Deputy Director of Hai Phong Department of Home Affairs Hoang Van Duc informed the above information at the Press Conference organized by the Propaganda and Mass Mobilization Department of Hai Phong City Party Committee in coordination with the Department of Culture, Sports and Tourism of Hai Phong, and the Hai Phong Journalists Association on the afternoon of May 29.
At the Conference, the leaders of the Department of Home Affairs also informed about the results of the implementation of the arrangement of administrative units at all levels and the construction of a 2-level local government organization model in Hai Phong City.
Accordingly, implementing the Conclusions of the Central Executive Committee, the Politburo , the Secretariat, the National Assembly Standing Committee, the Government; the City Party Committee, the City Party Committee Standing Committee, and the City People's Committee promptly issued documents to lead, direct, organize, and implement the task of arranging administrative units at all levels and organizing local governments at 2 levels with a spirit of urgency, determination, and promoting the spirit of initiative, "running and lining up at the same time". The City Party Committee has agreed and issued Resolution No. 19 dated April 26, 2025 on the arrangement of commune-level administrative units of Hai Phong City in 2025 and Resolution No. 20 dated April 26, 2025 on the merger of Hai Duong province and Hai Phong City.
On that basis, the Department of Home Affairs advised the City People's Committee to complete the draft Project on rearranging commune-level administrative units of Hai Phong City in 2025 and the Project on merging Hai Duong province and Hai Phong City; submitted to the City People's Council for approval on April 28, 2025 with a 100% approval rate. Immediately after that, the Department completed the Project dossier to report to the City People's Committee, submitted to the Ministry of Home Affairs and the Government from April 29, 2025.

On May 9, 2025, the Government issued Document No. 380 on the arrangement of commune-level administrative units of Hai Phong City (new) in 2025 to the National Assembly Standing Committee for consideration and decision, and Document No. 404 on the arrangement of provincial-level administrative units in 2025, including the merger of Hai Duong province and Hai Phong City to the National Assembly for consideration and decision.
Regarding the plan to merge Hai Duong province and Hai Phong city, after the arrangement, Hai Phong city has a natural area of 3,194.71 km2, a population of 4,664,124 people, and 114 administrative units. The political and administrative center of the administrative unit formed after the arrangement is located in Hai Phong city today.
Regarding the plan to reorganize the apparatus, it will be arranged on the basis of merging agencies and units with similar functions of the Hai Duong Provincial Party Committee and the Hai Phong City Party Committee. After the merger, Hai Phong City will have 14 departments, including: Department of Home Affairs; Department of Health; Department of Justice; Department of Agriculture and Environment; Department of Industry and Trade; Department of Culture, Sports and Tourism; Department of Finance; Department of Science and Technology; Department of Construction; Department of Education and Training; Department of Foreign Affairs (special department); Office of the City People's Committee; City Inspectorate; Hai Phong Economic Zone Management Board.
Regarding the plan and roadmap for the arrangement of cadres, civil servants, public employees, and workers, after the arrangement, the maximum number of cadres, civil servants, and public employees shall not exceed the total number of cadres, civil servants, and public employees present in Hai Duong province and Hai Phong city before the arrangement (as of May 1, 2025, the total number of cadres, civil servants, and public employees is 28,543 people). The city will streamline the payroll in conjunction with restructuring and improving the quality of the cadres, civil servants, and public employees, ensuring that within 5 years, the arrangement is basically in accordance with regulations.
In addition, to ensure working conditions for cadres, civil servants, public employees and workers of Hai Duong province, Hai Phong city is studying the arrangement of railway and road vehicles; considering supporting travel expenses to ensure the most convenience for cadres, civil servants, public employees and workers of Hai Duong province to work at the Political - Administrative Center of Hai Phong city. At the same time, implementing solutions such as: arranging public housing, temporary leasing of social housing; speeding up the progress of social housing and commercial housing projects; locally adjusting planning, increasing the supply of social housing in suitable locations; ...
The city will continue to use and upgrade the routes connecting the center of Hai Phong city and the center of Hai Duong province. Research and invest in building a traffic route connecting Hai Duong province and Hai Phong city, with a scale commensurate with the position and stature of Hai Phong city after the merger...
