Reporting at the meeting, Mr. Mai The Toan - Deputy Director of the Vietnam Minerals Department said: At the Workshop on providing comments on the draft Decree amending and supplementing a number of articles of the Decrees detailing the Law on Minerals at the end of April in Quang Ninh , many units proposed amending and supplementing contents related to accompanying minerals; regulations on recovering accompanying minerals; exploiting minerals as common construction materials for key national projects and works.
The units also proposed to adjust regulations that are not suitable for practice, such as regulations on reserves mobilized for exploitation design; regulations on administrative sanctions for violations in the field of water and mineral resources in Decree No. 36/2020/ND-CP of the Government ; the issue of refunding mining rights when organizations and individuals cannot exploit due to force majeure; the issue of controlling mining output by weighing stations or other methods to suit the type of mineral.
The Vietnam Minerals Department is studying these comments to draft a Decree amending and supplementing a number of articles of the Decrees detailing the Law on Minerals.
Speaking at the meeting, Deputy Minister of Natural Resources and Environment Tran Quy Kien directed the Vietnam Minerals Department to urgently complete the draft Decree based on the review report of the above comments, carefully consider which contents need to be absorbed, and clearly explain which contents need to be kept intact.
