C PEDAGOGICAL INDICATORS RELATED TO TRAINING ORDERING
As Thanh Nien reported, Dong A University recently sent a notice to candidates applying for pedagogical majors that the school will not enroll in these majors this year, even though some candidates were informed that they had been admitted based on their academic records. According to the candidates' reflection, the school explained the reason to them: "The Ministry of Education and Training is temporarily suspending enrollment in pedagogical majors at a number of schools across the country to seek opinions on adjusting Decree 116 of the Government (the decree regulating the policy of supporting tuition fees and living expenses for pedagogical students - PV)".
Speaking to Thanh Nien reporter, Dr. Do Trong Tuan, Vice Principal of Dong A University, said that every year, when the admission period comes, the Ministry of Education and Training grants the school quotas. This year, the school has registered its quotas and candidates have registered on the Ministry of Education and Training's admission software. However, due to the adjustment of Decree 116 of the Government, the Ministry of Education and Training has not yet granted enrollment quotas for the two majors of preschooleducation and primary education. "On the evening of August 18, when there was information about the enrollment of the two majors of preschool education and primary education from the Ministry of Education and Training, the school's admissions council met to discuss the plan and immediately notified the candidates so that they could be proactive," said Dr. Tuan. Dr. Tuan even recommended that relevant units should promote the contribution and amendment of Decree 116 for early promulgation and also "resolving difficulties" for teacher training schools.

However, when answering Thanh Nien reporters, Ms. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training), affirmed that the fact that many universities this year were not assigned enrollment quotas for pedagogical majors has nothing to do with the proposal to consider amending Decree 116. Currently, the assignment of training quotas for pedagogical majors to schools is still taking place normally; many schools have been assigned quotas. Some schools were not assigned quotas (including Dong A University) because they were related to the placement of pedagogical training orders by localities. Specifically, because many localities did not place orders for pedagogical training this year, the consequence is that there is no source of money to pay tuition and living expenses for pedagogical students, so the Ministry of Education and Training cannot assign additional quotas beyond the assigned quotas.
THE ADMISSION ANNOUNCEMENT IS WRONG WITH THE TARGET NOT BEING ASSIGNED
According to Ms. Nguyen Thu Thuy, the enrollment regulations stipulate that training institutions are responsible for determining enrollment quotas according to the regulations of the Ministry of Education and Training. According to Circular 03/2022/TT-BGDDT issued by the Ministry of Education and Training on January 18, 2022, regulating the determination of enrollment quotas for university, master's, doctoral degrees and enrollment quotas for college in preschool education, for majors in the teacher training group, the Ministry of Education and Training determines and announces enrollment quotas for each training major at the college level, university level in the regular form based on the training capacity of the training institution, the needs of localities and the whole country.
Accordingly, the assignment of quotas is determined annually, there is no such thing as following "customs" to assume that if quotas were assigned last year, they will also be assigned next year, or if quotas were assigned last year, they will also be assigned next year. "If there is a university that has not been assigned a quota for teacher training enrollment this year but the school informs the PhD that it is enrolling students, the school has done something wrong," Ms. Thuy affirmed.

TEACHING TARGETS ASSIGNED EACH YEAR
According to Decree 116, the People's Committees of provinces and cities review, calculate and determine the recruitment and training needs of teachers at each level, grade, major and subject for the enrollment year and send them to the Ministry of Education and Training before January 31 every year. However, this is often not done as planned. In order to have the number of enrollment quotas assigned to schools, the Ministry of Education and Training must urge or contact each locality directly for information. Because the assignment of pedagogical quotas depends on the training orders of localities, the Ministry of Education and Training is quite passive. The assignment of training quotas for pedagogical majors to schools must take place in batches, with each individual decision.
Based on the information obtained by the Ministry of Education and Training, on May 23, the Ministry of Education and Training sent Official Dispatch 2330 to notify 16 public universities and colleges that this year the Ministry will not assign teacher training enrollment targets to these 16 schools. Of these, 11 schools under provinces and cities do not have a need to train teachers, including: Ben Tre, Ca Mau, Bac Ninh, Cao Bang, Lam Dong, Dien Bien, Vinh Phuc, Can Tho, Vinh Long, Bac Lieu and Quang Nam; 4 colleges have merged with other training institutions including Ha Tay, Ha Giang, Binh Thuan and Hai Duong; Thua Thien-Hue Pedagogical College has not registered training targets.
"The reason why the Ministry of Education and Training only mentioned these 16 schools in the document is because these are public schools, which have a role directly related to training human resources in the pedagogical sector for localities. If localities do not order pedagogical training, it means that next year these schools will not have operating funds. This is also an issue that localities have to worry about if they do not want to push the schools to the risk of ceasing operations, or even further, having to dissolve," Ms. Thuy explained.
Ms. Thuy also added that in Official Dispatch 2330, the names of two schools in Thanh Hoa, Hong Duc University and Thanh Hoa University of Culture - Sports - Tourism, were not included, although these two schools were not assigned quotas until August 1, because at the time of issuing the dispatch (May 23), Thanh Hoa province said that this year the province had placed an order for teacher training.
Ms. Thuy said: "As analyzed, the pedagogical quota is assigned each year, because the Ministry of Education and Training must have a valid source of orders, to ensure that the policy on funding for pedagogical training must be implemented. Therefore, every year, schools must wait for the quota before they can announce pedagogical recruitment, and how many quotas they will recruit. Every school must do this, no school is allowed to announce enrollment without being assigned quotas by the Ministry of Education and Training. The fact that Dong A University announced enrollment in preschool education and primary education without being assigned quotas is a violation of the enrollment regulations, contrary to the provisions in Circular 03/2022/TT-BGDDT".
Amendment of some articles of Decree 116
The Ministry of Education and Training has issued a draft Decree amending and supplementing a number of articles of Decree No. 116/2020/ND-CP regulating policies to support tuition fees and living expenses for pedagogical students.
Accordingly, the Ministry of Education and Training has added new points to the content of regulations on support levels based on learning outcomes to motivate pedagogical students and improve quality.
Specifically, teacher training students are supported by the state with tuition fees equal to the tuition fees charged by the teacher training institution where they study. In addition, teacher training students are supported by the state with 3.63 million VND/month to cover living expenses during their time studying at the school.
However, from the second year and the following years, if a student has a poor GPA or a poor training score, he/she will not be considered for support to cover living expenses. Teacher training institutions will consider supporting living expenses for pedagogical students according to the academic year.
In addition, the Ministry of Education and Training also revised and supplemented contents related to the mechanism for implementing support policies for pedagogical students, the development of budget estimates and budget allocation, the reimbursement of support funds and the responsibilities of related units.
