Urgently complete the first 20 km of Khanh Hoa - Buon Ma Thuot expressway

(Chinhphu.vn) - The Khanh Hoa - Buon Ma Thuot expressway project connecting the South Central Coast region with the Central Highlands is entering the acceleration phase to meet the schedule before this year's rainy season.

According to the Management Board of Investment and Construction Projects for Agricultural and Transport Works under the People's Committee of Khanh Hoa province, the expressway is about 117.5 km long, starting at Dien Tho commune (Dien Khanh district, Khanh Hoa) and ending at Hoa Dong commune (Krong Pak district, Dak Lak), connecting with Ho Chi Minh road. This is one of the key projects, part of the plan to complete 3,000 km of expressways nationwide by 2025.

The entire route is divided into 3 component projects. Of which, component project 1 is 31.5 km long and is managed by Khanh Hoa Provincial People's Committee; component project 2 is nearly 37 km long and belongs to the Ministry of Construction ; component project 3 is over 48 km and is undertaken by Dak Lak Provincial People's Committee.

The total investment of the entire route is up to more than 21,935 billion VND and is expected to be put into operation in 2026.

In the component project 1 managed by Khanh Hoa Provincial People's Committee, the expressway running through the province is 31.5 km long. Currently, Khanh Hoa Provincial People's Committee has requested to speed up the progress to complete the first 20 km of the route before heavy rains appear. At the construction site, a series of contractors are mobilizing maximum manpower, working continuously in three shifts, day and night, to compete with the weather.

Component project 1 started construction in June 2023, with a total investment of VND 5,632 billion, expected to be completed in early 2027. In 2025 alone, the project was allocated VND 1,375 billion, but due to slow site clearance, only more than VND 212 billion was disbursed, reaching a rate of 15.42%.

Construction Package No. 1 (first 22 km of the route) with Son Hai Group Co., Ltd. as the contractor has so far constructed 21.95 km of roadbed and drainage, completed 12/12 bridges, and paved 5.3 km of asphalt concrete, reaching 58.68% of the contract value.

Construction package No. 2 (last 9.5 km of the route) is contractored by the joint venture of Phuong Nam Company - Bac Trung Nam Company - Dong Duong Construction Company. Up to now, the roadbed and drainage have been constructed for 9.1 km, 6/6 bridges have been completed, reaching 32.45% of the contract value.

Construction package No. 3 (construction of Km30 bridge and Cua Dong bridge) with Truong Son Construction Corporation as contractor, is currently implementing bored pile construction, bridge abutments, reaching 12.97% of contract value.

In particular, regarding site clearance, the first section from Km0 to Km22 (connecting National Highway 1 with National Highway 26) is currently stuck with site clearance because 2 households in Ninh Da Ward (Ninh Hoa Town) have not yet handed over the site. The Khanh Hoa Provincial Project Management Board has sent a document requesting the Provincial People's Committee to direct the locality to promptly resolve the issue to hand over to the contractor for timely implementation.

According to the Management Board of Investment and Construction Projects for Agricultural and Transport Works, for the Ha Thanh resettlement area project, the site clearance work has reached 98.9%. Currently, there is still one case of land clearance problems, and the Ninh Hoa Town People's Committee is carrying out enforcement procedures. In addition, the Ninh Hoa Town People's Committee has handed over a total of 197/200 plots of resettlement land to the Ninh Hoa Town People's Committee, ensuring sufficient resettlement for the entire project.

Regarding the relocation of power infrastructure, the Project Management Board also recommended that the Provincial People's Committee direct the Ninh Hoa Town People's Committee to speed up the approval of compensation for the relocation of 200 kV, 110 kV, and 35 kV power lines to pay the costs to affected households.

Meanwhile, component project 2, managed by Project Management Board 6 (Ministry of Construction), is currently focusing on digging the Ea Trang tunnel, building a service road to the Chu Te tunnel entrance, and completing the Phuong Hoang tunnel - the main items that need to be completed before March 2026.

As for component project 3, it is about 10% behind schedule. The Ministry of Construction has asked Dak Lak province to direct relevant parties to adjust the progress to ensure it meets the schedule set for 2025.
