Deputy Minister of Education and Training Pham Ngoc Thuong said that the 2025 high school graduation exam has many new points. This is the first exam to be conducted according to the 2018 general education program, while there are still about 25,000 candidates taking the exam according to the 2006 general education program. In particular, the exam is being held in the context of the implementation of the two-level local government arrangement, the department inspectors, the ministry inspectors, and the branches are also arranged to the Government Inspectorate, the district police are assigned to the commune police... which also impacts and affects the exam.

Regarding the preparation for the exam, Director of the Department of Quality Management Huynh Van Chuong said that in previous years, the exam papers were printed on A4 size, so each exam paper usually had 4 to 5 pages, causing difficulties in printing and the risk of missing pages. Therefore, this year, the exam papers will be changed to A3 size to make printing easier, minimizing the risk due to the reduction in the number of pages.

For the component subjects in the combined exam, instead of being present 10 minutes before the exam time as before, candidates taking only the second subject will have to be present from the beginning of the exam and wait in the waiting room before entering the exam room. In addition, the break time between the two component subjects in the combined exam has also been adjusted to increase from 10 minutes to 15 minutes, giving candidates more time to prepare.

Faced with concerns about technological cheating, Deputy Minister Pham Ngoc Thuong said that ensuring security and safety for the exam is always a top priority. The Ministry has proactively coordinated with the Ministry of Public Security 's professional departments to provide training on these contents, especially high technology, using AI to cheat, with the motto of taking prevention as the main focus. Places where cheating is likely to occur, exam rooms are all carefully reviewed and inspected to ensure maximum safety.

In the coming time, the Ministry of Education and Training will establish inspection teams led by the Ministry's leaders to inspect the exam preparation work of the provinces. It is expected that from June 1 to 16, Deputy Prime Minister Le Thanh Long will also directly head the inspection team of some localities. From June 16 to 20, the Ministry of Education and Training will organize an online conference between the National Steering Committee and the Steering Committees of provinces and cities for this work. Unlike previous years, the conference is expected to be chaired by the Prime Minister or Deputy Prime Minister instead of the Head of the National Steering Committee for the exam.

At the same time, Minister of Education and Training Nguyen Kim Son issued an official dispatch directing the Standing Committees of the provincial and municipal Party Committees directly under the Central Government on the organization of the 2025 high school graduation exam to take place safely, seriously, and in accordance with regulations. Accordingly, the Standing Committee of the Party Committee of the Ministry of Education and Training respectfully requests the Standing Committees of the provincial and municipal Party Committees directly under the Central Government to focus on leading and directing the People's Committees at all levels, departments, branches, sectors, unions and related organizations and individuals of the localities to urgently carry out a number of specific tasks.

That is, direct the provincial People's Committees, Party committees, authorities and relevant organizations and agencies to closely and effectively coordinate with the local education sector to carefully prepare necessary conditions, have contingency plans for all unusual situations, and not let any stage of the exam go without close management and supervision and without someone taking responsibility.

Direct the Exam Steering Committee, relevant departments, agencies and sectors participating in organizing the exam to develop a plan at the local level, have a specific plan and promote responsibility and close supervision; have a specific assignment of tasks with clear people, clear work, clear authority, clear responsibility, clear time, clear results; ensure that all stages throughout the exam organization process must have responsible organizations and individuals associated with the national roadmap to implement the Party and State's policy on arranging 2-level local government. Create the most favorable conditions for candidates, families and educational institutions.

Directing professional units of the provincial and communal police to develop plans and arrange forces to ensure absolute security and safety for the exam; promptly detecting and preventing illegal equipment and items from entering the exam room, especially high-tech equipment used for cheating purposes; promptly handling all negative acts or spreading false or inaccurate information that causes public confusion, contributing to ensuring discipline and fairness in the exam.

In fact, despite warnings from authorities, almost every year there are people spreading false information related to exams. Last year, right before the high school graduation exam, some groups and forums on social networks shared and spread false information about "leaking the 2024 high school graduation exam". The Ministry of Education and Training discussed and requested the Ministry of Public Security to support the verification of the person posting the false information.
