Do not let the apparatus arrangement affect the 2025 graduation exam

The 2025 high school graduation exam is more special than previous years: It is the first year to organize the high school graduation exam (referred to as the exam) and the first-level generaleducation enrollment (referred to as the first-level enrollment) according to the 2018 General Education Program with many innovations.

The exam was held in the context that the whole country was arranging and organizing the two-level local government apparatus and changing the arrangement of the inspection agency system; the number of candidates was greater.

The exam is also held for both students studying under the 2018 General Education Program and students studying under the 2006 General Education Program. Meanwhile, the use of high-tech devices to cheat in the exam is increasingly sophisticated and complicated.

In order to organize the Exam and admission at the beginning of the school year safely, seriously, thoughtfully, smoothly, objectively, ensuring reliability, creating high consensus in society, the Prime Minister requests all levels, sectors, and localities, according to their functions, tasks, and authority, to focus on synchronously and effectively implementing tasks and solutions to organize the Exam and admission at the beginning of the school year; strictly implement Directive No. 37/2024 of the Prime Minister on strengthening the direction, coordination, and organization of the high school graduation exam and university and vocational education admission in 2025; promote responsibility, be close in direction, be specific and thorough in organization and implementation, and create the most favorable conditions for candidates, families, and educational institutions.

The Deputy Prime Minister requested the Secretaries of Provincial and Municipal Party Committees and requested the Chairmen of the People's Committees of provinces and centrally-run cities to take full responsibility for the preparation and organization of the Examination and admission to the first level in their localities; issue local implementation plans assigning specific tasks in the spirit of "clear people, clear work, clear responsibility, clear authority, clear time, clear results" in conjunction with the national roadmap for implementing the Party and State's policy on arranging two-level local governments.

Directing Party committees at all levels, authorities and relevant organizations in the area to effectively coordinate with the Education sector to carefully prepare necessary conditions, have contingency plans for all unusual situations, and not let any stage of the Exam and admission at the beginning of the school year occur without close management and supervision and without a responsible person.

Direct the Provincial Inspectorate to urgently develop inspection and examination plans at all stages and steps, especially the stage of assigning responsibilities to participating organizations and individuals; pay attention to ensuring that the activities of relevant agencies and units in organizing the Examination and admission at the beginning of the school year are not affected.

The Ministry of Education and Training is assigned to preside over and coordinate with ministries, agencies and localities: Continue to review guiding documents and activities on organizing the Exam to provide specific and detailed instructions for localities and educational institutions to ensure close adherence to the practical situation in the context of restructuring and streamlining the apparatus; assign specific tasks, clearly define people, work, authority, responsibility, time and results for all stages and tasks throughout the organization process.

Closely monitor, proactively grasp the situation, promptly remove difficulties and obstacles for localities and issues arising during the Examination and admission at the beginning of the school year.

Continue to review, promptly direct and guide localities to have plans to inspect the preparation and organization work; focusing on stages with potential risks of negativity, fraud, and insecurity in the Examination and admission at the beginning of the school year.

Carefully review all stages, steps, tasks, and content in the 2025 high school graduation exam to ensure absolute accuracy, safety, and appropriate differentiation.

Actively coordinate with the Central Propaganda and Mass Mobilization Department to do a good job of communication work with the spirit of providing correct, complete, objective and timely information so that parents, students and the whole society can clearly understand and reach high consensus in organizing the Exam.

The Ministry of Public Security is assigned to develop a specific plan and direct professional units to coordinate with the Education sector to organize the Exam to ensure security, safety, consistency, and smoothness from the central to local levels; strengthen the work of grasping the situation, preventing, detecting, and handling violations of the law related to the Exam.

The Government Inspectorate closely coordinates with the Ministry of Education and Training to direct and provide specific guidance to localities and relevant agencies on inspection work to ensure compliance with regulations, facilitating the preparation and organization of the Exam.

The Ministry of Health is responsible for developing plans, solutions and providing specific instructions in coordinating the organization of the Exam to ensure consistency and smoothness from the central to local levels in environmental sanitation, food safety, and preparation of human resources, materials and medical equipment to serve the examination and treatment of students, staff and teachers participating in and organizing the Exam.

The Deputy Prime Minister requested the Central Executive Committee of the Ho Chi Minh Communist Youth Union to direct all levels of the union to participate in supporting candidates, their families, and ensuring order and safety during the exam.
