Previously, on the night of November 7, the head of Lam Dong Provincial People's Committee inspected the scene of the landslide at the foot of the main dam of Kay An irrigation reservoir and worked with relevant agencies, listening to the leaders of the Department of Agriculture and Environment, Ta Nang Commune People's Committee, and relevant agencies and units report on the critical situation of the dam.

Accordingly, the main dam of Kay An irrigation reservoir has cracks and slides in the dam body since storm No. 11. As soon as they were discovered, local authorities and the dam management agency deployed a number of response measures by reinforcing and covering the cracks with tarpaulins to prevent rainwater from flowing into the cracks.
However, the above incident continues to develop very complicatedly when in recent days, due to the influence of storm No. 13, in Lam province there has been prolonged heavy rain, water from upstream flows into the lake, increasing pressure on the dam body, risking a dam break.
The crack was initially only 8m long, more than 1m deep, and more than 20cm wide, but now it has increased to 54m long, 2m deep, and 0.2 to 0.5m wide.

Experts say that if heavy rain continues and cracks continue to develop without emergency response measures, the risk of a dam break could occur at any time, directly threatening the lives and property of people downstream.
In order to promptly respond, save the project and ensure safety for the people, the head of Lam Dong Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant agencies and units to activate the emergency response plan, assign leaders and technical staff on duty at the scene to immediately implement technical measures, such as releasing water, temporarily reinforcing the dam roof, driving Melaleuca piles into the dam foot... Absolutely do not wait for the completion of administrative procedures to implement.

The Department of Construction was assigned by the Chairman of Lam Dong Provincial People's Committee to coordinate with relevant units to assess the level of danger, determine the cause and propose solutions to handle the emergency incident, ensuring the safety of the project and downstream areas.
The People's Committee of Ta Nang commune is responsible for evacuating all people in the affected area, arranging temporary accommodation, and absolutely not letting displaced people lack food, drink, or suffer from hunger or cold.
Lam Dong Provincial Police and Military Command deployed forces to protect people's property in the evacuation area; on duty 24/7 to control people entering and exiting at risk, and at the same time mobilized maximum forces and means to support rescue, reinforce dams, and move people and property to safety...

As reported by CAND Newspaper, as soon as the landslide cracks in the main dam of Kay An irrigation lake, Ta Nang commune were discovered to be worsening, throughout the night, the authorities urgently evacuated nearly 100 families to a safe place. Hundreds of people and vehicles were mobilized to the scene, urgently implementing measures to reinforce the location of the incident.
Mr. Nguyen Vu Linh Sang, Chairman of the People's Committee of Ta Nang Commune, Lam Dong Province, said that currently, the work of reinforcing and responding to the risk of Kay An Lake dam breaking is still being actively deployed by the authorities.
