At the Tran Thuong Temple National Special Monument (Tran Hung Dao commune, Ly Nhan district, Ha Nam province), the inspection team worked with representatives of the local government and the Management Board of the Tran Thuong Temple National Special Monument to inspect compliance with legal regulations in the management and organization of festivals in Ha Nam province.

Every year, Tran Thuong Temple organizes two major festivals: the Festival of Distributing Offerings to Saint Tran on the night of the 14th and the morning of the 15th of the first lunar month; and the August Festival held from the 18th to the 20th of the eighth lunar month.
During the meeting, the Management Board of the historical site reported to the inspection team on the following issues: the implementation of management and organization of the festival in accordance with Decree 110/ND-CP; the issuance of decisions establishing and approving the operational regulations of the Management Board of the historical site; the work of publicizing and introducing the purpose, meaning, and value of the festival; the management of the protected area of the historical site and ensuring security, order, and social safety; regulations on recreational areas, service providers, and goods vendors in the festival area; environmental protection in the organization of the festival; and the management and use of revenue from the historical site.
During the on-site inspection of the historical site, in addition to noting positive changes, the Ministry's Inspectorate noted that the inner courtyard still contained many ceremonial items that did not meet aesthetic standards, and there was still the practice of accepting donations in kind such as decorative vases and altar lamps; and the use of candle holders within the inner courtyard was still observed.
At the Lảnh Giang Temple relic site, the inspection team worked with local representatives, the Lảnh Giang Temple Management Board, and the temple caretaker to inspect compliance with legal regulations in the management and organization of festivals in Hà Nam province.

The inspection team noted positive changes in festival management, including the model of "Lanh Giang Temple: Safe, Civilized, and Rich in National Cultural Identity," which was developed and placed under the direct guidance of the local Party committee and government to preserve and enhance the historical and cultural architectural values of the structures within the historical site; preserve, restore, and develop traditional local rituals and festivals within the historical site; preserve and develop intangible cultural heritage; and maintain the temple's religious culture according to traditional customs and practices, without superstition.
In addition, the inspection team also pointed out that at Lanh Giang Temple, the inner area still had many items used for rituals that did not meet aesthetic standards, candles were still being used inside the temple, and the electrical system did not meet fire safety requirements.
The inspection team requested strict monitoring and handling of emerging shortcomings and offensive incidents. They urged local authorities and the management boards of Tran Thuong Temple and Lanh Giang Temple to continue building on the achievements in festival management and organization in the past. In particular, they emphasized the need to strengthen coordination, enhance a sense of responsibility, and promptly address and rectify any issues or problems that arise during the festivals. They also stressed the importance of inspecting, monitoring, and strictly handling any offensive incidents.
Develop plans and scenarios, assign responsibilities, organize the festival according to the script, ensure security and order, traffic safety, fire prevention, traffic congestion prevention, and disaster prevention at the historical site. Plan for service stalls and shops, build a business culture, and sign commitments with business owners not to encroach on sidewalks and roads, and not to sell inappropriate goods; strictly prohibit the exchange of small denominations of money for profit at the historical site.
The inspection team emphasized that the People's Committee of the commune, the Management Board of the historical site, and the festival organizing committee must strictly implement the management of the historical site and organize the festival in accordance with the Law on Cultural Heritage and related legal documents. Donations in kind should not be accepted at the historical site. Revenue and expenditure should be managed properly according to the Circular of the Ministry of Finance .
