Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet said that in the coming time, the workload, requirements and responsibilities for the sectors and localities of the province are very large. The Provincial Party Committee members and key officials of the province need to promote the highest sense of responsibility for the assigned work, set an example, focus on good implementation to create a spread and motivate cadres and civil servants to work hard.

Many bright spots

Previously, focusing on discussing the situation of all aspects of work in the first quarter of 2025, the Provincial Party Committee Conference assessed that the province had carefully prepared the working contents with the Prime Minister's Working Group and the General Secretary's Working Group. Through the working sessions, the highest leaders of the Party and State gave instructions and conclusions, creating new development motivations, new spirit and confidence for Quang Nam to continue to strive to fulfill its tasks well in the coming time.

Among the bright spots in socio -economic development, according to the discussion opinions, on the basis of building a growth scenario and quite specific and effective management, it created quite good economic growth results in the first quarter. With an expected GRDP growth rate of 10.2% in the first quarter, this index is considered to create momentum for efforts to realize the growth target of 10% or more in 2025.

Along with that, the province focuses on implementing Conclusion No. 40 of the Prime Minister at the working session with Quang Nam; at the same time, continuing to remove difficulties and obstacles, attracting investment...

Among the perceived limitations, according to some discussions, the psychology and ideology of officials and civil servants are affected by the arrangement and merger, which will partly affect the common work in the first quarter of 2025.

Strive for double-digit growth

Concluding the conference, Provincial Party Secretary Luong Nguyen Minh Triet requested localities, agencies and units to focus on more effectively implementing Resolution No. 42, dated December 3, 2024 of the Provincial Party Committee on directions and tasks for 2025.

In particular, it is necessary to focus on implementing well the work of information, propaganda, dissemination, grasping the situation and public opinion related to the arrangement and streamlining of the political system's apparatus and the arrangement of administrative units. It is necessary to maintain strict discipline and administrative discipline to perform well the assigned tasks. Heads of agencies and units must set an example and perform well to create a spread among Party members and cadres.

Along with that, continue to direct the effective implementation of Resolution No. 18-NQ/TW of the Central Committee and the Project issued by the Provincial Party Committee. The Provincial Party Committee's Organizing Committee, the Provincial People's Committee Party Committee, and the Party Committees of provincial Party agencies focus all their efforts and resolutely carry out tasks under the Central Committee's direction related to the arrangement of the apparatus and the arrangement of administrative units at all levels.

To achieve double-digit economic growth, the Provincial Party Secretary emphasized the need to continue to resolutely implement solutions and operate according to the established scenario. In particular, focusing on reviewing, adjusting, approving, and implementing investment projects according to plans suitable to the situation; it is necessary to adjust public investment plans for urgent projects of the province. Focus on directing to ensure the progress of key projects (airports, seaports, national highways 14D, 14B... according to the requirements of the Prime Minister's Conclusion Notice No. 40).

The whole province focuses on handling projects that are behind schedule, prolonged, and wasteful; directs the continued handling of recommendations to remove difficulties for businesses. Accelerate the disbursement of public investment capital, compensation, site clearance, especially focusing on solving difficulties. Accelerate the construction progress of key projects, social housing, resettlement areas, etc.

Leave no "gaps, no waiting"

Closing the conference, Provincial Party Secretary Luong Nguyen Minh Triet reiterated the direction of General Secretary To Lam at the working session with the Standing Committee of the Da Nang City Party Committee and the Standing Committee of the Quang Nam Provincial Party Committee on March 29.

Accordingly, at the working session, the General Secretary affirmed: "The policy of merging at the provincial level, not organizing at the district level is a major strategic orientation of the Central Government that is being urgently implemented. This is a revolution, an institutional breakthrough, preparing for the 100-year vision of national development... Repositioning the natural economic development space, linking cultural history and geography, thereby expanding the development vision, forming an economic administrative entity with a large enough scale, strong enough governance capacity, and high competitiveness to deeply integrate into the national and global value chain. Reducing management levels, shortening work processing procedures to reallocate resources, focusing resources on priority areas, and orienting the construction of a new Da Nang - Quang Nam ensures that it becomes a growth pole of Vietnam and one of the cities with high competitiveness in the country and the Asia-Pacific region".

The Provincial Party Secretary requested that Party committees, authorities, agencies, units and localities focus on doing a good job of propaganda, dissemination, understanding, explanation and dialogue to create high consensus and unity among cadres, party members and people of all walks of life on the policy of arranging administrative boundaries and reorganizing the apparatus.

Grasp and promptly reflect the ideological situation and public opinion of cadres, party members, civil servants, public employees, and workers affected by the arrangement policy to propose and advise on appropriate solutions, especially the issue of resolving policies for cadres.

Along with that, encourage cadres to continue working with a high sense of responsibility, enthusiasm, striving to achieve the double-digit growth target, along with strengthening discipline and order in public service, not allowing work to be neglected due to the influence of the psychology of merger and organization arrangement. Do not allow "gaps or waiting periods" to affect the production and daily life of people and businesses. Pay attention to the role, responsibility, and set an example of the leader in complying with discipline, administrative discipline, and working regulations, ensuring the good implementation of assigned political tasks.
