According to information, due to the impact of storm No. 3, heavy rain and water from upstream, combined with high tides, the water level in the Thai Binh River estuary through Vinh Thuan commune rose to a very high level, stagnating for a long time, directly affecting people's production areas and dikes.
Of which, the riverbank area outside the national dike in village 6 and village 7 of Vinh Thuan commune, about more than 150 hectares, is being assigned to households for aquaculture and building pig and poultry farms.

On July 22, the water level of the Luoc River and Thai Binh River outside the dike section passing through Vinh Thuan Commune rose. The commune government directed the partial opening of 6 dike sluices to regulate and balance the pressure between the Thai Binh River and the inside of the area.
However, due to the rapid rise of the water level outside the river, the large difference with the water level inside the dike, the small apertures of the sluices could not drain in time, so a local dike break occurred at Km 0+500 on the right side of Thai Binh, in the area of village 7.


The broken dike section has an elevation of about 3 meters, a surface width of 3 meters, and a length of 7 meters. The water level of the Thai Binh River at the time of the dike break was nearly 3 meters.
Immediately after the incident, the local Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense mobilized a force of more than 150 people to urgently evacuate households and property to a safe place.
The area affected by the dike break is about 5.6 hectares, involving 27 households, including fishing areas, 5 chicken farms with about 3,500 chickens and 2 pig farms with about 600 pigs.



Previously, to prevent and combat storm No. 3, the Vinh Thuan commune government moved all people participating in production and living in the area outside the dike to a safe shelter, so when the incident occurred, there were no human casualties.
The local government has also reported the incident to the Hai Phong City Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense for support. Currently, the locality is urgently assembling materials and equipment to mend and completely repair the broken dike.
According to the leader of Vinh Thuan Commune People's Committee, it is forecasted that in the coming days, the water level of Thai Binh River will continue to rise. The commune government will continue to monitor and focus on directing water regulation, proactively responding to the developments of rain, floods combined with the storm and have a plan to ensure the safety of the dike.

In a related development, also due to the impact of storm No. 3, the water level of the Van Uc River passing through Hai Phong City is rising very high, overflowing provincial road 354 in the area of An Khanh, An Hung, Tien Lang communes (Hai Phong City), and directly affecting the safety of Khue Bridge across the Van Uc River.
Lieutenant Colonel Vu Anh Tuan, Deputy Chief of Tien Lang Commune Police, said that the rising water level of the Van Uc River has flooded the entire road leading from the foot of Khue Bridge to the main bridge, seriously threatening the surrounding residential areas.


Faced with this situation, Hai Phong City has directed the authorities of the two communes above to coordinate with functional units to block and divert traffic, temporarily banning all vehicles from passing through the Khue bridge area.
Traffic police of Hai Phong City Police and police of An Hung, An Khanh, and Tien Lang communes were also mobilized to ensure security and order, traffic safety, and support people in evacuating their property to prevent incidents from occurring.
