State Treasury proactively removes difficulties for two-level government

Perfecting the legal corridor, ensuring smooth finance

This is the information shared by the leaders of the State Treasury at an online conference with localities to guide the implementation of tasks related to finance and budget in the process of organizing and operating two-level local government at the commune level. Deputy Minister of Finance Nguyen Duc Chi chaired the conference.

At the conference, representatives of units under the Ministry of Finance listened to many opinions from localities, and disseminated and answered important issues related to the organization of two-level government. The issues focused on commune-level finance and budget; budget accounting procedures; account opening and payment at the State Treasury; as well as the arrangement and management of public assets.

According to the orientation, the arrangement and reorganization of administrative units at all levels, especially the implementation of the 2-level government model at the commune level, is a major policy of the Party and the State. This policy aims to streamline the apparatus, improve the effectiveness and efficiency of management. This is a process of extensive administrative reform, requiring the synchronous coordination of ministries, branches and localities. In that context, the State Treasury plays an important role in proactively building mechanisms and removing obstacles to ensure that financial and budgetary activities are carried out smoothly, transparently and effectively.

Since the Politburo issued Conclusion No. 127-KL/TW dated February 28, 2025 on the arrangement and reorganization of administrative units, the State Treasury has clearly recognized its responsibility to prepare the necessary conditions in terms of mechanisms, policies and professional procedures to support localities.

Regarding the internal system of the State Treasury, this agency has issued many official dispatches to ensure a smooth transition when administrative units are reorganized. Of which, Official Dispatch No. 5569/KBNN-CSPC dated June 12, 2025 and Official Dispatch No. 8241/KBNN-CSPC dated June 27, 2025 provide specific guidance on the principles of handing over documents, data, data conversion and business processes during the process of reorganization, dissolution or restructuring of administrative units at the commune, district and provincial levels. These documents demonstrate careful, early and remote preparation to avoid disruptions in state budget management.

In parallel with internal documents, the State Treasury also coordinated with the Ministry of Finance to issue many documents directly guiding units and localities on core contents in the implementation of 2-level local government, such as Circular No. 41/2025/TT-BTC on amending and supplementing important circulars on the organization, operation and exploitation of the Treasury and Budget Management Information System (TABMIS); instructions on registration and use of accounts at the State Treasury; regulations on the state budget catalog system; Official Dispatch No. 9682/BTC-KBNN guiding the use of Chapter codes of the State Budget Catalog (NSNN) when implementing the 2-level government model, removing obstacles in initial accounting; official dispatches on updating the shared electronic catalog system to support information technology infrastructure...

These documents not only play an administrative role but also create a clear and synchronous legal corridor, helping localities effectively implement financial and budgetary tasks in the new government model.

Timely removal of obstacles from the grassroots

According to the leader of the State Treasury, in the process of implementing the two-level government model, localities, especially at the commune level, encountered many difficulties due to the complexity of financial operations and changes in organizational structure.

To accompany localities, the State Treasury not only issued documents but also established a hotline to support, receive and quickly process requests from the grassroots. To date, this agency has received and processed nearly 2,000 requests from regional State Treasuries, helping to promptly resolve arising problems.

At the conference, the State Treasury specifically answered many issues. Including important contents such as: Guiding units using commune-level budgets to open accounts according to Decree 11/2020/ND-CP and Circular 18/2020/TT-BTC; instructions on salary payment and essential expenses, for units that are slow to pay due to incomplete procedures such as opening accounts, having seals, or arranging accounting; on temporarily granting budget estimates when the People's Council and People's Committee have not approved budget allocation; on encouraging localities to flexibly arrange staff in accordance with reality...

Regarding the import of TABMIS budget estimates, the State Treasury also explained that, according to Clause 2, Article 1 of Circular 41/2025/TT-BTC, the State Treasury where the transaction takes place is responsible for importing and approving budget entries and commune budget disbursement orders on TABMIS, helping localities feel secure in implementation.

Regarding the handling of district-level deposit accounts, the remaining accounts after the administrative unit arrangement will be managed by the agency or organization receiving the management task according to Resolution 190/2025/QH15 and Official Dispatch 4205/BTC-NSNN dated April 2, 2025, ensuring continuity in financial management.

These solutions demonstrate the accompanying role of the State Treasury with all levels of government, especially the commune level, in overcoming initial difficulties, ensuring that financial and budgetary activities are implemented effectively and transparently.

In the context of the country moving towards modernization and digital transformation, the State Treasury continues to adhere to the strategy of streamlining the apparatus, optimizing processes and applying information technology. The goal is to better serve budget-using units, people and businesses, ensuring the flow of the national budget is always smooth, transparent and effective, contributing to the sustainable development of the economy and society.
