An Giang has 4 investors who have not yet disbursed public investment capital in 2025.
By the end of April 2025, An Giang had only disbursed more than VND 1,294 billion, reaching 13.07% of the capital plan assigned by the Prime Minister and nearly 15% lower than the same period in 2024. Of the 22 investors using the public investment capital plan in 2025, 4 units have not disbursed any dong, including the Oc Eo Cultural Relic Management Board, the Economic Zone Management Board, An Giang Central General Hospital and the Department of Culture, Sports and Tourism. The main reasons are that the focus is on paying the previous year's volume, many projects are not eligible for capital allocation at the beginning of the year, lack of materials, stuck in procedures for investment adjustment, bidding, compensation, and merging administrative units.

The An Giang Department of Finance warned that the restructuring of local government organizations and the lack of specific guidance will continue to make disbursement difficult. The agency proposed that the Provincial People's Committee provide strong direction and at the same time guide units to proactively transition project management work before the administrative merger, ensuring no disruption. Increased investment capital for Ba Na - Suoi Mo tourist complex to 2 billion USD
The Government has just approved the adjustment of the Ba Na - Suoi Mo Eco-tourism and Urban Area project, raising the total investment capital to nearly VND52,000 billion (about USD2 billion). The project will continue to develop commercial and service works, more than 7,000 accommodation rooms, entertainment complexes, expand the cable car system to 10 routes and complete technical and social infrastructure, aiming to build a high-quality resort, living and working destination.

The adjustment does not change the project boundary but clarifies the functional areas for more effective exploitation, in line with the development strategy of Da Nang City. Sun World Ba Na Hills – the core of the project – has become a tourism symbol of Da Nang and the region, with international titles such as “Asia’s Leading Theme Park” and “World Iconic Tourist Destination”. The project is 29.01 km long, connecting Binh Duong New City with Ho Chi Minh City Metro Line 1 at Suoi Tien, passing through 4 cities of Binh Duong province. The double track line is 1,435 mm gauge, electrified, designed speed is 120 km/h, with 19 stations. It is expected to use a combination of capital from the central and local budgets and other legal sources.
The establishment of the Appraisal Council is an important step to complete the report to be submitted to the Government for approval, as a basis for submitting to the National Assembly for decision on investment policy. The People's Committee of Binh Duong province expects to start the project in 2027, put it into operation from 2031, contributing to the formation of an urban transport network linking the region between Binh Duong and Ho Chi Minh City.

Proposal of 590 billion VND to build the Ben Luc - Long Thanh expressway interchange with National Highway 50

The investment in this intersection is considered urgent to ensure synchronous connection and promote efficiency when both routes - Ben Luc - Long Thanh Expressway and National Highway 50 - come into operation.
The Department of Finance affirmed that the project meets all legal conditions under the 2024 Public Investment Law, is suitable for allocating medium-term public investment capital for the 2026-2030 period, and at the same time recommends that the City People's Committee soon approve the policy to keep up with the progress of completing the expressway in 2026.
Nam Dinh starts construction of Bai Vien social housing area with more than 1,100 apartments for low-income people
On May 19, Nam Dinh province officially started construction of Bai Vien social housing area in My Xa ward, Nam Dinh city. The project has a total investment of over VND909 billion, including 6 9-storey buildings, providing 1,100 apartments with areas ranging from 25-70m² on a land area of over 30,000m². Quang Nam proposes to remove difficulties and obstacles of Song Bung 3A Hydropower Project
The People's Committee of Quang Nam province has just requested the Central Power Corporation to support in removing difficulties related to the connection plan of the Song Bung 3A Hydropower Project invested by FCL Joint Stock Company. The project is implemented in Nam Giang district, with a capacity of 20MW, under the Power Plan VIII and the Quang Nam Provincial Plan for the period 2021-2030.
Currently, the investor is having trouble negotiating the connection line plan with the Central Power Corporation. According to the proposed plan, the 35kV line, approximately 30km long, will connect to the 110kV Nam Giang substation, taking advantage of the existing line corridor to reduce the impact on forests, land and existing infrastructure.
The Provincial People's Committee requested the Corporation to soon consider the route plan combined with the current line XT374-E58 Thanh My, creating conditions for the project to be implemented on schedule, while ensuring compliance with regulations and limiting impacts on the environment and local planning. After being agreed, the investor will complete the dossier to submit to the Department of Industry and Trade for appraisal and report to the Provincial People's Committee.
LICOGI 13 invests in 116-hectare industrial park project in Quang Tri
Quang Tri Provincial People's Committee has just approved the investment policy and selected LICOGI 13 Joint Stock Company as the investor of Quan Ngang Industrial Park Project Phase 3 in Gio Quang Commune, Gio Linh District. The project has a scale of 116.74 hectares, with a total investment capital of 710 billion VND, of which LICOGI 13 contributes 106.5 billion VND (15%).

