Finalizing the appraisal progress of Quy Nhon - Pleiku expressway with investment capital of 43,510 billion VND
The Quy Nhon - Pleiku Expressway construction investment project has a total length of about 125 km, of which 40 km passes through Binh Dinh province and 85 km through Gia Lai province. This is a key traffic route, expected to promote socio -economic development in the Central Highlands and South Central Coast regions.

Deputy Prime Minister Tran Hong Ha has directed the Ministry of Finance to promptly establish a State Appraisal Council to appraise the project's Pre-Feasibility Study Report. The appraisal work must be completed before April 10, 2025. At the same time, the Ministry of Construction will closely coordinate with the Ministry of Finance and relevant parties to complete the dossier, explain and submit it to the National Assembly no later than April 15, 2025.
The People's Committees of Binh Dinh and Gia Lai provinces are assigned to report to the Provincial People's Councils on the plan to allocate local budget capital for site clearance, compensation, support and resettlement. Completed documents must be sent to the Government Office and relevant ministries before April 9, 2025.
According to the proposal, the expressway will have a scale of 4 lanes, an emergency lane, a roadbed width of 24.75 m, and a design speed of 100 km/h. It is expected to have three large tunnels: An Khe 1, An Khe 2 and Mang Yang, with a total length of more than 5,000 m.
The total estimated investment for the project is VND43,510 billion, using entirely from the state budget, including central and local budgets. The Ministry of Construction plans to submit the investment policy to the National Assembly for approval in May 2025, with implementation starting in 2025 and completion in 2029.
Tra Vinh invests in coastal corridor project, capital of more than 388.478 million USD
The People's Council of Tra Vinh province has just approved the investment policy for the coastal corridor project, with a total investment of more than VND9,186 billion (equivalent to USD388.478 million). The project is mainly funded by loans from the Asian Development Bank (ADB), of which the central budget allocates 90%, Tra Vinh province re-borrows 10% and the rest is counterpart capital.

The project aims to build a 60.7 km coastal corridor road according to the standards of a class III delta road, with the goal of connecting Tra Vinh province with Ben Tre via Co Chien 2 bridge and Soc Trang via Dai Ngai bridge. Thereby, it helps to expand the development space towards the sea, improve the efficiency of exploiting coastal resources, attract investment and promote key economic sectors such as aquaculture, tourism, energy and industry.
The project consists of two main components. Component 1 builds a 4.6 km long Cung Hau road and bridge. Component 2 provides technical assistance, using ADB's non-refundable aid. The project will be implemented in many localities in Tra Vinh province and will be implemented in the period 2025-2030.
In addition to its significance in terms of transportation and economic development, the project also contributes to transforming the economic structure towards green, reducing emissions and increasing adaptability to climate change.
Proposal to allocate investment capital for the 5,200 billion VND route connecting Ho Chi Minh City with Long An
The Ho Chi Minh City Traffic Construction Investment Project Management Board has just proposed the Department of Transport and Public Works to advise the City People's Committee to allocate capital in 2025 to prepare for investment in the new Northwest road project, from Ring Road 2 to the border of Long An province. The goal is to ensure sufficient conditions for project implementation right from the beginning of the medium-term period 2026 - 2030, in order to meet the inter-regional infrastructure progress.

This project is about 9.9 km long, with a scale of 6 - 8 lanes, connecting from Ring Road 2 through Vinh Loc Industrial Park (Binh Chanh District) to Provincial Road 823D of Long An. This is identified as an important radial route, playing a connecting role between the key traffic belts of Ho Chi Minh City such as Ring Road 2, Ring Road 3 and Ring Road 4.
The investment in the new route will not only help relieve traffic pressure in the West and Southwest of the city, but also create development momentum for industrial parks along the route. The project is proposed to be implemented in the form of public-private partnership (PPP), with a total investment of about VND5,200 billion, of which the cost of site clearance alone accounts for VND3,900 billion.
Early capital recording and completion of investment preparation procedures in 2025 will help Ho Chi Minh City be more proactive in mobilizing resources, promoting regional connectivity with Long An province, and at the same time realizing the strategy of developing modern and sustainable transport infrastructure.
Submit to the Prime Minister the plan to expand the Yen Bai - Lao Cai expressway with a capital of 7,668 billion VND
The Ministry of Construction has just proposed to the Prime Minister to approve the capital allocation policy to invest in expanding the Yen Bai - Lao Cai expressway section of the Noi Bai - Lao Cai expressway. This section currently has a scale of 2 lanes, about 121 km long, of which only 40 km has been expanded to 4 lanes. Upgrading the remaining section of about 83 km is necessary to synchronize the infrastructure with the Noi Bai - Yen Bai section which has completed 4 lanes.

