15 localities no longer have temporary or dilapidated houses

(Chinhphu.vn) - According to the report of the Ministry of Ethnic Minorities and Religions - the standing agency of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide (Steering Committee), as of May 7, 2025, there are 15 localities nationwide with no more temporary or dilapidated houses.

Specifically, 6 localities reported that there were no more temporary or dilapidated houses since the beginning of the Program implementation, including: Hanoi , Hai Phong, Quang Ninh, Vinh Phuc, Ho Chi Minh City and Ba Ria - Vung Tau.

There are 4 localities that have completed the elimination of temporary and dilapidated houses for all 3 groups of subjects: People with revolutionary contributions, households under 2 national target programs, and households under programs launched by the State. These localities are: Bac Ninh , Can Tho, Khanh Hoa and Tay Ninh.

In addition, 5 localities have announced the completion of the elimination of temporary and dilapidated houses for poor and near-poor households under the Launch Program, including: Thai Nguyen, Kien Giang, Binh Phuoc, Vinh Long and Tra Vinh. In these localities, there are still two groups of subjects that have not received full support due to lack of funding: People with revolutionary contributions and households under the 2 National Target Programs.

87,000 temporary and dilapidated houses removed in the past 2 months

Since the third meeting of the Steering Committee (March 10, 2025), the country has eliminated nearly 87,000 temporary and dilapidated houses, reaching an average of about 26 houses/locality/day. To date, the total number of temporary and dilapidated houses that have been supported to be eliminated nationwide is nearly 209,000. Of these, about 111,000 houses have been started and inaugurated, while 98,000 houses are under construction.

The rate of construction commencement and completion is currently about 77% of the total number of temporary and dilapidated houses that need to be treated for all three target groups. The group of poor and near-poor households under the Temporary and Dilapidated House Elimination Program has the highest implementation rate, with about 80% of the houses having been commenced and completed. Specifically:

Housing support for people with revolutionary contributions is 25,597 units (from the third meeting to now, an increase of 15,259 units), (reaching about 50.79%). Of which, the number of houses inaugurated: 11,303 units; the number of houses under construction or under construction: 14,294 units.

Housing support under the two National Target Programs is 59,293 units (an increase of 1,629 units since the third meeting) (reaching about 68.7%). Of which, the number of completed houses: 39,393 units; the number of houses under construction or under construction: 19,900 units.

Housing support under the Program to eliminate temporary and dilapidated houses is 124,097 units (an increase of 70,500 units since the third meeting) (reaching about 80%). Of which, the number of completed houses: 60,372 units; the number of houses under construction or under construction: 63,725 units.

Removing temporary and dilapidated houses is a very heavy and difficult task, so we must make great efforts, have great determination, and take drastic and effective actions; assign tasks according to the spirit of "5 clear" - clear people, clear work, clear results, clear progress, and clear responsibilities.

More than 61,800 houses need to be urgently built.

To basically complete the goal of eliminating temporary and dilapidated houses nationwide before October 31, 2025, more than 61,800 houses need to be urgently built. Of these, about 24,800 houses are for people with revolutionary contributions; 27,000 houses belong to the two National Target Programs; and more than 10,000 houses belong to the Temporary and Dilapidated House Elimination Program.

To ensure progress, localities need to focus on directing and implementing the work closely to the set plan. In particular, 18 provinces and cities that have committed to completing the work in September and October 2025 must speed up the progress, because these are localities with a large volume of work, while still facing many difficulties in terms of resources and implementation organization.

The report also proposes a number of key solutions to promote progress and bring the Program to the finish line on time:

Firstly, urgently submit to competent authorities to allocate funds to support the construction of houses for people with revolutionary contributions and relatives of martyrs so that localities can soon implement it.

Second, allowing localities to advance funds from local funds to support the above-mentioned subjects and repay them after the Central Government allocates the budget, on condition that the total amount of advanced funds does not exceed the local budget estimate reported to the Ministry of Construction and the Ministry of Finance.

Third, assign the Ministry of Construction to preside over reviewing, revising and supplementing guidance documents, ensuring that the housing support level under the two National Target Programs is consistent with the general provisions of the Program.

Fourth, agree on the principle of adjusting support funding from the mobilized funding source at the Launch Program and funding from the 5% savings source of regular expenditure in 2024, funding from the National Fund to join hands to eliminate temporary and dilapidated houses, and the Central "For the Poor" Fund in accordance with actual needs through local review.

At the same time, the Steering Committee and localities need to step up inspection and supervision work, promptly detect and remove difficulties and obstacles arising during the implementation process. It is expected that by the end of June 2025, the Program will be held a preliminary review to comprehensively assess the implementation situation, thereby adjusting and perfecting solutions in a more appropriate and effective manner.

Progress of commitment to eliminate temporary and dilapidated houses of localities:

- In May 2025, to practically celebrate the 135th birthday of the great President Ho Chi Minh, 6 more localities will complete the Program including: Son La, Ha Tinh, Binh Dinh, Ninh Thuan, Long An and Hoa Binh.

- In June 2025, it is expected that 16 localities will complete the Program, including: Lao Cai, Yen Bai, Bac Giang, Hai Duong, Thai Binh, Binh Thuan, Kon Tum, Binh Duong, Tien Giang, Ben Tre, Soc Trang, An Giang, Ca Mau, Ha Giang, Ha Nam, Lai Chau.

- The remaining 26 localities strive to complete the Program from July to the end of October 2025 (of which, 4 localities in July; 4 localities in August; 9 localities in September and 9 localities in October).
