Vietnam announced at COP 26 that it will achieve net zero emissions by 2050. Many policies and regulations have been issued to promote the economy towards green development and environmental sustainability. However, effective implementation depends on local governance capacity.
According to economic experts, Quang Nam 's commitment and high initiative in the sustainable development plan will be an opportunity for the locality to access investment capital from the shift of donors when doubling finance for climate change and green growth.
The government will have enough resources to create an infrastructure system (technical and social infrastructure), which can selectively attract investment, develop a circular economic model, high technology..., but it is very difficult to control or openly question the green technology certificates of investors planning to implement projects locally.
In reality, green industry activities are costly. The vast majority of green industry business models are untested or unpopular.
The current financial mechanism is proving difficult to finance or finance green industry activities. The intervention of public authorities to make green financial mechanism achieve economic growth and improve the environment is necessary.
However, to be effective, business support programs require large financial resources and in-depth specialized knowledge; the public budget can only provide for green investment and procurement. And business finance for this activity largely depends on the "capital sponsorship" of the banking system.
Many countries around the world have imposed stricter regulations on imported goods. The green trend has shaped new rules of the game, forcing businesses oriented towards exporting to the world market to change, redirect investment, and produce at higher costs.
According to a survey by VCCI, on average, export enterprises have to spend 1.4% of total operating costs to carry out greening activities, compared to 1% or much less for enterprises supplying products in the domestic market.
In Quang Nam, the number of exporting enterprises accounts for only about 10 - 20% of the total number of enterprises facing the pressure to transform. The remaining enterprises will be much less concerned about the pressure to transform green.
It is understandable that the highest goal of a business is profit. Surveys show that businesses will only really be motivated to invest heavily and switch to green production and business processes when the market appreciates and accepts green products with higher prices than products in the same segment produced by conventional processes and technologies. What is really necessary is not only that businesses are convinced to switch, but that consumers also need to be aware of the importance of environmentally friendly production and business.
Since then, more and more consumers have chosen to trade off short-term spending benefits to contribute to creating long-term environmental sustainability, forcing polluting businesses and low-quality products to take responsibility for their production and business activities. Then it is not difficult to see the entire economy operating and transforming towards green production and business.
