TCCS - On July 1, 2025, Quang Ngai province officially merged with Kon Tum province, marking an important milestone in the new development journey. Outstanding results in socio -economic development in the period 2021 - 2025

In the context of the world and the country facing many difficulties and challenges such as the COVID-19 pandemic, global economic recession, natural disasters, etc., but with the spirit of solidarity, joint efforts, unanimity, creativity and high determination, great efforts, the Party Committee, government, business community and people of Quang Ngai province and Kon Tum province (before the merger) have strived to overcome difficulties and challenges, maintain stable growth, achieve important and comprehensive results in socio-economic fields, improve people's lives, and contribute to the overall development of the country.

The gross regional domestic product (GRDP) of Quang Ngai province after the merger will reach about 92,813 billion VND, an average increase of 7.30%/year, ranking 10/34 provinces and cities nationwide. The economic scale by 2025 will reach 188,701 billion VND (at current prices), ranking 23/34 provinces and cities nationwide. The proportion of industry - construction and services accounts for 70.3% of GRDP. In 2025, the average GRDP per capita is estimated at 3,979 USD; the average income per capita is estimated at 54.89 million VND/person/year, an average increase of 9.4%/year. Social labor productivity at comparable prices is estimated at 91 million VND/worker, an average increase of 5.9%/year. Every year, the state budget revenue exceeds the target assigned by the Central Government. Total state budget revenue in the area in 5 years is estimated at 170,204 billion VND. Total social investment capital in 5 years at current prices is about 347,471 billion VND.

In that general development, industry is the main driving force, developing strongly with an estimated production value of 185,401 billion VND in 2025, an average increase of 10.72%/year. With available potential, along with open mechanisms and policies, Dung Quat Economic Zone, Bo Y International Border Gate Economic Zone and other industrial parks in the province have attracted many large projects, becoming attractive destinations for investors, contributing to the construction of the National Oil Refinery and Energy Center, ensuring energy security. Agriculture, forestry and fishery are focused on sustainable and organic development; the production value in 2025 is estimated at over 31 trillion VND, an average increase of 4.7%/year. The One Commune, One Product (OCOP) program is increasingly going into depth, OCOP products such as Ly Son onions and garlic have famous brands both domestically and internationally; livestock farming has shifted strongly to a concentrated direction; In forestry, the forest coverage rate reached 59.45%, with more than 4,000 hectares of Ngoc Linh ginseng forests. In particular, the province focuses on raising public awareness in exploiting aquatic products towards the goal of sustainable development. Diversified development services, production value in 2025 is estimated at 50 trillion VND, an average increase of 6.05%/year. Export turnover in 2025 reached 3,653 million USD, an average increase of 16.6%/year.

Tourism has a new development, with Ly Son and Mang Den tourist destinations being the center, attracting 4.9 million visitors/year, earning 2,640 billion VND in revenue. Located at an altitude of more than 1,200m above sea level, Mang Den has a cool climate all year round, vast pine forests, and is currently being planned as a high-class eco-tourism and resort urban area. Ly Son Special Zone has a wild, charming beauty, preserving many ancient cultural sediments and unique cultural festivals. With its available natural advantages, Quang Ngai tourism will have a comprehensive attraction with unique destinations, such as geological heritage, marine culture, Ly Son island and the beautiful ecosystem and landscape of Mang Den.

The local socio-economic infrastructure has been invested in, implementing many important national and provincial projects, such as the North-South Expressway, the Dung Quat - Sa Huynh coastal route, the Hoang Sa - Doc Soi road, the bridge and the road at both ends of the bridge from the Ia Chim commune tourist wharf to the traffic road connecting with provincial road 675A of Ya Ly commune... The electricity infrastructure has been constantly upgraded, implementing many hydropower, solar power and wind power projects with a total capacity of 1,191MW. The investment environment has been increasingly improved, attracting 188 domestic projects with a total capital of 122 trillion VND and 23 projects with foreign direct investment (FDI), with a total registered capital of 770 million USD. The province is continuing to promote administrative reform, infrastructure development and investment promotion to attract more high-value projects with modern technology.

