Urgently remove 3 bottlenecks of Project 06

Chairing a meeting with ministries and branches on the implementation of the Project on Developing the Application of Population Data, Identification and Electronic Authentication to Serve National Digital Transformation in the 2022-2025 Period, with a Vision to 2030 (Project 06), on the afternoon of April 4, Deputy Prime Minister Tran Hong Ha pointed out 3 bottlenecks in terms of law, human resources and infrastructure, which must be urgently removed.

According to the report of the National Population Data Center, there are currently 5 ministries and branches that have not completed reviewing and proposing legal documents that need to be amended and supplemented to convert the process and method of performing administrative procedures (AP) and public services from direct to electronic environment.

Of the total 48 circulars, decisions, and legal documents of 16 ministries and branches regulating the submission and presentation of household registration books, temporary residence books, and confirmation of residence information when handling administrative procedures... only the Ministry of Public Security and the Ministry of Education and Training have proactively revised and supplemented them.

In many localities, officials and civil servants handling administrative procedures are not aware of the need to exploit and use citizen information in the National Population Database.

A survey by the Ministry of Information and Communications in 9 localities showed that the interface of the public service portal is still complicated, online payment is limited, available information fields in the National Population Database have not been automatically filled in forms, and citizen information has not been reused when handling administrative procedures.

The information system in some localities is deployed by many providers, the transmission infrastructure is not guaranteed, and many contents are not guaranteed to be secure and safe.

Currently, there are still 8 industry databases of 6 ministries and sectors that have not been connected and shared; new data generated after connection has not been synchronized; data of some ministries and sectors is scattered locally and not centralized.

At the meeting, representatives of several ministries and branches raised difficulties and problems for people in the process of implementing interconnected public services; connecting software to process interconnected public service records in the professional system; implementing interconnected public service groups "Birth registration - permanent residence registration - health insurance card issuance for children under 6 years old", "Death registration - permanent residence registration deletion - funeral allowance"...

Concluding the meeting, the Deputy Prime Minister requested the Ministry of Justice to step up the review, urge, and closely coordinate with ministries and branches to accelerate the review, amendment, and supplementation of legal documents related to the implementation of Project 06, "especially the responsibility of ministers and heads of branches".

Regarding ensuring human resources to exploit and effectively use the National Population Database in providing public services and handling administrative procedures, the Deputy Prime Minister assigned the Ministry of Home Affairs to develop a specific project on training, education, and organization of cadres and civil servants to have a firm grasp of expertise and skills in handling administrative procedures in the electronic environment to implement Project 06 at the local level; issue instructions on archiving records when handling administrative procedures in the electronic environment;...

The Ministry of Information and Communications urgently forecasts fully and in detail the requirements for infrastructure, equipment, and machinery to ensure the synchronization and compatibility of software and systems when operating the system from the central level down to the provincial, district, and commune levels; at the same time, each ministry, branch, and locality must be responsible for investing and purchasing to ensure the implementation of Project 06 according to the roadmap and plan, ensuring information security and safety.
