Opening of Vietnam Book and Reading Culture Day in the People's Public Security in 2025

This is an activity to celebrate the 80th anniversary of the founding of the country, the 50th anniversary of the Liberation of the South, the reunification of the country, the 80th anniversary of the Traditional Day of the Vietnam People's Public Security and the 20th anniversary of the National Day for National Security Protection. Lieutenant General Nguyen Ngoc Toan, Assistant to the Minister of Public Security , Director of the Department of Political Work, chaired the ceremony. The ceremony was attended by many delegates from inside and outside the People's Public Security force.

Speaking at the ceremony, Lieutenant General Nguyen Ngoc Toan affirmed: Over the past years, the Central Public Security Party Committee, the leaders of the Ministry of Public Security, the Party committees and heads of Public Security units and localities have always paid attention to leading, directing and developing a reading culture, launching a reading movement among officers and soldiers. The People's Public Security Force focuses on improving the quality of activities of the cultural institution system, especially libraries and reading rooms to meet the needs of research, study and enjoyment of spiritual culture of officers and soldiers; creating a political and cultural lifestyle that is maintained in a large-scale and systematic organization.

Specifically, the rate of units organizing activities in response to Vietnam Book and Reading Culture Day in the past time in the People's Public Security force has always reached over 80%. From responding to the implementation of policies on developing reading culture, positive messages have been conveyed, arousing the spirit of reading; stimulating the spirit of self-study and the desire to contribute and build the homeland and country of officers and soldiers in the entire force.

In order for the reading movement in the People's Public Security to develop further and continue to build a future generation of readers, Lieutenant General Nguyen Ngoc Toan suggested that Party committees and leaders of Public Security units and localities continue to attach importance and pay more attention to the leadership, direction, and organization of the reading movement, and develop a reading culture in association with implementing President Ho Chi Minh 's lifelong learning ideology and the direction of General Secretary To Lam "Lifelong learning to dare to think, dare to speak, dare to do, dare to take responsibility, dare to sacrifice for the common good, to become a useful person for society". Effectively and deeply promote and increasingly expand the reading movement, so that reading culture becomes an intrinsic need of each officer and soldier, enriching knowledge, nurturing aspirations, promoting innovation, creativity, perfecting personality, overcoming difficulties and challenges, increasingly progressing and positioning each officer and soldier of the People's Public Security in the new era, the era of national growth.

Continue to have a reasonable investment plan according to the roadmap for the construction of a system of libraries, electronic libraries, reading rooms with a variety of books of real value, creating all favorable conditions for officers, soldiers, students to access, exploit, and cultivate the habit of reading books more practically and effectively. Press, publishing, and library units need to innovate and innovate further in both form and content, providing books in many different formats to facilitate readers' access to digital/electronic books, audio books to printed books; provide free documents and e-books and have appropriate activities to propagate and promote reading culture, organize exhibitions, introduce books, and exchange reading culture inside and outside the People's Public Security force. Each People's Public Security library and reading room must truly be a reliable and attractive address to attract officers and soldiers to research, study, etc.

Immediately after the ceremony, the Organizing Committee awarded prizes to the collectives and individuals who won the 2025 Reading Culture Ambassador Contest in the People's Public Security. Of which, the first collective prize was awarded to the People's Police Academy; 2 second collective prizes went to the People's Police University and Nghe An Provincial Public Security; 3 third collective prizes went to the People's Police College I, Quang Binh Provincial Public Security, and Phu Tho Provincial Public Security. Regarding individual prizes, there were 22 first prizes, 24 second prizes, 29 third prizes, and 36 consolation prizes.

On this occasion, the Organizing Committee also opened a book exhibition to celebrate the 50th anniversary of the Liberation of the South, National Reunification and the 80th anniversary of the People's Public Security Forces' Traditional Day. Thousands of books about the Liberation of the South, National Reunification, the People's Armed Forces, the feats of the People's Public Security Forces, culture, society, law, military security, science and technology and digital libraries... are displayed by publishing units and libraries inside and outside the People's Public Security Forces to serve officers and soldiers until April 18 at 47 Pham Van Dong, Hanoi.