The expansion project will increase the scale of the entire route to 4 lanes, in line with the road network development plan for the period 2021 - 2030, with a vision to 2050. The total investment is expected to be about 7,668 billion VND, of which the state budget capital is 3,055 billion VND and VEC will mobilize 4,613 billion VND from its own capital, loans and interest during the construction period. The toll collection period to recover capital for VEC's capital is about 20 years, ending in 2045.
The Ministry of Construction proposed that VEC be the investor, responsible for the progress and quality of the project, as well as the ability to mobilize and repay ODA capital from the Government. The financial plan is assessed as feasible, ensuring positive cash flow and consistent with VEC's plan to increase charter capital in the 2024-2026 period.
The expansion of the Yen Bai - Lao Cai section is urgent in the context of rapidly increasing traffic volume, while the current route has only 2 lanes and no median strip, posing potential traffic safety risks, especially during holidays and Tet. If approved, the project will begin construction in 2025.
Construction of the expressway from Ca Mau City to Dat Mui will begin before September 2, 2025.
The Government Standing Committee has agreed on the investment policy for the expressway from Ca Mau City to Dat Mui, with the goal of ensuring the project's commencement before September 2, 2025. This route plays an important role in completing the seamless connection of the North-South expressway in the East to the southernmost point of the country, promoting socio-economic development and ensuring national defense and security for the Mekong Delta region and the whole country.
The project is assigned to the Ministry of National Defense as the investor according to the law, while the People's Committee of Ca Mau province is responsible for organizing the construction and site clearance on schedule. The Ministry of Finance is assigned to preside over and coordinate with relevant parties to complete investment procedures and submit to the Prime Minister for consideration and decision.
Funding for the project will be allocated from the 2026–2030 medium-term public investment plan and investment preparation in 2025 will be made from adjusted sources from other unallocated projects or from increased budget revenue in 2024.
According to the planning approved by the Prime Minister, the Ca Mau – Dat Mui Expressway (CT.43) is about 90 km long, starting in Ca Mau City, ending in Ngoc Hien District, with a scale of 4 lanes, and is determined to be completed before 2030.
Binh Phuoc and Dak Nong agreed to start construction of some packages of the Gia Nghia - Chon Thanh expressway project on the occasion of April 30.
The Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) Expressway Project, part of the Western North-South Expressway, will officially start construction of a number of packages on April 30, 2025, to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day. Binh Phuoc and Dak Nong provinces are urgently coordinating to complete procedures and clear the land to implement items of component project 3 such as the frontage road and overpass.

However, the resettlement area of component project 5 cannot start construction at this time because it is still waiting for the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment to approve the environmental impact assessment. The two provinces agreed to continue to speed up the progress to ensure the overall progress of the entire project.
The project has a total length of 128.8 km, phase I investment with a scale of 4 lanes, design speed of 100-120 km/h, total investment capital of about 25,500 billion VND. Of which, Component Project 1 is implemented in the form of public-private partnership (PPP), with capital mobilized from investors of about 12,770 billion VND. The People's Committees of the two provinces are in charge of site clearance and construction of auxiliary items in the area in the form of public investment.
Currently, the People's Committee of Binh Phuoc province has proposed to the Government to allow the change of investor selection method from domestic open bidding to investor appointment to speed up the implementation process.
Binh Dinh province leaders respond to proposal to establish free trade zone
Binh Dinh Province is studying the proposal of Dr. Tran Du Lich on building a free trade zone (FTZ) associated with Phu My Industrial Park and Port. This is considered a breakthrough idea, aiming to bring this area into the global value chain. Provincial leaders and the Department of Finance said they are conducting feasibility studies, in accordance with the planning and socio-economic development conditions of the locality.