Attention is paid to preserving and promoting tangible and intangible cultural heritages, especially the unique cultural values ​​of ethnic minorities, creating a diverse, unique and rich cultural space. The quality of education has been improved, preschool education has been universalized and the foundation is solid, the rate of trained workers has reached 63.96%. Healthcare has been increasingly improved, 100% of communes have met national standards, reaching a rate of 9.66 doctors/10,000 people, the rate of people participating in health insurance has reached 95.17%. Hunger eradication and poverty reduction work has been implemented synchronously and drastically, the rate of poor households has decreased by an average of 2.17%/year, in mountainous areas by 4.64%/year. During the 2020 - 2025 term, the two provinces have completed the Program to eliminate temporary and dilapidated houses with 9,071 houses on schedule. The number of employed people increased, the rate of labor in agriculture decreased to 41.29%. State management of science and technology was strengthened. Start-up and innovation activities achieved positive results, including support for 68 start-up projects with a total budget of VND 5,115 billion.

The results achieved in the 2021 - 2025 period are a solid foundation for the new period, aiming to make Quang Ngai province a fairly developed locality by 2030 and a premise for the whole country to confidently enter a new era - the era of national prosperity and prosperity.

Besides the achieved results, after the merger, Quang Ngai province still has some difficulties and challenges that need to be focused on directing and operating to resolve:

1- Regarding the management area. The large area not only creates opportunities to improve the management capacity of the leadership team, but also poses challenges for management activities, especially in the field of education and training. After the merger, the whole province has 925 educational units and establishments (1) . The total number of cadres, teachers and employees in the whole sector is 31,493 people; the total number of students in the whole province is about 455,926 students.

The high level of unity in leadership and direction has created a solid foundation for the implementation of educational policies and guidelines, along with the consensus and active support from the staff, teachers and employees, which has significantly contributed to the effective and sustainable realization of the common orientation. In addition, the similarities in population characteristics and socio-economic conditions between the two localities have created favorable conditions for coordination and experience sharing in the management, operation and development of the education system. The closeness in practical context helps the two localities easily access, learn and flexibly apply appropriate educational governance models.

However, with a large area, stretching from border communes to Ly Son special economic zone, Quang Ngai province is facing many challenges in educational development. Socio-economic conditions are still difficult. Reorganizing the management apparatus at the Department of Education and Training faces many obstacles due to the lack of staff. The difference in facilities, quality of teachers and student qualifications between regions in the province is still a difficult problem. Without a policy of resource allocation and reasonable regulation, it will lead to uneven development between regions.

Currently, the teaching staff in Quang Ngai province basically meets the requirements for teaching and learning at all levels. However, at preschool and primary levels, there is still a shortage of teachers in some specific subjects, such as Fine Arts, Music, Information Technology; At secondary and high school levels, there is still a shortage in some units. The poverty rate in ethnic minority and mountainous areas is still high, the quality of poverty reduction is not really sustainable, and there are many difficulties in facilities, especially in terms of traffic infrastructure, teaching and learning equipment, etc.

2- Connecting for synchronous development. The merger creates opportunities to expand economic development space, connect coastal plains with mountainous areas, promote economic corridors, but the two provinces still have some differences. Quang Ngai province (old) has strengths in industry and services, while Kon Tum province has strengths in agricultural and forestry development, so after the merger, it requires a synchronous development strategy; investment in infrastructure, especially inter-regional transport, to exploit the tourism and economic potential of both regions. On the other hand, the economic structure has not shifted synchronously; industrial products are still lacking in diversity; some potential industries such as supporting industry, high-tech agriculture, high-quality services have not yet formed clear growth drivers.

3- Green transformation needs to be associated with digital transformation, requiring large financial resources and high-quality human resources . Quang Ngai province identifies the need for investment in completing and synchronizing the technical infrastructure system for collecting and treating industrial waste, domestic waste, etc. in accordance with the provisions of the Law on Environmental Protection. The capital for investment in environmental pollution treatment systems is very large, while most enterprises in the province are small and micro-sized.

