Do not let the apparatus arrangement affect the organization of the 2025 high school graduation exam

The Prime Minister has just issued an official dispatch on organizing the High School Graduation Exam and general education entrance exam in 2025.

According to the telegram, 2025 is more special than previous years as it is the first year to organize the high school graduation exam and the first-level admission exam according to the 2018 General Education Program with many innovations; organized in the context that the whole country is implementing the arrangement and organization of the 2-level local government apparatus and changes in the arrangement of the inspection agency system; the number of candidates is higher; organizing for both students studying according to the 2018 General Education Program and students studying according to the 2006 General Education Program. Meanwhile, the use of high-tech devices to cheat in exams is increasingly sophisticated and complicated.

The Prime Minister assigned the Ministry of Public Security to ensure security for the graduation exam from central to local levels.

In order to organize the entrance exam and admission at the beginning of the school year safely, seriously, thoughtfully, smoothly, objectively, ensuring reliability and creating high consensus in society, the Prime Minister requests all levels, sectors and localities, according to their functions, tasks and authority, to focus on synchronously and effectively implementing tasks and solutions; strictly implementing Directive No. 37/CT-TTg of the Prime Minister on strengthening the direction, coordination and organization of the high school graduation exam and university and vocational education admission in 2025; promoting responsibility, being close in direction, being specific and thorough in organization and implementation, creating the most favorable conditions for candidates, families and educational institutions.

The Prime Minister requested the Provincial Party Committee Secretaries and City Party Committees and requested the Chairmen of the People's Committees of the provinces and centrally-run cities to take full responsibility for the preparation and organization of the exams and entrance exams in their localities; issue local implementation plans assigning specific tasks in the spirit of 6 clear principles: "Clear people, clear work, clear responsibility, clear authority, clear time, clear results" in conjunction with the national roadmap for implementing the Party and State's policy on arranging 2-level local governments.

The Prime Minister assigned the Ministry of Education and Training to preside over and coordinate with ministries, agencies and localities in reviewing directive documents and exam organization activities to provide specific and detailed instructions to localities and educational institutions to ensure close adherence to the practical situation in the context of restructuring and streamlining the apparatus; assign specific tasks, clearly specifying people, work, authority, responsibility, time and results for all stages and tasks throughout the organization process; closely monitor, proactively grasp the situation, promptly remove difficulties and obstacles for localities and arising issues.

The Prime Minister also assigned the Ministry of Public Security to develop a specific plan and direct professional units to coordinate with the education sector to organize the exam to ensure security, safety, consistency and smoothness from the central to local levels; strengthen the work of grasping the situation, preventing, detecting and handling violations of the law related to the exam.

The Government Inspectorate coordinates the inspection work to ensure compliance with regulations; the Ministry of Health ensures environmental hygiene, food safety, medical personnel and medicines; the Central Executive Committee of the Ho Chi Minh Communist Youth Union directs all levels of the Youth Union to participate in supporting candidates, candidates' families and ensuring order and safety during the exam.

Relevant ministries, agencies and localities, according to their functions, tasks and authority, closely coordinate with the education sector in organizing exams to ensure quality, safety, seriousness and compliance with exam regulations.
