In 2023, the emulation movement in the bloc was deployed and developed widely, maintained regularly, continuously, and linked with the activities of the units. The units closely followed the leadership and direction of the Provincial People's Committee; promoted the spirit of initiative and creativity in organizing and implementing the contents of the emulation movement, thereby creating strong changes in all aspects of the work of the agencies and units, contributing to the successful completion of assigned tasks, effectively serving the socio-economic development of the province. Through the movement, many advanced models and examples appeared in studying, training, and performing work tasks.

In 2024, closely following the theme "Discipline, responsibility; proactiveness, timeliness; accelerating creativity; sustainable efficiency", the emulation bloc of internal affairs and general agencies continues to thoroughly grasp and strictly implement the Party's policies and the State's laws, creating a strong change in the emulation movement, successfully completing assigned political tasks. Strengthening coordination between Party organizations, authorities, and unions in the agency to focus on leadership, direction, and creating a favorable environment for the emulation movement to develop. Strengthening training, professional development, improving qualifications and applying information technology for cadres, soldiers, civil servants, and public employees performing emulation and reward work. Promoting the discovery, construction, training, and replication of advanced models and examples, bringing the emulation movement to increasingly develop in both depth and breadth, contributing to the excellent completion of the task of socio-economic development, maintaining national defense and security in the province.

At the conference, the units in the bloc signed a covenant and launched the emulation movement in 2024 with the theme "Discipline, responsibility; proactive and timely; accelerated innovation; sustainable efficiency", determined to successfully implement the set goals and emulation targets, striving to excellently complete all assigned tasks.