Development orientation of Quang Ngai province in the coming time

After the merger, Quang Ngai province has a natural area of ​​14,832.6 km², ranking 5th in the country, located right in the center of the East-West economic corridor, with a 129 km long coastline to the east, bordering the Lao People's Democratic Republic to the west, with 96 commune-level units (86 communes, 9 wards and 1 Ly Son special zone); the population is 1,861,700 people, including 43 ethnic groups. The merger is not simply a matter of rearranging the organizational apparatus, but also opens up new development space, creating space and momentum for rapid and sustainable socio-economic development, an opportunity to restructure administrative governance to spatial planning; from resource allocation to infrastructure system organization; from local thinking to regional thinking, in order to improve operational efficiency, service quality for the people and competitiveness in the context of a rapidly moving world.

Key tasks and solutions to unlock resources and take advantage of new development space of Quang Ngai province after the merger

With outstanding opportunities and advantages, solidarity and unity in the political system, innovation in governance with digital technology, the companionship of businesses and people of all ethnic groups in the province and the attention and support of the Central Government, Quang Ngai province is determined to strive to become a fairly developed province by 2030, becoming an important growth pole in the Central Highlands region, contributing to the successful implementation of the Resolution of the 1st Quang Ngai Provincial Party Congress, term 2025 - 2030 and the Resolution of the 14th National Party Congress. To effectively implement the above-mentioned goals, it is necessary to synchronously and drastically implement the following tasks and solutions:

Firstly , focus on resolutely and effectively implementing the four resolutions of the Politburo - the "four pillars" (science and technology development, international integration, institutional improvement and private economic development). Restructuring the economy, establishing a new growth model with a focus on improving productivity, quality, efficiency, added value and competitiveness of the economy, promoting industrialization and modernization, taking science, technology, innovation and digital transformation as the main driving force. Encourage the start-up movement in the fields of circular agriculture, smart agriculture, and digital agriculture. Prioritize the development of organic agriculture, associated with building brands according to geographical names and regional specialties; forestry economy, medicinal economy, with a focus on growing Ngoc Linh ginseng and endemic precious medicinal species, fruit trees, cold-climate vegetables and flowers, Ly Son garlic, and industrial crops. Develop at least 5 strong regional agricultural product brands, capable of exporting or leading the domestic market.

Fifth , develop rapidly, diversify types of services, high-quality service products with high added value. Form a tourist route connecting forests and seas on the basis of promoting the diversity of cultural identities of each region, ethnic minorities, historical and cultural relics, and landscapes imbued with the identity of the Central Highlands. Develop My Khe tourist area to soon be recognized as a national tourist area; develop Mang Den tourist area into an eco-tourism and resort center. Attract strategic investors to invest in large-scale, high-quality urban - service - resort and entertainment complexes along the Dung Quat - Sa Huynh coastal route, Ly Son special zone, Thach Bich - Nui Chua tourist area, Ca Dam mountain,...

Focus on urban development associated with breakthroughs in technical and social infrastructure, landscape architecture towards ecological, civilized, smart, modern urban areas, adapting to climate change; urban development in the direction of public transport (TOD).

Seventh , continue to improve the investment environment. Create a clear change in administrative and business procedure reform; promote cutting, simplifying, and reducing administrative procedure costs, facilitating investment, production, and business activities of enterprises and people. Remove bottlenecks, clear, liberate, mobilize, and effectively use resources; encourage creative startups and digital transformation. Expand investment in the form of public-private partnerships.

Eighth , develop human resources, high-quality human resources. Improve the quality of education, training, and human resource development to meet the needs of the labor market. Create an attractive working and living environment to attract talents, experts, and scientists to work in Quang Ngai. Strengthen short-term vocational training to meet labor needs in tourist areas, economic zones, and industrial parks.
