Unlocking business resources to achieve growth goals

Proactive business

Looking back at 2024, it can be seen that the economic development context faces many difficulties and challenges such as: narrowing consumer market, reduced purchasing power, few orders; difficulty finding new customers... However, with the active participation of the government and the initiative of enterprises, the industrial production value of the whole province is estimated at 101,305 billion VND, an increase of 9.69% over the same period.

Many businesses believe that the impressive growth figures in 2024 are the driving force for the province's industry to effectively achieve the growth target in 2025, which is a production value of VND 111,544 billion, an increase of 10.1% over the same period. However, businesses also believe that this is a very large target. Therefore, both the government and the business community need to grasp and take advantage of every opportunity, flexibly respond and effectively handle difficulties to achieve the set goals.

As a 100% foreign-owned enterprise specializing in the production of spare parts and accessories for motor vehicles and vehicle engines, in 2024, JT Tube Vietnam Co., Ltd. (Cau Yen Industrial Park, Hoa Lu City) had strong development, with output reaching more than 4.3 million products, an increase of 35.8% compared to 2023, creating stable jobs for more than 200 workers with an average income of 8.5 million VND/person/month.

In addition to the support from the authorities, to complete the 2024 production and business plan, the enterprise has also been proactive in restructuring production activities, rearranging the apparatus, investing in operating equipment, proactively grasping and implementing digital transformation in management and production stages, improving productivity and product quality, meeting the increasing demands of the domestic and world markets, contributing to the province's completion of economic growth targets in 2025 and the following years.

For the automobile manufacturing and assembly industry, 2024 is also a year of outstanding success with preferential tax policies from the Government such as extending the tax incentive program for domestically produced and assembled automobiles to stimulate consumer demand.

Mr. Tran Son Thuy, Head of Production Services Department, Thanh Cong TCMS Auto Service and Infrastructure Joint Stock Company (Thanh Cong Group) said: 2024 is a quite successful year for Thanh Cong Group in general and Thanh Cong TCMS Auto Service and Infrastructure Joint Stock Company in particular with the production output of 59,484 cars, an increase of 17.3% over the same period, reaching 92.9% of the yearly plan. Especially in the last months of the year, production and consumption output increased sharply. This is the foundation and important driving force for the Company to set the goal of maintaining a double-digit growth rate in 2025 and the following years. To achieve this goal, the Company is recruiting more workers to meet the progress of upcoming projects. Hopefully, in 2025, the Company will achieve and exceed the set target.

A representative of Nien Hsing Ninh Binh Garment Company Limited (Khanh Phu Industrial Park) expressed: “With the textile and garment industry, we can achieve the double-digit growth target in 2025 if we know how to seize opportunities, promote green growth, and sustainable development. This is pressure but also brings opportunities for businesses. In order to work with the provincial authorities to realize the double-digit growth target, in the coming time, Nien Hsing Ninh Binh Garment Company Limited will gradually solve urgent problems of textile and garment enterprises such as reducing order prices, producing according to new standards with strict criteria and standards from key export markets, ensuring standards related to "greening" in production, self-sufficiency in raw materials, etc.

Government intervention

In 2025, the first year Ninh Binh set a double-digit growth target with a growth rate of 12%. To achieve this target, all levels and sectors in the province determined to unleash resources from enterprises. From the beginning of the year, all levels and sectors in the province have paid attention to, encouraged and motivated enterprises to focus on increasing added value in the production of key industrial products, on the basis of maximizing the existing capacity of factories; regularly reviewing, grasping information, promptly removing difficulties and obstacles, supporting and creating favorable conditions for enterprises to recover and develop production and business, especially enterprises producing key products of the province, making great contributions to economic growth and budget revenue, thereby creating new momentum for development, encouraging enterprises to expand production and business.

On the part of the State management agency, the Provincial People's Committee has directed and assigned specific tasks to each sector, field, and locality responsible for improving each component index of the Provincial Competitiveness Index (PCI). In particular, establishing a focal point to resolve difficulties of investors and enterprises through the Investment Promotion and Enterprise Support Center (Center) to promptly resolve enterprises' recommendations with related procedures.

Comrade Duong Duc Dang, Director of the Department of Industry and Trade affirmed: To achieve the growth target of the industry in particular and the province in general, the Department of Industry and Trade continues to coordinate with relevant departments and branches to create a favorable and fair business environment, through ensuring the quick settlement of administrative procedures according to the "One-stop, on-site" mechanism with the motto "The government accompanies, is receptive, listens, and substantially resolves difficulties and obstacles for businesses"; strengthens State management of business activities, promptly detects and proposes to competent authorities to consider and strictly handle violations of fraud, tax evasion... in accordance with the provisions of law.

The Provincial Industrial Park Management Board also strengthens rectification, urging, and accelerating the progress of projects that are behind schedule and use land inefficiently; resolutely advises and proposes to recover all or part of projects that have been allocated land or leased land but are behind schedule or slow to put into use, creating clean land funds to attract investment and not waste land resources in accordance with the direction of the Central Government and the province.

Focus on inspecting and urging projects expected to be completed and put into operation in 2025 to promptly remove difficulties, create conditions for projects to accelerate investment and construction progress, promptly put into production and business, and have at least 2 to 3 new products in 2025.

At the same time, the Board will also further improve the business investment environment, especially in the areas of administrative reform, site clearance, infrastructure investment and development, creating space and room for development.