The project is expected to start construction in the fourth quarter of 2025 after completing site clearance. Phase 1 will cover 60 hectares and be completed in the second quarter of 2027; Phase 2 will be completed and put into full operation in the first quarter of 2029. LICOGI 13 has established Quan Ngang 3 Industrial Park Investment Joint Stock Company to implement the project, with Mr. Pham Van Thang - General Director of LICOGI 13 - representing the capital contribution accounting for 52% of the charter capital.
In Quang Tri, LICOGI 13 also invested in two wind power plants LIG - Huong Hoa 1 and 2 (each plant has a capacity of 48 MW, total capital of more than 4,100 billion VND) and a joint venture to invest in a housing project combined with social housing in Nam Dong Ha Industrial Park.
Medium-term public investment plan for the next term: Under 3,000 projects, ensuring no dispersion
At the conference to promote public investment growth momentum in 2025, Prime Minister Pham Minh Chinh requested ministries, branches and localities to prepare a medium-term public investment plan for the coming period with a streamlined and effective spirit, with a total number of projects under 3,000, avoiding dispersion and fragmentation.

Since the beginning of the year, the Government has assigned a capital plan of nearly VND 829,400 billion and promoted disbursement with a series of drastic measures. As of April 30, 2025, the whole country has disbursed VND 128,500 billion, an increase of more than VND 18,000 billion over the same period. However, 17 ministries and 21 localities have not fully allocated capital, 37 ministries and 27 localities have disbursement rates below average.
The Prime Minister pointed out the reasons for the slow disbursement such as site clearance problems, lack of construction materials, weak implementation capacity, and the mentality of avoiding responsibility. He requested to overcome them with synchronous solutions: enhancing the responsibility of leaders, promoting the role of working groups, removing procedures, promoting decentralization, and supporting people affected by the project.
Ministries and sectors are assigned to complete relevant legal regulations, especially in bidding and ODA capital management. The Prime Minister also emphasized the need to promote public-private partnership, start on schedule key projects such as the Hanoi-Hai Phong-Lao Cai railway, the North-South expressway, and ensure the target of having 3,000 km of expressways and 1,000 km of coastal roads by the end of 2025.

To date, the province has completed the feasibility study report, submitted it to the Ministry of Construction for appraisal and plans to approve the investment project in May 2025. At the same time, procedures for environmental impact assessment, appraisal of land mines for the project, conversion of 75,470 m² of rice fields and 565,300 m² of production forest land are being urgently processed.
Provincial leaders have identified this as a key project, playing a role in promoting socio-economic development and increasing investment attraction for Binh Dinh. However, the remaining workload is very large, so relevant agencies are required to complete all investment preparation procedures and select contractors in May - July 2025 to ensure timely commencement of construction as planned.
Ho Chi Minh City: Proposal to withdraw a high-rise factory project from the investment stimulus program
The Ho Chi Minh City Department of Finance has just proposed that the City People's Committee remove the high-rise factory project at Lot C27, Hiep Phuoc Industrial Park (Nha Be District) from the investment stimulus program. The project, invested by Hiep Phuoc Industrial Park Joint Stock Company (HIPC), was approved to participate in the program in September 2016 with a total capital of VND72.7 billion, of which the loan with interest subsidy is VND37.1 billion for 7 years.

However, HIPC has not yet signed a loan contract and all investment costs for the first phase are self-mobilized. According to regulations, after 12 months of non-implementation or non-signing of a loan contract, the project will be withdrawn from the support program. HIPC has also sent a document requesting to terminate its participation in the program. On that basis, the Department of Finance proposed that the Ho Chi Minh City People's Committee officially withdraw this project from the list of projects eligible for investment stimulus interest rate support.
Ho Chi Minh City prepares to build more "nests" to welcome "eagles"
Ho Chi Minh City is implementing a plan to develop 14 new industrial parks with a total area of 3,833 hectares, divided into three phases from now until 2033, bringing the total number of industrial and export processing zones in the area to 36 with a scale of more than 8,369 hectares. New Government directive on Hanoi - Hoang Mai urban railway project
The Government is speeding up the approval of the Hanoi Urban Railway Line No. 3 Project, the Hanoi - Hoang Mai section is 8.7 km long, going underground along the Tran Hung Dao - Kim Nguu - Nguyen Tam Trinh axis with 7 underground stations and 1 train station in Yen So.
The total foreign loan capital expected for the project is more than 1.258 billion USD (about 29,130 billion VND), coming from ADB, AFD and KfW. Hanoi People's Committee will be the re-borrower of the entire loan.

