Maintain the organization model and credit management method specific to the People's Credit Fund

On the morning of June 5, the Vietnam Bank for Social Policies (VBSP) held an online conference of the Board of Directors (BOD) working with the Board of Directors' representatives at all levels. Comrade Nguyen Thi Hong, member of the Party Central Committee, Governor of the State Bank, Chairwoman of the Board of Directors of VBSP chaired the conference. More than 20,000 delegates who are members of the Board of Directors' representatives at all levels nationwide attended.

In Phu Yen, comrade Ho Thi Nguyen Thao, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, and members of the Provincial Social Policy Bank's Board of Directors, and Social Policy Bank's Boards of Representatives of districts, towns, and cities attended.

In the first 5 months of 2025, the Board of Directors' Representatives at all levels closely followed the Board of Directors' resolutions and the Board of Directors' Representatives at higher levels to direct the VBSP at all levels to specify tasks and implementation solutions in accordance with local realities; promptly receive and resolve difficulties and problems that arise; proactively advise and propose to perfect credit investment mechanisms and policies; direct the mobilization of resources, balance and arrange local budgets entrusted through the VBSP to supplement loan capital, ensure sufficient capital sources for timely disbursement to poor households and policy beneficiaries...

In the first 5 months of the year, social policy credit capital supported investment in production and business, creating jobs for more than 404,000 workers, of which more than 4,500 workers went to work abroad for a limited period and nearly 2,600 people who completed their prison sentences found jobs; helped nearly 13,400 students in difficult circumstances borrow money to study; built more than 751,000 clean water and sanitation works in rural areas; built nearly 1,900 houses for poor households to stabilize their lives, nearly 4,100 social houses for low-income people... By May 31, 2025, the total outstanding policy credit balance reached VND 389,388 billion, an increase of VND 21,757 billion (5.9%) compared to 2024 with more than 6.8 million customers with outstanding loans.

In Phu Yen, in the first 5 months of the year, the revenue from policy credit loans in the province was nearly 891 billion VND; debt collection revenue was over 624.5 billion VND. Outstanding debt as of May 31, 2025 was over 5,084.7 billion VND, an increase of nearly 266.4 billion VND compared to the beginning of the year, a growth rate of 5.53%.

Implementing Resolution 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee, the VBSP has developed a plan to reorganize the apparatus to ensure streamlining, effective and efficient operations in accordance with the arrangement and organization of administrative units and local authorities.

At the conference, delegates gave their opinions and provided information on policy credit activities in the area. At the same time, they requested that after the arrangement and organization of administrative units, the organization model and management method of policy credit of the VBSP should be maintained; ensuring a network close to the people, serving the people most conveniently; ensuring the operation of the VBSP is smooth, effective, efficient and sustainable.

Speaking at the conference, comrade Nguyen Thi Hong highly appreciated the efforts of the Board of Directors and the VBSP at all levels in implementing policy credit activities in the first 5 months of this year. The Chairman of the Board of Directors of the VBSP suggested that in the coming time, when the whole country implements the restructuring of the political system, the VBSP needs to closely coordinate with the departments, ministries, branches, and socio-political organizations that receive the mandate to urgently study and handle problems related to mechanisms, policies, and entrusted activities, so as not to affect the implementation of policy credit at the grassroots level. At the same time, continue to implement related contents when implementing the restructuring of the political system and Resolution 60/NQ-TW...