The provincial People's Committee has assigned relevant departments and branches to review and evaluate carefully to make specific proposals. When the factors of ports, industrial parks and international airports converge, Binh Dinh will have favorable conditions to implement the FTZ model. Deputy Prime Minister Nguyen Chi Dung also expressed his support, saying that FTZ can create new momentum for economic development in the Central region.
Meanwhile, the Phu My Industrial Park Project Phase 1 with an investment capital of over VND4,569 billion and an area of nearly 437 hectares is being prepared for implementation. However, due to some incomplete legal procedures, the groundbreaking ceremony was postponed from the original plan (late March 2025). The province has established a propaganda working group to create consensus among the people and promote the project's progress.
In addition, the Phu My Port Project is also awaiting detailed planning approval so that construction can begin in late 2025 or early 2026. This is a deep-water port with a capacity to accommodate ships of over 150,000 tons, making an important contribution to the province's marine economic development strategy. Many domestic and foreign investors have signed memorandums of understanding with the province, showing great interest in the Phu My area.
Proposal to allocate 11,983 billion VND to invest in Ring Road 4 section through Ho Chi Minh City
The Ho Chi Minh City People's Committee has just submitted to the City People's Council a proposal to allocate VND11,983 billion from the budget to invest in the 16.7 km long Ring Road 4 section passing through the city. This source of capital is mainly for site clearance and resettlement of people affected by the project.

The project is proposed to be divided into two investment phases. Phase 2021 - 2025 will allocate 2,054 billion VND, the remaining 9,929 billion VND will be allocated in phase 2026 - 2029. In case the first phase cost cannot be disbursed in time, this amount will be transferred to the medium-term public investment plan for 2026 - 2030.
Ho Chi Minh City affirmed that it has the ability to balance the budget for the project, both in the current phase and the planned next phase. The City People's Committee has proposed that the People's Council consider and pass a resolution on capital allocation to ensure the project's progress.
Ring Road 4 is one of the key traffic routes in the region, with a total length of more than 159 km, passing through Ho Chi Minh City, Dong Nai, Long An and Ba Ria - Vung Tau. The total investment in phase 1 is 122,774 billion VND, of which 53,109 billion VND is contributed by investors in the form of BOT, the rest is state capital.
Commander of Construction Industry issues telegram requesting to start 5 projects in June 2025
By the end of March 2025, infrastructure projects using public investment capital managed by the Ministry of Construction had disbursed about VND 8,302 billion, reaching 9.98% of the total annual plan, higher than the national average (9.53%). However, the disbursement progress was still about VND 3,360 billion behind the plan. The Ministry of Construction has allocated VND 83,151 billion out of the total VND 83,746 billion of the 2025 public investment plan, reaching 99.29%.

Minister of Construction Tran Hong Minh has requested investors and project management boards to seriously implement the Prime Minister's instructions to accelerate construction progress, disbursement, and prepare for simultaneous groundbreaking and inauguration on April 19, 2025. Units must also send a list of projects scheduled to start construction in April to the Ministry before April 10 for synthesis reporting.
The Ministry of Construction is especially promoting the completion of procedures for major projects such as La Son - Hoa Lien, Dau Giay - Tan Phu, My An - Cao Lanh, Ninh Cuong Bridge, and the Cam Lo - La Son and Ho Chi Minh City - Trung Luong - My Thuan expressways expansion projects. The Ministry is also preparing documents to submit to the National Assembly the investment policy for the Quy Nhon - Pleiku expressway at the May 2025 session.
The Department of Planning and Finance is assigned to closely monitor disbursement progress and advise on handling responsibilities if units allow slow disbursement.
Construction of 138 billion VND Air Traffic Control Tower at Dong Hoi Airport - Quang Binh
The People's Committee of Quang Binh province has just approved the investment policy and accepted the Vietnam Air Traffic Management Corporation as the investor of the Dong Hoi Air Traffic Control Tower project and auxiliary items. The project's goal is to build a modern air traffic control tower with impressive architecture, meeting the standards of safe and effective flight operations at Dong Hoi Airport.