Deputy Prime Minister Bui Thanh Son assigned the Ministry of Construction to preside over and coordinate with Hanoi, Ho Chi Minh City and other ministries and branches to urgently complete the Resolution on implementing a special mechanism for developing the urban railway network according to Resolution 188/2025/QH15.
The Ministry of Finance confirmed that the project has sufficient legal basis to submit to the Prime Minister for approval and proposed to assign the Hanoi People's Committee to coordinate with international partners to prepare a pre-feasibility study report, then submit it to the competent authority for decision on the investment policy. Revealing the enterprise proposing to complete the North-South expressway phase 1 with PPP capital
Deo Ca Group has just proposed to the Prime Minister to allow research and investment in expanding the eastern sections of the North-South Expressway in the 2017-2020 period under the public-private partnership (PPP) form, without using the state budget.
There are currently 5 sections of 356 km long invested by the State but not yet collecting tolls, needing to be upgraded from 4 limited lanes to 6 lanes according to the plan. Overall, there are 18 component projects with a length of about 1,144 km that need to be expanded, with a total estimated capital of more than 152,000 billion VND.
Deo Ca Group commits to arrange capital from legal domestic sources, reimburse capital by collecting fees and contributing to the budget during the exploitation process. The enterprise also recommends combining PPP investment and public investment to shorten the implementation time.
The Ministry of Construction is reporting to the Government on the investment policy and proposing adjustments to the pre-feasibility study report, aiming to start construction in the fourth quarter of 2025. If the entire route is implemented by PPP, the state budget can save up to VND152,000 billion.
Da Nang establishes investment procedures for Tuy Loan intersection with capital of 400 billion VND

The Prime Minister has assigned Da Nang City to manage Tuy Loan intersection according to Decision No. 905/QD-TTg, in order to meet traffic needs, socio-economic development and suit the city's resource allocation capacity.
The Chairman of the People's Committee of Da Nang City has assigned the Department of Construction to preside over and coordinate with the Department of Finance and the City's Project Management Board of Traffic and Agricultural Works to develop investment projects, ensuring synchronous connection in terms of load and infrastructure at the intersection.

Preparing to expand the next phase of Quang Tri Industrial Park project
Quang Tri Industrial Park Project invested by VSIP – Amata – Sumitomo joint venture is entering the expansion preparation phase. Phase 1 with a scale of 96.05 hectares, total capital of over 500 billion VND, has completed 95% of the leveling and technical infrastructure items. Quang Tri Provincial People's Committee has leased land in 4 phases, ensuring progress until 2025.
Currently, the investor is implementing the wastewater treatment plant, internal roads and other technical systems. At the same time, preparing to construct the branch road connecting to National Highway 1 and the North-South railway in May 2025.
Quang Tri province also directed the review of land funds to plan worker housing and resettlement areas for phases 2-3. The resettlement area is expected to be 18 hectares wide, with an investment capital of about 120 billion VND, providing accommodation for about 80 households and relocating over 500 tombs.
The project is built in 3 phases until 2032, with a total land use scale of 481.2 hectares and a total investment capital of more than 2,074 billion VND. This is a key industrial infrastructure project of Quang Tri province.
Quang Nam considers legal restoration for Le Phan Eco-tourism Area
After more than 20 years of stagnation, the Le Phan Eco-tourism Project in Cam An Ward, Hoi An City continues to be entangled in legal issues. The People's Committee of Quang Nam Province has just assigned the Department of Finance to study and consider restoring the legal investment status of the project, while requesting the investor to quickly fulfill its financial obligations and establish a local management unit.
The project had its land revoked due to violations of land laws, but after Le Phan Resort Company complained, the Ministry of Natural Resources and Environment concluded that the province had revoked it improperly because the land use extension period had not expired.
Quang Nam province then adjusted the land lease area to 31,715 m², and the land transferred without payment to 3,408.4 m². Hoi An also handed over 35,124 m² of clean land to the enterprise. However, the project has not been able to be implemented yet. The province requested a comprehensive review so that the investor has a basis to adjust the documents and continue to implement the project in accordance with regulations.
Trump International Project, Hung Yen officially started construction
On the afternoon of May 21, the Trump International Project, Hung Yen – the first Trump-branded golf course, luxury villa and resort complex in Vietnam – officially broke ground in Hung Yen. The project includes two golf courses designed by Bryson DeChambeau, limited luxury villas and international amenities such as clubhouse, spa, food court - wellness. With a strategic location on the Red River, the project is expected to be completed in more than 2 years, ahead of APEC 2027, making Hung Yen a leading golf and resort destination in Asia.
Hai Duong continues to put 8 public investment projects with capital of more than 2,400 billion VND into operation.
In May 2025, Hai Duong plans to complete and put into use 8 provincial-level public investment projects with a total capital of more than 2,400 billion VND. Key projects include the renovation and upgrading of Provincial Road 390 (412 billion VND), the expansion of Provincial Road 391 (1,392 billion VND), the construction of Hai Duong Obstetrics Hospital Phase II (223 billion VND) and the renovation of Vo Nguyen Giap Avenue and Truong Chinh Street (89 billion VND).
Four other irrigation projects were also completed, including pumping station repairs and dike renovations. Hai Duong Province currently has a public investment disbursement rate of 26.77%, higher than the national average and ranked 12th nationwide. Chairman of the Provincial People's Committee Le Ngoc Chau requested to accelerate site clearance and construction progress to ensure completion of the 2025 plan.
Binh Duong's 56,301 billion VND metro project has not clarified its capital mobilization plan.

