for online payment; the rate of digitization of records reached 99.88% (the Government assigned 80%); the rate of electronic results was 95.58% (the Government assigned 100%); The rate of reuse of digitized results reached 69.82% (the Government assigned 50%); 100% of received and processed administrative procedure files exploited and used population data.
The Provincial People's Council and the Provincial People's Committee have issued policies to exempt and reduce fees and charges when submitting documents online for 53 administrative procedures. The Provincial People's Committee approved the Plan to reduce processing time and compliance costs for 407 administrative procedures with arising documents, with the rate of reduced time and reduced compliance costs reaching 43.86% (Resolution No. 66/NQ-CP of the Government assigns 30%); approved the List of 42 pilot models implementing Project 06 in the province. To date, 24/42 pilot models of Project 06 have been completed (reaching 57%). From 2022-2025, the province has allocated over 24.1 billion VND to implement Project 06.
The implementation of level 2 electronic identification accounts for people through the VNeID application to replace their identity papers has initially brought about practical results for a number of administrative and civil transactions in the province. To date, the Provincial Police have received applications for chip-embedded ID cards for 1,623,297 cases. The rate of electronic identification accounts being granted reached 99.6%; the rate of activation and use reached 92.12%.
Regarding the implementation of Resolution No. 57-NQ/TW, Binh Dinh province has focused on directing the implementation of tasks and solutions for science , technology development, innovation and digital transformation in the province. Building, upgrading technical infrastructure and application of the e-government model of Binh Dinh province in the period of 2021 - 2025. Currently, digital infrastructure is modernized, 3G/4G coverage is nearly 100%, 5G, LGSP, international submarine optical cable deployment, online conference system connecting to the commune level.
Digital transformation and application of information technology in the activities of Party agencies, government, Fatherland Front, and socio-political organizations of the province have been promoted and drastically implemented.
The platform systems are well maintained and operated to serve the management, operation and work of state agencies in the digital environment. The administrative procedure settlement information system of Binh Dinh province is connected to the National Public Service Portal, the National Population Database System and many other information systems and databases, serving the authentication and exploitation of data in the process of settling administrative procedures. The management information system ensures connection and sharing of data, direction and operation information from the Provincial People's Committee to agencies, units and localities in the province...
Regarding the implementation of the Digital Transformation Project in Party agencies, the Standing Committee of the Provincial Party Committee has issued a Plan to implement the Digital Transformation Project in Party agencies of Binh Dinh province; directed the Provincial Party Committee Office to coordinate in reviewing the professional processes under the main functions and tasks of the Party agencies under the Provincial Party Committee to advise on implementation in the digital environment. Continue to focus on implementing the work of Digitizing documents at the Party History Archives of agencies under the Provincial Party Committee. Implement sending and receiving electronic documents in accordance with the regulations of the Central Government, contributing to improving the efficiency of management and operation of work. Up to now, the connection of the Party's specialized data transmission line to 58 commune-level points has been completed (in communes and wards expected to be the administrative centers of communes and wards after the merger).
The Steering Committee has issued a plan and implemented the "Digital Literacy for All" Movement in the province to equip all people with the necessary digital knowledge and skills to grasp, utilize, exploit, and enjoy the achievements of science and technology, innovation, and digital transformation.

Speaking at the meeting, Director of Department C06 Vu Van Tan highly appreciated the results achieved by Binh Dinh province in the process of implementing Project 06, Resolution 57-NQ/TW, and the Digital Transformation Project in Party agencies.
Director of Department C06 Vu Van Tan answered the province's recommendations related to the integration and connection of the province's Administrative Procedures Handling Information System with the Ministry of Public Security's Public Service Portal; testing the use of the National General Database (116 databases deployed by ministries and branches at the National Data Center to replace the province's Digital Data Warehouse); granting specialized digital signatures to officials, civil servants, and employees in the health and education sectors; deploying unified platforms from the central to local levels.
Director of Department C06 Vu Van Tan agreed to support and guide the province to share and use information and data with VNeID accounts with the provincial administrative procedure settlement information system; speed up the progress of granting identification accounts to organizations; expand the current electronic office system of government agencies for use by Party agencies, mass organizations and the Public Security sector...
Director of Department C06 Vu Van Tan suggested that the province develop an implementation plan with specific solutions and a detailed roadmap, associated with the responsibility of the leader in implementing Project 06 and Resolution 57-NQ/TW to create a strong change in digital transformation and administrative reform to serve people and businesses and contribute to promoting socio-economic development in the province.
The Ministry of Public Security is focusing on building infrastructure for stations and information technology systems to put the national data center into operation from August 2025; at the same time, researching, building and completing the National Public Service Portal at the National Data Center in the direction of centralizing data in the aggregated data warehouse at the national data center to exploit and serve the settlement of administrative procedures and centralized public services for the people, putting the Center into operation in August 2025.
Director of Department C06 Vu Van Tan suggested that the province promote the construction and completion of specialized databases and synchronize connections with databases at the National Data Center to serve the construction and deployment of applications for developing digital government, digital economy, digital society and digital citizens; at the same time, ensure human resources at the grassroots level to meet the requirements for implementing the tasks of Project 06.
Regarding the implementation of the digital transformation project in Party agencies, Director of Department C06 Vu Van Tan suggested that the province focus on digitizing all records and documents of Party agencies, ensuring that data can be reused and serve electronic processes. At the same time, Director of Department C06 assigned Tecapro Company to coordinate and support the Party agencies of the province to carry out 3 key tasks, including: Digitizing data, deploying electronic Party member handbooks and applying software to monitor and manage Party directives.

Speaking at the meeting, Vice Chairman of Lam Hai Giang Provincial People's Committee thanked the working delegation of C06 for discussing, answering, removing difficulties and obstacles and proposing solutions to effectively implement Project 06, Resolution 57-NQ/TW, and the Digital Transformation Project in Party agencies in the province in the coming time.
Vice Chairman of Lam Hai Giang Provincial People's Committee requested the heads of agencies, units and localities in the province to be really determined in directing, prioritizing resources, and implementing key tasks of Project 06 to ensure completion on schedule and with quality as required by the Government and the Ministry of Public Security. Promote the role of members of the Steering Committee at the local level in propaganda and guidance for people and businesses to use online public services in the province. Focus on building a database to reduce administrative procedures and deploy online public services. Continue to invest in and upgrade information technology infrastructure, build specialized databases to effectively implement the tasks of Project 06 in 2025 and the coming time, ensuring savings, efficiency and meeting regulations on ensuring information security and safety in the digital environment. Develop a plan to implement the tasks of Project 06 according to the set goals and schedule, prioritize the allocation of funding, human resources, and facilities to ensure the organization and implementation of all assigned tasks./.
