On the afternoon of October 8, the Ministry of Foreign Affairs and the Ministry of Public Security jointly held an international press conference to open the signing ceremony of the United Nations Convention against Cybercrime in Hanoi (Hanoi Convention).

Deputy Foreign Minister Dang Hoang Giang; Deputy Minister of Public Security, Senior Lieutenant General Pham The Tung and Director of the Department of Cyber ​​Security and High-Tech Crime Prevention, Ministry of Public Security, Major General Le Xuan Minh chaired the press conference.

The UN Secretary-General will attend the signing ceremony of the Hanoi Convention.

Speaking at the press conference, Deputy Minister Dang Hoang Giang emphasized that the signing ceremony of the United Nations Convention against Cybercrime in Hanoi with the theme "Combating Cybercrime - Sharing Responsibility - Looking to the Future" held in Hanoi on October 25-26 "will lay the foundation for a global United Nations document in the field of cybercrime prevention, similar to the United Nations Conventions against Transnational Organized Crime signed in 2000 and the Convention against Corruption signed in 2003".

The leader of the Ministry of Foreign Affairs said that the Hanoi Convention "promises to become a legal tool for member countries to cooperate in preventing cybercrime on a global scale, creating a new forum for countries to directly interact, exchange, and prevent cybercrime, including between countries with different systems, values, and legal systems."

“This is also a very important occasion for Vietnam, the Vietnamese Government, and the State of Vietnam to affirm its position and demonstrate its responsibility in promoting cybersecurity initiatives for a safe, healthy and sustainable cyberspace,” said Deputy Minister Dang Hoang Giang.

According to the Deputy Minister, as of October 6, Vietnam has received confirmation of participation from nearly 100 countries and more than 100 international and regional organizations. It is expected that President Luong Cuong and UN Secretary-General António Guterres will speak at the opening session of the signing ceremony of the Convention.

Responding to reporters' questions, sharing about the advantages, difficulties and contributions of Vietnam to the Hanoi Convention, Deputy Minister Dang Hoang Giang said that during the negotiation process, Vietnam has made many important contributions to the contents of the Convention, which have been welcomed by the international community, such as the principle of ensuring national sovereignty in cyberspace, the principle of international cooperation, the principle of considering the capacity of countries in the process of international cooperation, based on the conditions and circumstances of countries. These are Vietnam's contributions and have been recognized by the international community.

In addition, Vietnam has also been very active in coordinating and leading discussions and negotiations on the provisions of the Convention. Vietnam has successfully chaired negotiations on a number of extremely important provisions of the Convention.

Vietnam's active contributions on the one hand ensure that the Convention is consistent with Vietnam's interests and legal provisions, while at the same time affirming Vietnam's role as an active and responsible member of the international community.

The signing ceremony of the Convention was held on October 25, one day before the 80th anniversary of the founding of the United Nations (October 24).

Deputy Minister Dang Hoang Giang said that Secretary-General António Guterres attached great importance to this event and accepted to attend the signing ceremony on the occasion of the 80th anniversary of the United Nations. This shows the importance of the United Nations to this Convention, as well as the respect of the United Nations for the position, role and contributions of Vietnam to the United Nations and the international community.

According to Deputy Minister Dang Hoang Giang, the fact that the capital Hanoi is recognized in the text of the Convention reflects the international community's recognition of Vietnam's entire contribution to the process of building this Convention, not only for this Convention but also the recognition of the international community and United Nations member countries for Vietnam in the process of Vietnam participating in contributing to the development of international legal norms and regulations in general to create a progressive legal corridor, ensuring that relations between countries and cooperation between countries are conducted on the basis of mutually beneficial cooperation, working together to solve global issues.

“I believe that these are extremely important, contributing to affirming and strengthening Vietnam's role and position in international organizations and multilateral forums in the past as well as in the future,” the leader of the Ministry of Foreign Affairs affirmed.

Vietnam wants to build a cyberspace for peace and development.

At the press conference, providing more information on the situation of cybercrime in Vietnam, Major General Le Xuan Minh said that the situation of cybercrime in Vietnam in recent times has been complicated in terms of scale, nature and level of influence. The types of cybercrimes and incidents in the past year are estimated to be more than 100,000 related cases.

According to Major General Le Xuan Minh, cybercrime groups are gradually changing from small, simple attacks to organized, highly international attacks and attacks on key systems of countries, on businesses holding economies, with large roles and positions in the economy. At the same time, cybercrime is also becoming more complicated, especially crimes with collusion and connection between countries.

Fraudulent crimes are a concern, a danger, and are having a major impact on countries around the world.

The Director of the Department of Cyber ​​Security and High-Tech Crime Prevention, Ministry of Public Security emphasized: "We have also taken many measures and carried out many coordination and international cooperation activities with the police and law enforcement agencies of other countries to join hands in fighting these types of crimes.

We hope that the United Nations Convention against Cybercrime in Hanoi will be signed and ratified by countries, creating a new legal corridor and a new legal framework for countries around the world to join hands to fight cybercrime, share crime information, share signs of crimes, and share and coordinate in crime investigation, handling of criminal assets and in extradition of criminals.

"We always want to build a cyberspace so that countries around the world can use cyberspace to serve the common purposes of peace and development," said Major General Le Xuan Minh.
