Public housing needs enforcement mechanism

Including the content on public housing in the draft Law on Cadres and Civil Servants (amended) is a step that clearly demonstrates the humanity and responsibility of the State in ensuring working and living conditions for civil servants.

This is even more meaningful in the context of the upcoming merger of administrative units and provinces, which will force many officials and civil servants to work dozens, even hundreds of kilometers away from home.

In Clause 3, Article 10 of the draft Law on Cadres and Civil Servants (amended), the right to arrange and rent official housing for cadres and civil servants has been stipulated: "Cadres and civil servants are arranged and rented official housing according to the provisions of law and of competent authorities". Assessing this as a humane policy that has received much attention from the public, delegate Dang Bich Ngoc ( Hoa Binh delegation) stated that in reality, the arrangement and rental of official housing for cadres and civil servants still faces many difficulties. Therefore, the delegate suggested that it is necessary to specify in the law the arrangement and allocation of priority subjects, as well as the necessary conditions for localities to have a basis for effective implementation. “In the future, when implementing the policy of merging provinces, the staff and civil servants when working in the new locality will face many difficulties in terms of accommodation. Although the law clearly states the right to have public housing, if there is a lack of resources and specific implementation instructions, it will be very difficult to implement,” said delegate Dang Bich Ngoc.

Reality over the past years has shown that although there are many regulations on public housing, the implementation is still confusing and unsynchronized. Many places lack public housing funds or have seriously degraded houses; in some places, loose management has led to a distorted situation: Public housing has become a long-term residence for retired or transferred officials, causing waste and inequality.

In order for the regulations on public housing in the draft Law on Cadres and Civil Servants (amended) to be effective, it is necessary to clarify which subjects are eligible to be arranged and rented public housing, to avoid the situation of asking for and giving, giving priority to the wrong subjects. Along with that, it is necessary to clearly define the responsibilities between the Central and local governments in the construction, management, maintenance and recovery of public housing. When decentralization is clear, the Central and local governments have plans to mobilize resources and invest in infrastructure in accordance with actual conditions.

If the public housing policy is implemented promptly and to the right target, it will be a practical and sustainable policy, contributing to building a team of professional and dedicated civil servants in the new development stage.