The project is located in Loc Ninh Commune, Dong Hoi City, on an area of 7,600 m². The main items include a 27 m high control tower, a multi-storey flight control building and synchronous auxiliary works. The total investment capital is 138 billion VND, expected to be completed and put into operation in the third quarter of 2026, after completing land allocation and leasing procedures in the fourth quarter of 2025.
The Provincial People's Committee requires investors to complete the deposit and procedures on time, otherwise the investment approval will be invalid without compensation.
Along with this project, Dong Hoi Airport is also implementing the project to build Passenger Terminal T2 and expand the aircraft parking lot, invested by ACV. The project has a total capital of more than 1,863 billion VND, a capacity of 3 million passengers/year, contributing to the comprehensive upgrading of the province's aviation infrastructure.
LEGO officially inaugurates $1.3 billion project in Binh Duong
On the afternoon of April 9, the LEGO Group (Denmark) officially inaugurated a children's toy factory worth 1.3 billion USD in VSIP III Industrial Park, Binh Duong Province. This is LEGO's sixth global factory and also the group's most environmentally friendly factory to date. With an area of 44 hectares, the project consists of 5 main buildings and a total construction area of 150,000 m².

LEGO is committed to operating entirely on renewable energy from early 2026, including a system of 12,400 rooftop solar panels and the first large-scale integrated battery storage energy center in Vietnam, expected to be completed by the end of 2025. The factory is also the first to produce paper packaging bags instead of plastic bags, demonstrating the direction of sustainable development.
At the inauguration ceremony, Deputy Prime Minister Mai Van Chinh emphasized that this is the result of the commitment between Vietnam and LEGO at COP26, and affirmed that Vietnam will continue to prioritize attracting high-tech, green and sustainable projects. Becamex Binh Dinh Industrial Park attracts 52 million USD project from Denmark
Mascot International A/S (Denmark) has just been granted an investment certificate by the Binh Dinh Economic Zone Management Board for a garment manufacturing and processing project in Becamex Binh Dinh Industrial Park, part of Nhon Hoi Economic Zone. The project has a total investment capital of over VND 1,290 billion (about 52 million USD), covering an area of 9.8 hectares, with main activities including garment production, warehouse construction, quality control center for raw materials, import and export and wholesale distribution.

