The project to merge Hai Duong province and Hai Phong city has achieved many important results.

Careful preparation, smooth coordination and efficiency

Closely following the tasks in the plan and conclusions of the Standing Committee of Hai Duong Provincial Party Committee and the Standing Committee of Hai Phong City Party Committee, the time of the two localities has focused on consulting and implementing the plan to coordinate the implementation of the Project to merge Hai Duong province and Hai Phong city.

Accordingly, the Standing Committees of the two local Party Committees have also completed the Summary Report on the drafting of the Political Report (first time) to be submitted to the Hai Phong City Party Congress for the 2025-2030 term after the merger, ensuring the progress set out according to the requirements of the Central Committee and the Standing Committees of the two local Party Committees.

Regarding the project to reorganize the apparatus, cadres, civil servants, public employees, and workers of agencies and units, the two localities have completed a comprehensive review of the district and commune levels; advised on the implementation of personnel review and assessment to serve the requirements of personnel work when merging and consolidating the newly established provincial and commune levels.

According to the summary, after the province's merger, the total number of cadres, civil servants, public employees, and workers who need to commute to work every day from Hai Duong to Hai Phong is 2,893 people. Relevant agencies and units have counted the number of needs for renting and buying social housing, public housing, and commercial housing for employees in Hai Duong province, and proposed plans to arrange public transportation and road traffic projects connecting Hai Duong - Hai Phong.

Along with that, to perfect the organization of agencies and units in a synchronized manner, Hai Duong province and Hai Phong city have agreed to merge 24 departments of the two localities into 12 departments; merge 2 organizations equivalent to departments of the two localities, namely Hai Phong Economic Zone Management Board and Hai Duong Industrial Zone Management Board into 1 organization, keeping the specific Department, Hai Phong Department of Foreign Affairs. At the same time, it is expected that after the arrangement, the organization within the departments and branches will have 111 offices, reducing 103 offices, reducing 31 public service units directly under the departments, branches, from 210 units to 179 units.

For public service units of the People's Committee of Hai Phong city and Hai Duong province, it is expected that after the rearrangement, there will be 11 units, a reduction of 2 units. The maximum number of personnel after the rearrangement will not exceed the total number of personnel present before the rearrangement. Staff reduction will be carried out in conjunction with restructuring and improving the quality of the team according to the roadmap, ensuring that within 5 years, the number of staff will basically comply with regulations.

Time is running out, the workload is huge

At the conference, delegates also focused on discussing and giving opinions on a number of indicators in the Draft Political Report submitted to the Hai Phong City Party Congress for the 2025-2030 term to suit the city's development practices after the merger and to discuss and clarify issues arising during the implementation process.

Speaking at the conference, Secretary of Hai Duong Provincial Party Committee Tran Duc Thang highly appreciated the coordination between the two localities in implementing the merger project, which has achieved important results, ensuring the quality and progress set out. Hai Duong has basically completed the tasks of arranging and organizing the apparatus, while continuing to promote socio-economic development, ensuring the completion of the set targets, including the growth target of 10.2% assigned by the Government and the disbursement of public investment capital reaching 100% of the year.

The Secretary of the Hai Duong Provincial Party Committee requested the drafting department to absorb the opinions of the delegates for integrated research when drafting the Political Report to be submitted to the City Party Congress for the 2025-2030 term. The Secretary of the Hai Duong Provincial Party Committee emphasized that there is not much time left, the workload is very large, and Hai Duong province will commit to continue to closely coordinate, speed up progress, and ensure the quality of completion of work to build a new Hai Phong City to develop even more strongly.

Concluding the conference, Hai Phong City Party Secretary Le Tien Chau requested the leaders of the two localities to focus on leading and directing the contents that have been achieved, paying attention to the progress, content and quality of work, especially the new instructions of the Central Government. Continue to strengthen information and propaganda work to create consensus among cadres, party members and people of the two localities when implementing the merger of Hai Duong province and Hai Phong city.

Regarding the Political Report submitted to the Hai Phong City Party Congress for the 2025-2030 term, the Secretary of the Hai Phong City Party Committee noted that it is necessary to fully acknowledge the achievements of Hai Duong province and Hai Phong City in the 2020-2025 term; at the same time, evaluate and propose solutions to promote development, promote the potentials and advantages of each region of the new Hai Phong City when the development space is expanded. The Party Congresses of communes and wards after the rearrangement need to identify realistic goals, tasks and solutions for the next term, ensuring contributions to achieving the growth target of the new Hai Phong City...

The Secretary of the Hai Phong City Party Committee also requested the Hai Phong City Party Committee's Propaganda and Mass Mobilization Commission to preside over and coordinate with the Hai Duong Provincial Party Committee's Propaganda and Mass Mobilization Commission to review and complete the project on building a socialist model associated with socialist people in Hai Phong City after the merger. The Hai Phong City Party Committee and the Hai Duong Provincial Party Committee will study and calculate additional resources for implementation in Hai Duong province.

The Hai Phong City Party Committee coordinated with the Hai Duong Provincial Party Committee to complete the development of a travel support plan for officials, civil servants, and employees in Hai Duong to work in Hai Phong City. The Hai Phong City Party Committee Secretary requested departments and branches to continue working with investors of social housing and commercial housing projects to commit to giving priority to officials working in Hai Phong. At the same time, speed up the investment, upgrading, and renovation of existing connecting traffic routes between Hai Duong and Hai Phong to facilitate people's travel and open up new development space for Hai Phong City.
