Driver prosecuted for driving pickup truck on Tuy Hoa beach

The Investigation Police Agency of the Provincial Police has just issued a decision to prosecute the accused and an order prohibiting him from leaving his place of residence against Pham Ngoc Cuong (born in 1981, residing in An Chan commune, Tuy An district, currently residing in An Phu commune, Tuy Hoa city) for the crime of disturbing public order.

According to the investigation agency, at around 1:30 p.m. on May 31, Mr. Pham Ngoc Cuong drove a 78A-176.48 pickup truck carrying his 10-year-old son on the beach, from An Phu commune to the area in front of SaLa Resort (Ward 7, Tuy Hoa City). The car encountered quicksand and could not move, so Mr. Cuong hired a crane to pull the car up.

At 5:00 p.m. the same day, after the car was pulled out of the sinking area, Mr. Cuong continued to drive the car along the coast in the opposite direction to An Phu commune and continuously honked loudly, causing disorder and affecting the activities of residents and tourists.

Mr. Cuong's behavior was filmed by some people and posted on Facebook, causing public outrage, and asking authorities to strictly handle him.

Authorities determined that Mr. Pham Ngoc Cuong drove a pickup truck on the beach - an area that is not a traffic route - during the Doan Ngo festival, when many people and tourists were having fun and living. Mr. Cuong's continuous honking caused chaos, making many people fear accidents, especially with children, causing public outrage. This behavior is sufficient to constitute the crime of disturbing public order as stipulated in Clause 1, Article 318 of the Penal Code.