The factory is expected to produce 5 million products per year, with revenue reaching 51.3 million USD when operating stably for 10 years. Other items such as warehouse and quality control center are expected to bring in revenue of 2.4 million USD/year; technical inspection about 2 million USD/year and import-export and distribution about 400,000 USD/year.
The project must complete legal procedures in July 2025, complete construction in June 2026 and officially come into operation from September 2026. In the first quarter of 2025, Binh Dinh strongly attracted investment with 31 new projects, including 4 FDI projects with a total capital of about 23 million USD, contributing to affirming the province's role in attracting foreign investment, especially in the field of industrial production.
Chau Doc - Can Tho - Soc Trang expressway project to be completed in July 2026
Prime Minister Pham Minh Chinh has just concluded the implementation of the Chau Doc - Can Tho - Soc Trang expressway project, affirming that this is a key transport project of strategic significance for the Mekong Delta region and the whole country. The project will contribute to concretizing the development goals set out at the 13th National Party Congress, promoting transport connectivity, socio-economic development, and ensuring national defense and security in the Southern region.
The Prime Minister appreciated the efforts of ministries, branches, localities, management boards and contractors, but also pointed out some shortcomings such as slow site clearance and lack of filling materials, affecting progress, especially in component projects 2, 3 and 4. The relevant localities are required to complete the handover of the site by April 2025, of which Can Tho and Soc Trang must complete before April 15. EVN must also relocate power infrastructure to serve the construction.
The Prime Minister requested provincial leaders to proactively work to ensure construction material sources and complete the supply of additional loads before August 31, 2025. Contractors need to mobilize maximum machinery and human resources, work in 3 continuous shifts, take advantage of the weather and materials to shorten the progress and improve the quality of the project.
The project has a total length of 188.2 km, divided into 4 component projects managed by An Giang, Can Tho, Hau Giang and Soc Trang. The entire route is expected to be basically completed in 2026 and put into operation synchronously in 2027. The Government aims to complete 3,000 km of expressway nationwide by 2030, of which the Mekong Delta will contribute about 1,200 km.
Ho Chi Minh City approves spending of 5,052 billion VND to clear land for Ho Chi Minh City - Moc Bai expressway
The Ho Chi Minh City People's Committee has approved the Compensation, Support and Resettlement Project (Component 3) of the Ho Chi Minh City - Moc Bai Expressway section through Cu Chi District, with a total investment of VND 5,052 billion. The project is 24.7 km long, passing through 11 communes, affecting more than 2,100 households with a total recovered area of about 2.2 million m², with one-time site clearance on a scale of 6 lanes, including service roads, intersections and overpasses.

The People's Committee of Cu Chi district is assigned to organize the preparation and approval of compensation and resettlement plans in the second quarter of 2025 and payment and handover of land from the third to fourth quarter of 2025. Affected people will be resettled in Pham Van Coi commune. It is expected that the public land will be handed over to implement the mine clearance project on April 30, 2025, while Ho Chi Minh City and Tay Ninh will coordinate to start the next phases.
The Ho Chi Minh City – Moc Bai Expressway is 51 km long, with phase 1 investing in 4 lanes and a design speed of 120 km/h. The total investment capital of the project is 19,617 billion VND under the PPP form, of which the investor mobilizes 9,943 billion VND, the rest from the state budget. The main construction package of the expressway will start in January 2026 and open to traffic at the end of 2027.
Dong Nai and Binh Phuoc agree to start construction of Ma Da bridge in June 2025
Ma Da Bridge, a project connecting Dong Nai and Binh Phuoc provinces, will officially start construction in June 2025 and is expected to be completed and put into use in December of the same year. The project uses Dong Nai province's budget and is expected to strongly promote regional connectivity, creating momentum for socio-economic development in the region.
In addition to building the bridge, Dong Nai province also plans to start construction of the road connecting Ma Da bridge to Ho Chi Minh City Ring Road 4 in June 2026, to be completed in 2028. This road will pass through provincial roads DT.753, DT.761 and DT.767, planned with a scale of 8 lanes, in which site clearance will be carried out at once according to the maximum scale.
Dong Nai Provincial People's Committee has assigned relevant departments and branches to complete investment documents, determine route direction, adjust land use planning and build resettlement areas for affected people. The project passes through Dong Nai Biosphere Reserve, so coordination with UNESCO Vietnam and relevant agencies is needed to ensure compliance with regulations on ecological environment protection.
Previously, the leaders of the two provinces agreed on the investment policy for this project, considering it an important step in connecting inter-regional transport infrastructure, serving the sustainable development of the Southeast region.
Assign VEC to implement the Ho Chi Minh City - Long Thanh Expressway expansion project with a capital of VND 15,030 billion
The Ho Chi Minh City – Long Thanh Expressway expansion project is being accelerated because it is the main connecting route between Ho Chi Minh City and Long Thanh International Airport. The existing 21.92 km long route with 4 lanes is overloaded and needs to be upgraded to 8-10 lanes soon to meet increasing traffic demand.

