The arrangement and merger of administrative units according to the general policy of the Central Government has been affecting the psychology of the cadres, civil servants and public employees in the province. At the crucial transition time, it is necessary to thoroughly grasp the sense of responsibility, not to wait or neglect the task.

Chairman of Quy Nhon City People's Committee Nguyen Huu Khuc said that in the city, there are still a number of cadres, civil servants and public employees (CBCCVC) who have not fully grasped the policy of arranging and merging administrative units, so their thinking is still worried and wavering, affecting the process of performing public duties. Faced with this situation, the City Party Committee and People's Committee have taken solutions to stabilize the thinking of CBCCVC.  

“The City People’s Committee has issued a document requesting heads of departments, offices, units, and localities to direct the improvement of spirit, responsibility, and working attitude. Strictly and in accordance with regulations, cases of negligence, work avoidance, and half-hearted work, affecting the progress and time of handling administrative procedures for people and businesses,” said Mr. Khuc.

According to Secretary of An Nhon Town Party Committee Mai Viet Trung, after Resolution No. 60-NQ/TW dated April 12, 2025 approved the plan to merge provincial-level administrative units, not organize district-level, merge commune-level, many civil servants and public employees were worried, distracted, affecting their working mood, especially the team of non-professional workers at the commune level. The Town Party Committee and People's Committee of An Nhon Town have propagated and mobilized everyone to improve their sense of responsibility, and at the same time regularly inspect communes and wards, combining with encouraging everyone to try, the spirit is "working until the last day".

According to Chairman of Hoai Nhon Town People's Committee Le Dang Tuan, after closely monitoring the situation in recent times, civil servants and public employees in the town do not let the changes in the arrangement of administrative units in the coming time affect their current working spirit, and are still actively performing their tasks well.

Raise the sense of responsibility

According to Mr. Le Quoc Cuong, Chief of Office of An Nhon Town People's Committee, every week, the Chairman of the Town People's Committee meets with leaders of departments and offices to inspect and urge work. In particular, focusing on handling urgent tasks such as investment, construction, debts, arranging records, documents... so that when the district-level administrative unit's activities end, the handover is guaranteed according to regulations.

Currently, Binh Dinh Ward (An Nhon Town) has 41 civil servants and non-professional workers. Some people initially had concerns and worries, not knowing where to go and what to do.  

“Regarding the reorganization of the two-level government apparatus, at recent meetings, Provincial Party Secretary Ho Quoc Dung shared that in this “revolution” there are still many people with concerns, but we must be united and comply with policies for the common development of the country.

According to the Provincial Party Secretary, during this important period, everyone must still work normally and contribute their efforts to their homeland. “Don’t think about this or that and then back down. Anyone who neglects or fails to carry out their tasks will be held accountable. We must ensure that the quality of the activities after the reorganization is better, without interrupting work, leaving areas and fields vacant… Especially, we must not affect the work of the people and businesses.”

The Provincial Party Secretary emphasized.

Party Secretary and Chairman of Binh Dinh Ward People's Committee Nguyen Anh Dung said: "The Party Committee and People's Committee of the ward have recently paid special attention to ideological work and psychological stability of civil servants; regularly updated relevant news for civil servants to grasp. Every day, we encourage and remind civil servants to try their best to complete their assigned tasks well."

To contribute to stabilizing the working mindset of civil servants, the role of the leader in this period is even more important. Party Secretary and Chairman of the People's Committee of Tam Quan Bac Ward (Hoai Nhon Town) Tran Van Thu comfortably said that he always sets an example, shares and accompanies civil servants. "Tam Quan Bac Ward will merge with Hoai Son and Hoai Chau Bac communes to form Hoai Nhon Bac Ward. The ward is much larger in scale, so the requirements for leaders are inevitably higher. In the coming time, whatever task my superiors arrange for me to undertake, I am ready," Mr. Thu shared.

Present at the One-Stop Department of Tam Quan Bac Ward on the afternoon of April 22, we clearly saw the positive working atmosphere of the staff serving the people. Among them, Ms. Vo Thi Truc, a clerk and treasurer (only receiving an additional 224 thousand VND/month for her part-time job), is a part-time worker who will retire after 9 years of working at the ward.

“I am also worried because I don’t know what other job I will find in the future, but that doesn’t mean I am negligent or irresponsible with my current job. On the contrary, I have to work harder and harder to help hand over a “mountain” of documents and books,” Ms. Truc confided.
