Encourage businesses to apply digital technology and traceability systems

Accordingly, the content of amending and supplementing the articles and clauses of the Law on Product and Goods Quality focuses on institutionalizing the implementation of policies including: Innovation in identifying products and goods that are likely to cause unsafety (group 2 products and goods) and product and goods quality inspection activities; applying technology in quality management and traceability of products and goods; developing national quality infrastructure to ensure the goal of sustainable development and international integration; enhancing the effectiveness of product and goods quality management activities, promoting the assignment and decentralization of management to suit the current practical situation.

The purpose is to absorb and internalize international commitments, ensure compatibility between Vietnam's current legal regulations and new-generation FTAs ​​that Vietnam has signed in the field of standards, technical regulations and conformity assessment, minimize technical barriers to trade, and facilitate trade.

The report on the review of the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality presented by the Chairman of the National Assembly's Committee on Science , Technology and Environment, Le Quang Huy, proposed to continue studying a number of issues to complete the draft Law, such as: Principles of product and goods quality management according to risk level; application of digital technology in product and goods quality management; measures to manage product and goods quality suitable for the new context, increasingly deep international integration; management of product and goods quality in border trade and e-commerce.

In particular, regarding inspection, examination and handling of violations of the law on product and goods quality (Chapters IV and V of the current Law on Product and Goods Quality), it is proposed to review regulations on product and goods quality inspection during the production process (Clause 16, Article 1 of the draft Law and Article 29 of the current Law on Product and Goods Quality); study and amend regulations on quality inspection of imported products and goods to suit the actual situation, facilitating export and import activities; propose to study, amend and supplement regulations on specific sanctions, strong enough to handle violations of the law on product and goods quality (Article 66 of the current Law)...

Regarding the principles of product and goods quality management, the Committee for Science, Technology and Environment proposed to study and supplement a number of policies such as harmonizing standards, mutual recognition of conformity assessment results; encouraging and supporting businesses to apply digital technology, traceability systems and supply chain certification; and socializing the development and application of standards and conformity assessment.

The Committee on Science, Technology and Environment also proposed to continue studying and reviewing the regulations on conformity declaration in the draft Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations, creating a legal basis for regulating the declaration of applicable standards and conformity declaration in the Law on Product and Goods Quality, ensuring consistency and uniformity and amending and supplementing in the direction of: Maximally simplifying administrative procedures; only conducting one-time assessment as a basis for declaration to avoid overlap and duplication; promoting the application of digital technology in conformity declaration and product and goods quality management to save costs; ensuring unified implementation in specialized ministries.