Under the direction of Deputy Prime Minister Tran Hong Ha, the Ministry of Construction will coordinate with the Ministry of Finance to urgently propose an investment plan to expand this expressway, including the application of specific mechanisms according to new regulations on public investment, construction and budget. The goal is to complete procedures soon so that the Vietnam Expressway Corporation (VEC) can implement the project and complete it in 2026.
The project has a total investment of VND15,030 billion, covering the area from Ring Road 2 to Bien Hoa - Vung Tau Expressway intersection. Of which, the section from Ring Road 2 to Ring Road 3 will be expanded to 8 lanes, while the section from Ring Road 3 to Bien Hoa - Vung Tau Expressway will be expanded to 10 lanes. The Government requires a report on the investment plan before April 15, 2025.
Hanoi invests more than 500 billion VND to build Son Tay wastewater treatment plant
The Hanoi People's Committee has just approved the investment project to build a wastewater collection system and treatment plant in Son Tay town, with a total investment of nearly 501 billion VND. The project's goal is to build a synchronous wastewater treatment system for about 400 hectares in 7 inner-city wards, including: Le Loi, Phu Thinh, Ngo Quyen, Quang Trung, Son Loc, Vien Son and Trung Hung.
The project includes items such as the main sewer network, overflow wells, sewer routes and centralized wastewater treatment stations. The system is designed to ensure post -treatment wastewater to meet the standards before being discharged into the environment, and at the same time has the ability to expand and connect according to the Hanoi water drainage plan to 2030, with a vision to 2050.
The Management Board of Construction Investment Projects of Technical and Agricultural Infrastructure works assigned to be the investor, the implementation time is from 2024 to 2027. The investor is responsible for ensuring the accuracy and legality of the dossier, updating the synchronous technical infrastructure connection and cost optimization. Son Tay Town People's Committee will organize site clearance to ensure the project implementation progress as planned.
Hanoi approves the Hoang Quoc Viet underground tunnel project - Pham Van Dong 3. 000 billion
City People's Committee. Hanoi has just approved the policy of investing in the construction of underground tunnels at Hoang Quoc Viet intersection with Pham Van Dong street, connecting to Tran Vy street. The project aims to solve traffic congestion in the area, while improving the ability to connect the transport infrastructure in the west of the city.
The tunnel has a total length of about 600 m, cross section 22.1 m with 6 lanes, including motor lanes and rudimentary vehicles. The area in front of the Ministry of Public Security will be expanded to 4 motor lanes, along with 4.5 m wide road. The project also includes the expansion and climbing of the existing Hoang Quoc Viet road, building Hoang Quoc Viet route extending with a cross -section of 50 m, and synchronizing technical infrastructure, trees, signal lights, ensuring safety and urban beauty.
The total estimated investment is nearly VND 3,000 billion, the preparation period from 2025 and construction from 2026–2028. The project is divided into three parts with the investor, the People's Committee of Cau Giay, Bac Tu Liem districts and the Management Board of the Traffic Construction Investment Project.
Hanoi requires the investors to coordinate closely and complete the investment records in accordance with the law, ensuring savings, synchronization and efficiency, paying special attention to consulting the Ministry of Public Security to connect technical and transport infrastructure related to the relevant area.
Hai Duong City suspended 14 public investment projects
Hai Duong City has just decided to suspend 14 public investment projects using budget capital with a total capital of over VND 500 billion to organize the organizational apparatus. Of these, 8 projects decided by the city with a total of more than 496 billion dong and 6 projects invested by wards and communes. The suspension is to ensure effective use of resources, avoid wasting when streamlining the administrative apparatus according to the new plan.

This decision was agreed at the 27th Conference of the Executive Committee of Hai Duong City Party Committee of XXIII, in the context of the city adjusting the medium -term public investment plan for the period of 2021–2025 and public investment plan 2025. Previously, Hai Duong Department of Finance also proposed to suspend construction projects, renovate offices, cultural houses, commune police headquarters ... if not construction.
Hai Duong province also has 6 other projects suspended due to the plan of renewing the political apparatus, with a total capital of more than VND 1,600 billion, including a centralized administrative area construction project. Despite the investment adjustment, in the first quarter of 2025, the province still disbursed VND 1,602.2 billion, reaching 15.3% of the estimate, of which many important projects exceeded the progress.