In the context that Binh Duong and Ba Ria - Vung Tau will merge with Ho Chi Minh City into a new administrative unit, the Project can apply specific mechanisms according to Resolution 188/2025/QH15. However, if it wants to be implemented immediately, Binh Duong needs to complete the dossier soon to meet the appraisal conditions. According to the plan, the project is expected to start construction in 2027 and operate in 2031.
Proposal to invest in Moc Chau - Tay Trang border gate expressway in the period 2026 - 2030
Dien Bien Provincial People's Committee proposed the Prime Minister and the Ministry of Construction to invest in the Moc Chau - Son La - Dien Bien - Tay Trang border gate expressway in the period of 2026-2030, to complete the entire Hanoi - Hoa Binh - Son La - Dien Bien expressway (CT.03). The route is about 305 km long, with 4 lanes, starting at the Hoa Binh - Moc Chau expressway, ending at Tay Trang border gate (Dien Bien).
This expressway is of strategic significance for the socio-economic development and national defense of the Northwest region. The People's Committee of Dien Bien province is committed to carrying out the site clearance work itself. The Ministry of Construction has proposed to include the project in the list of priority strategic infrastructure investment in the medium-term public investment plan for 2026-2030. Currently, the road from Hanoi to Dien Bien is limited, dangerous, and does not meet transportation needs, while the 119 km long Hanoi - Moc Chau expressway section is being implemented, expected to be completed in 2028.
Binh Dinh allocates 1,746 billion VND to build runway number 2 at Phu Cat airport
The People's Council of Binh Dinh province has just passed a resolution of VND 1,746 billion to the local budget to implement the construction project of landing No. 2 and synchronous works at Phu Cat airport flight area, 2025–2028. The project has a total investment of VND 3,246 billion, using the state budget capital managed by the province, including the support from the central level. Binh Dinh also proposed the Ministry of Finance to arrange an additional 700 billion from the central budget revenue in 2024.
At the same meeting, the provincial People's Council also approved the list of bidding land to select investors. The Urban Development Space Project and Super Travel Station De Gi (5,200 hectares) are broken down, replaced by 4 new areas with a total area of 592 hectares, in accordance with the actual situation and current law provisions.
Bidding documents for LNG Ca Na project will be closed in late June 2025
The People's Committee of Ninh Thuan Province has approved the bidding dossier of LNG Ca Na Thermal Power Plant Project, with the cost of implementation of about VND 56,006 billion, located in Phuoc Diem commune, Thuan Nam district. The dossier was issued from April 29, 2025 and will bid at 14:00 on June 30, 2025, open the bid at the same time at 16h at the Department of Industry and Trade of the province. The choice is an international bidding, with a bid guarantee of VND 560.06 billion.
After receiving the dossier, the province will conduct evaluation from July 1 to July 30, evaluate the results until August 14 and plan to approve the contractor on August 20, 2025. The project is expected to be associated with Ca Na general port, which plays a strategic role in the province's energy development and logistics infrastructure. There have been a number of interested investors but have not yet applied due to the need for preparation and update according to the new regulations.
